23 F.i h< imlictio piaci, l'i ilii, a cardinalitiiis antedìrlis pr»- sumpu est eL nulla.

2 Julius, bishop, servant of the servants of God, for perpetual remembrance of the matter.
3 To the most holy Roman Church, consecrated by the blood of martyrs, teacher of faith, foster-child of truth, free from all errors, unique and immaculate by divine institution, holding by the authority of the saints and the testimony of all councils and canons the primacy of all churches, mother of the faithful, presiding over the governance by heavenly disposition, concerning the purity of Christian religion and its very unity, peace and tranquility, which tends principally in the conjunction of members to one head, namely Christ, whose vicar we bear on earth, we prohibit with all the strength we can muster in God the division of our flock committed to us from on high, and that schism by which the Church may be rent and scandalized, and the flock entrusted to us may be disturbed in any way; and we condemn and weaken the scandals which might arise therefrom; and desiring to cut off the future unfruitful branches, and to reduce to the path of truth all those who wish to enter otherwise than by the door into the fold, and those who, after once knowing the way of the Lord, turn back, and even to expel the foxes from the vineyard of the same Lord through the ministry of the supreme apostolate, we provide the remedy of opportune provision, and otherwise ordain and command, as we perceive it to be salutarily expedient in the Lord.
4 § 1. Indeed, not without grave distress of our mind, we have learned that certain cardinals of the holy Roman Church, who were with us when we were proceeding toward our city of Florence for the recovery of certain lands of the holy Roman Church, and also with our Curia, personally undertook to come for the recovery of these lands, departing from the City with our permission, diverted to Florence, and remained there, even after we caused them to be summoned to us through our beloved son Francis, of the title of St. Clement, a presbyter cardinal then in minor orders, bishop of Concordia, our datary, and through our letters to us then existing at Bologna, although they offered that they would come, nevertheless with the sower of tares sowing, through whom the subversion of morals in clergy and people frequently creeps in, as unhealthy members withdrawing from their head without legitimate cause, equipped with arms and attendants, indeed having taken up arms among themselves, and having put on a breastplate in place of priestly vestments and armed with swords, they betook themselves to Pavia.
5 § 2. When they had come to this point, driven by the sting of conscience without him, as we believe, through internuncial messengers and through the intercourse of the rectors' orators, they petitioned for concessions and a return to us, and supplicated for pardon of their desertion, which we benignly granted. But they themselves, who ought to have assisted us in our office as counselors, and who without license from us could not be absent from our Curia as members of a body, dared nevertheless to lift up their mouth to heaven, and a spirit of blasphemy, and with Lucifer to set their throne toward the north, to transcend the height of the clouds, so as to make themselves like the Most High, greedily ascribing to themselves our pontifical authority, gathering together like locusts without a head, they presumed without the authority of the Roman Pontiff to convoke an ecumenical, general and universal council, to designate the place of the council and the time, and to affix and publish the convocation of this council to the doors of churches and other public places by public instruments, even false ones, and to use publicly and shamelessly these same false instruments, falsely declaring in their pretended edict certain cardinals of the Holy Roman Church as associates in their purpose, who nevertheless in both public and private writings, written by their own hands, protested that they had never joined themselves to them in this purpose, neither by word nor by writing, nor consented in any way whatsoever; and they did not hesitate to call upon us and our venerable brothers, the same cardinals of the Holy Roman Church and others then expressly named, to require that through us or through others we should wish to accede to this council of theirs, asserting that a decade had long since elapsed after the last universal council, even contrary to the constitution of the Council of Constance, which begins Frequens, and that we had neglected to convoke it, especially since we had sworn and wished to hold it within two years from our creation, and time presses for a man, and that it was not to be believed that a council would come about by our authority and will; and that since grave and notorious crimes lasting, scandalizing the universal Church, had to be dealt with at the head, it did not pertain to the Supreme Pontiff to convoke the council, but in the second place to the cardinals, who did not adhere to the Pontiff in negligence, the convocation of the council should belong. And in order that they might seem to give honor to this convocation and conventicle of theirs, and to add authority to it, this same thing was done in almost all respects by certain procurators of our most beloved sons in Christ Maximilian, elected Roman Emperor, and Louis, most Christian King of the French, princes, under the same dates, manner and form, and similar schedules, except however contrary to the will and mind of the said princes, as reasonably ought to be believed, and they caused it to be done and published and ordained.
6 § 3. But these things, as false, faithless, and fabricated pretexts, are not put forth from zeal for charity and religion, but proceed from the fuel of hatred and enmity, and thus we wish them to be made known to all princes and likewise to the Christian faithful. For who is a participant in such great error, who can reproach us for negligence regarding the convocation of a council? Since nothing has been more dear to our heart during the last eleven years, in which we have served in the office of cardinal, than to see a general council celebrated and the state of the Roman Church reformed for the better? For what made us more odious to our predecessor, the blessed memory Pope Alexander the Sixth, the Roman Pontiff, than the zeal and care for celebrating a general council? What tossed us about on land and sea, when that same Alexander, our predecessor, was hostile to us? What compelled us so often to cross the Alps, to traverse the lands beyond the Alps, to endure snows and ice, except that we strove that a council be declared, convoked and celebrated by the Roman Pontiff? We recount this as known and most openly manifest to princes and Christians, indeed even to those very ones who accuse us and our college of brothers, and it has long been and fully known to them. Wherefore, if the course of one's former life, in the judgment of prudent men, determines the course of one's present and future life, there is no reason why these cardinals, because they have withdrawn from us, should despair that we will do what we have desired and striven for over so long a time, so ardently, and not without risk to our life. Let them open the eyes of their heart, and cut away the obstacles of hatred, and let them consider with what voice, with what eyes, with what countenance we promised and, as they say, at our assumption to the pontificate, swore and vowed to celebrate a general council, since they were present at our promise. Certainly they will perceive that we have done what they proclaim not by voice alone, not in simulation, but in the simple truth of our heart; and if they are unwilling to heed what we have said, let them examine and inspect all the effort in our pontificate concerning the aforesaid matters. Have we not admonished all Christian princes, who sent orators to render obedience in the customary manner, concerning the celebration of a general council, and concerning an expedition against the perfidious Turks to be decided, undertaken and pursued in council? Have we not, throughout the entire first two years of our pontificate, striven to make peace among Christian powers, so that, with minds disposed to council, the council might be entered upon? What further ought we to have done, or could we have done, to restore peace to the Church, that we have omitted? The cardinal himself knows, who professes himself the author of such an edict or declaration, and proclaims himself the moderator of its contents, what he received in mandate from us, when we sent him as our legate and that of the Apostolic See to the elected Roman Emperor, throughout all Germany. Let him communicate those things to his brothers, who seem to think with him; let him produce the admonitions delivered to him in writing, and it will be certain and clearer than the light of noon that this declaration of despair concerning the celebration of a council by us was not merely light and empty, but false, unreasonable and impossible. No fault of ours, nor of the cardinals of the Holy Roman Church, delayed the declaration, convocation and celebration of the general council. The misfortune of these times, which began to afflict Italy under that same Alexander, our predecessor, and still continues to afflict it, and the pressing necessity of recovering the lands and rights of that same Roman Church, delayed these things. For our purpose has always been most ready and most intent upon the celebration of the council. Wherefore let them lay aside the spirit of distrust, and thus let the authors of this calumny, returning to their senses, cease to bite the shepherd and father of their souls. Let them cease to boast of general councils against the Roman Pontiff alone.
7 special.
8 The constitution of the Council of Constance did not bind, when there stood legitimate impediments to the Pope, and even so the brothers, cardinals of that same Roman Church, ought not to calumniate one another.
9 § 4. But if they are so ardently concerned to establish themselves as the head and authors of a general council, let them first learn what must be done for this matter. Let them review the lives of the holy fathers and Roman Pontiffs, and the ancient custom of declaring, convening and celebrating a council; let them examine the traditions and laws enacted by the fathers concerning these things, and they will see that such councils have been declared by the Roman Pontiffs alone, and those declared otherwise have not been ratified.
10 § 5. But as to the constitution of the Council of Constance, which begins Frequens, such a constitution was not observed for eighty years, and, if it was observed, as the pious memory Pope Eugene IV, also our predecessor, testifies, and as the sanctions of the sacred canons provide, it was lawful for us to transgress it on account of the aforesaid causes; and, what is stronger, when there stands a legitimate impediment, of which we spoke above, it is most certain that it has no place.
11 § 6. But the vow and oath, which on account of the aforesaid causes it would have been lawful for us to transgress by right, we have not transgressed, inasmuch as, detained by a legitimate impediment, we could not observe it, and because a vow and oath, insofar as this matter is concerned, are matters of the forum of conscience, a purgation of the delay is always admitted by canonical equity.
12 § 7. Let them cease to impute to us and to our brethren the Cardinals of the Holy Roman Church negligence, which, as is set forth above, was none, and, if any there had been, it could much more justly be imputed to them together with Alexander, our aforesaid predecessor, and with us.
13 § 8. But whereas they, teaching according to the prophets, speak lies with their tongues, and cursing against the prince of their people contrary to the divine precept, fabricate crimes against us, and those indeed, as they assert, enduring, most grave, notorious and scandalizing the universal Church, they say— And now vow and oath.
14 The negligence of this Pope is not justly alleged.
15 Curses are wrongly uttered in this matter.
16 § 9. Let the aforesaid, taking the name only of Cardinals, say whether Dathan and Abiron, Acacia and their like, representing the reproach of their brothers, whether it pertains and belongs to the Supreme Pontiff to convoke a council, even if his own cause be in question? Let them read, beyond the ancients, the deeds of the Council of Constance, in which they chiefly ground themselves, so that from them, as the Jews from their own codices, they may be confounded; they will find that John XXIII, concerning whose cause chiefly the matter was being treated, convoked the Council of Constance in this manner.
17 § 10. Since therefore we are prepared to convoke the aforesaid council, it is sufficiently clear that the cardinals have spoken lies with their tongues in one manner. But if all these things should cease, with the aforesaid impediments standing, in what negligence can our brethren the Cardinals of the Holy Roman Church be said to be, not being required to convoke the council, so that to very few of the Roman Pontiffs, hostile through fault and ambition, schismatic and placed outside the house of God, the universal power of the Church could have devolved, or rather been usurped by them.
18 § 11. Let us add therefore now to show the abuse of this kind of power three months and fourteen days from them for the council, as he wished, in his edict compelling judgment to be made, the summons assigned: and can an ecumenical council be legitimately made known to Christian nations most remote from Milan in so brief a space of time? Can they, if it had been made known in the term, convoke, celebrate and complete diocesan and metropolitan synods? Can those who were to come have acquired the necessaries for so great a journey? Can princes, wishing to come, have consulted well for the peoples subject to them and the security of their state? Can they send forth, whom they shall have decreed to send, procurators or orators fully informed? Scarcely could an expedited courier go and return in the space of three months and a half without baggage. Whence and how do they think, nay decree, that grave men themselves and carrying much impediment with them, without which they cannot come, can and ought to come? Why, if nothing else, the convocation of the council, which they attempted, is utterly enervated by the very impossibility of coming in the time prescribed.
19 § 12. But, if it were possible, and some healthy place by contrary decree, not this same council, the place reason of the convocation itself makes it necessary to be judged null: the place of the council ought to be suitable and safe. Who is ignorant, which we say with sorrow, that the city of Pisa has been besieged for nearly fourteen years continuously and most harshly reduced by war to such desolation, that very few houses with intact walls stand in it, and scarcely any exist which are furnished with floors and upper stories? Would the Cardinals of the Holy Roman Church, patriarchs, archbishops, bishops, abbots, secular princes or their orators, and likewise nuncios of communities dwell there? Would most celebrated doctors both of divine and human law dwell in ruined houses and a city utterly desolate, for celebrating an ecumenical council? Never is it written that a general council was celebrated in such places. Let all the histories of ecumenical councils be reviewed, it will appear to our fathers, holy and prudent men indeed, that for celebrating a council, before all else it was their concern to choose a spacious city, furnished with buildings, of healthful air, of fertile soil, easy for conveying provisions, all which things, if anyone shall have affirmed to be present at Pisa, the ruins of the city, the wreckage of buildings, the destruction of villas and vineyards will refute him who speaks thus.
20 by vocation assigned: and for assembling an ecumenical council, could this be legitimately made known to Christian nations most remote from Milan in so brief a space of time? Could they, if it had been made known within the time limit, convoke, celebrate and complete diocesan and metropolitan synods? Could those who were to come have acquired the things necessary for so great a journey within the time limit? Could princes, wishing to attend, have consulted well the welfare of the peoples subject to them and the security of their state? Could they send forth the procurators or orators whom they decreed to send, fully informed? Scarcely could an expedited courier go and return within the space of three and a half months without baggage. Whence and how do they think, nay rather decree, that these grave men themselves and carrying much impedimenta with them, without which they cannot come, are able and ought to attend? Wherefore, if nothing else, the very impossibility of attending within the time prescribed utterly enervates the convocation of the council which they attempted.
21 § 12. But if it should be possible, and if some decree of the council concerning the place of the council itself should have been made, the suitability of the place does not nullify the decree itself, nor does it compel anything to be done: the place of the council ought to be suitable and safe. Who is ignorant—and we say this with sorrow—that the city of Pisa has been besieged continuously for nearly fourteen years most harshly and has been reduced by war to such desolation that very few houses with intact walls remain in it, and scarcely any exist that are furnished with floors and upper stories? Would the cardinals of the Holy Roman Church, patriarchs, archbishops, bishops, abbots, secular princes or their orators, and likewise the nuncios of communities dwell there? Would the most celebrated doctors both of divine and human law dwell in ruined houses and in a city utterly desolate for the purpose of celebrating an ecumenical council? Never is it written that a general council was celebrated in such places. Let all the histories of ecumenical councils be reviewed, and it will appear to our fathers, holy and prudent men indeed, that in order to celebrate a council, it was above all their concern to choose a spacious city, furnished with suitable buildings, of healthful air, of fertile soil, convenient for the conveyance of provisions—all of which things, if anyone should affirm them to be present in Pisa, the ruins of the city, the debris of buildings, and the destruction of villages and vineyards would refute such a speaker.
22 § 13. These things, however, if they were complete at Pisa, as they are not, nor can they be affirmed without impudence, how is there access to Pisa or residence in it,

24 Therefore the Pontiff condemns and reprobates the privilege of the Council of Pisa by this edict, since all Tuscany now takes up arms, and we, on account of the pastoral office which we bear, are pressed by nothing more than that the Florentines and Sienese, among whom war rages, should not attack one another with arms, and should come to peace. Many Christian princes can bear witness to this matter, having been requested by us frequently and urgently to interpose their authority and favor through letters and nuncios, so that, if they are unwilling to have peace among themselves for the sake of the people, they may at least abstain from arms by means of a truce.
25 § 14. Therefore, since from the foregoing and also from other well-known causes, access to Pisa or secure residence there cannot reasonably be believed to be possible, since the city itself is not supported by habitations for the council on account of desolation, since the countryside is laid waste by devastation, since the time fixed in the edict or summons cannot suffice, and the term assigned by them does not correspond to the time usually given for celebrating a general council, since moreover those summoning it are supported by no authority, and, if they could have any, they have not used it as was fitting and ought to have been done, indeed ought to have been done, since the edict itself or convocation convicts itself of falsity.
26 § 15. We, considering with how great difficulty and length of time our aforesaid predecessors, in their councils celebrated, removed ancient heresies and schisms, even sometimes with the aid of imperial majesty; and that they were unable to extinguish them entirely, since some of them (which we report with sorrow) endure in their obstinacy even to this present day; and how calamitous the times of schism have been for prelates and all the Christian faithful; all the aforesaid things, as most pernicious seedbeds of schism and errors, which we have tolerated for some time with conniving eyes, awaiting their return to their senses, on account of the charity of Christ and zeal for His house, we are unable to dissemble further, fearing lest that word of Jeremiah 1 be cast in our teeth: You did not go up against the adversary, nor did you set up a wall for the house of Israel. Fearing also lest the aforesaid figments and errors might involve the minds of less learned Christian faithful in some snare of infidelity, among whom often, as Origen says in the Canticles, the more beautiful sophistries of falsehoods appear than the teachings of truth. And lest error, to which resistance is not made, should seem to be approved, and the truth of God and His cause and rights should be oppressed undefended, having taken mature deliberation upon these matters with our venerable brothers the cardinals of the same Holy Roman Church, by the counsel of the same cardinals and their unanimous consent, and from the fullness of apostolic power, we reprobate, revoke, quash, invalidate and annul the aforesaid summons, convocation and publication asserted by the schismatic conventicle, the synagogue of Satan and the Church of the malignant through Dathan and Abiron, the authors of the schism and their associates, and the others aforesaid, made, summoned and published in the procuratorial name of our most dear sons Maximilian, elected Roman Emperor, and Louis, most Christian King of the French, illustrious princes, and all and singular things contained in them and in any of them and whatever followed therefrom, the tenor of which, as if inserted word for word in the present document, we wish to be held as sufficiently expressed and inserted, as made by those not having the faculty and from less legitimate causes and incongruous terms and place, null, void and empty, not legitimately made for knowing 2 and scandalizing the unity of the universal Church, lest the cancerous disease grow stronger; and we will that they be held as revoked, void, quashed, reprobated and annulled, and, as they are, we decree and declare that they have been and are of no force or moment whatsoever.
27 § 16. We strictly forbid, under pain of excommunication, anathema and eternal curse, and of deprivation of all ecclesiastical dignities and benefices whatsoever, whether of the aforesaid or of any other kind, and of all secular, feudal, indulted, privileged, conceded, facultied and gracious things, and of infamy and other penalties promulgated and inflicted against those scandalizing the universal Church and stirring up schism and discord in it, and affording to them counsel, aid or favour, both by law and otherwise—We forbid, We say, the aforesaid cardinals who have withdrawn from Us, as aforesaid, and all and each of whatsoever dignity, status, degree, order, quality, condition, pre-eminence, authority and nobility, and shining with whatsoever ecclesiastical, even cardinal, patriarchal, primatial, archiepiscopal, episcopal, abbatial or secular, royal, regal and even imperial and other dignities and pre-eminences, from adhering to, acceding to, being present at, obeying, assisting, affording counsel, aid or favour to the aforesaid indictions, publications and convocations, or in any wise intending that the most evil deeds 3, confused in their errors, be dissolved like a mist; and We absolve and free them, and declare them absolved and freed, from every bond of oath, covenant, obligation and promise perchance made by them on this account, lest they adhere to, accede to, be present at, obey, assist, afford counsel, aid or favour to all and each of the things done by any of them, as aforesaid, directly or indirectly, tacitly or expressly, or by any sought-out pretext.
28 § 17. And all and each cities, places and lands and places whatsoever, to which these councils or rather conciliabula, their schismatic assemblies, synagogues and gatherings may happen to be held, and churches harbouring such malignant ones and adhering to them, affording obedience, counsel, aid or favour to any of them, as aforesaid, and any of them to which it may happen that such councils or conciliabula or churches of such malignant ones may be celebrated or assembled and congregated, We subject to ecclesiastical interdict.
29 § 18. And nevertheless, desiring to execute our good intention and sacred ecumenical concern, so that the ancient heresies of the Laity, which in diverse parts of Christians have not yet been extinguished, and the schism recently sprouting anew may be extinguished, and reformation of the morals both of ecclesiastical and secular persons, which by law and custom are subject to the reformation or determination of the council, and provision may be made for the sedation of impending wars, that to each what is his own may be rendered, justice and peace may kiss one another, and the faithful of Christ, gathered together in the name of God in peace and unity, not from the fuel of private passions, which, as appears from the deeds of diverse councils, is accustomed to produce the worst effects, may more easily and promptly intend an expedition against the infidels now infesting the kingdom of Sicily, occupying the better and more noble places of Christians, especially Jerusalem our ancient mother, and lost through the ancient negligence of Christians; in the name of the holy and undivided Trinity, Father and Son and Holy Spirit, by the authority of almighty God and of the blessed Peter and Paul his apostles, which we exercise on earth, with the like counsel and assent of the same our brothers, an ecumenical, universal and general council, in our beloved City, the common fatherland of all, in a place most suitable and safe, at the Lateran, where very many councils were held by our ancient fathers, and where the Most High willed the See of Peter to be placed, and where a copious number of learned and skilled men shall be had, to be begun after the feast of the Resurrection of our Lord Jesus Christ next to come, in the year of our Lord one thousand five hundred and twelve, on Monday the nineteenth day of the month of April, which shall be the second day of the week after the octave of the same Resurrection, to be celebrated, and, as follows, with the Lord as author, to be concluded, we announce, convoke, establish, decree and ordain; although it does not escape us that this prefixed period of nine months, for the sacred council to be held and celebrated, coming from so many distant parts of the world, perhaps may not suffice, and may be noted for brevity for so great a matter to be accomplished, especially since it does not correspond to the time assigned by the holy Roman Pontiffs, our predecessors, for assembling similar general councils, who are found never to have assigned less than a year for beginning this. But because we have sent letters to the most Christian king aforesaid and to certain other princes concerning the beginning of a general council at the present time inserted, and moreover, lest we should give occasion to those wishing to calumniate us and our venerable brothers the cardinals of the same holy Roman Church, if we had established a longer time, it seemed good to us to assign this term.
30 § 19. Moreover, to the aforesaid and other venerable brothers patriarchs, archbishops, bishops, abbots of monasteries and prelates, especially those bound and obliged by the bond of an oath to visit at certain times the thresholds of the apostles Peter and Paul, even at the time of their promotion, notwithstanding any concessions whatsoever, privileges and indults granted to them and to their churches, monasteries and benefices by the said predecessors of ours or by us, confirmed and renewed, which we hold as expressed, from certain knowledge and fullness of the aforesaid, we annul, invalidate and nullify, and to all other ecclesiastical or secular persons, even to kings and princes, and to other persons who by law and custom are accustomed to intervene in the assemblies of general councils, legitimate impediment ceasing, of which they are bound to teach legitimately, by themselves or through other suitable nuncios, procurators or orators having legitimate mandates, under excommunication and other penalties by law or custom, or otherwise, not accruing to those not coming to the general council indicated, we command that they ought to come to the same Lateran council, and remain in the said city until the conclusion and dissolution of the said council to be made by us or by our authority.
31 §20. Likewise we beseech, exhort and admonish our most beloved sons in Christ, the illustrious Maximilian, elected King of the Romans as aforesaid, and the other Christian kings, dukes, marquises, counts and other nobles, by virtue of holy obedience, that they render effective aid and assistance, so that all and singular ecclesiastical as well as secular persons existing in their kingdoms, duchies and domains, who by law or custom have been accustomed to attend general councils, may proceed to this Lateran council, the aforesaid impediment ceasing, setting aside hatreds and with minds disposed to council in the Holy Spirit, not filled with passions, making themselves a true house of God, and being armed with charity may attend to those things which concern the praise of God, the exaltation of the Church, unity and reformation, the complete eradication of schisms and heresies, and the peace and salvation of the aforesaid faithful.
32 § 21. And lest those who ought to proceed to so laudable and necessary a work be hindered by any causes or pretexts whatsoever from access to this Lateran council, to all and singular who are accustomed to be present in the congregations of general councils, and to those coming to this Lateran council, and to their servants and attendants, of whatsoever status, rank, order, condition or nobility, ecclesiastical and secular, we give and grant, for themselves and their goods whatsoever, through the cities, lands and places terrestrial and maritime subject to the said Roman Church, safe conduct and full and complete security for coming to the Lateran council at this City, and for dwelling and remaining freely therein, and for departing therefrom whenever it shall seem good, even after four months following the conclusion and dissolution of the said Lateran council, by the counsel and power aforesaid; and we promise to grant safe conducts and securities to those desiring to have them, and we shall treat and receive them benignly and charitably.
33 § 22. Commanding, under our displeasure and other penalties to be inflicted at our discretion, all observance of the said penalties, to all and singular our armed forces, cavalry and infantry, and castellans of our fortifications, and legal governors, rectors, lieutenants, potestates, officials and vassals of the cities, lands and places of the said Roman Church subject to us, that, notwithstanding any apostolic constitutions and ordinances, imperial laws, and also municipal statutes and customs 4, even if confirmed by oath, apostolic confirmation, or any other firmness whatsoever, which could derogate from or in any way impede the aforesaid safe conduct and security, even if such things were of a kind for which special, specific, express and individual mention, and not merely general clauses importing the same, ought to be made, holding the tenor of those as expressed, they permit and cause to be permitted those coming to this Lateran council to pass freely, safely and securely, to remain and to depart, lest so great and laudable a Lateran council be distracted, and that those coming to it may safely and in the tranquility of peace live, speak and accomplish those things which concern the honour of almighty God and the welfare of the whole holy Church.
34 § 23. Decreeing nevertheless that whatever is null and void, anything contrary to the indiction of this Lateran council by us indicted, or to the impediment, prejudice or delay of the same, by the schismatic conventicle and malignant church aforesaid or by anyone else against this bull, by any authority, by any device or pretext sought, whether knowingly or unknowingly, shall be attempted.
35 lest it be attempted.
36 § 24. Moreover, that all and singular the aforesaid things may come to the knowledge and cognition of all to whom they pertain, and that certain and undoubted knowledge of all things contained in these present letters may be had, and that no one of the aforesaid may justly pretend ignorance, nor legitimately excuse himself; since also there is no safe access for intimating these letters personally to some comprehended in these present letters, we will and decree that these our present letters be read and published publicly and in a loud and intelligible voice by some couriers of our court or public notaries in the basilica of the Prince of the Apostles and the Lateran church, at the hour of divine services, when a multitude of people is accustomed to gather and assemble there to hear divine services, and be affixed to the doors or gates of the said churches, and in the field of the Campus Florae and the Apostolic Chancery, and be left there for some space of time, so that they may come to the knowledge and public notice of individuals.
37 § 25. And when those documents have been transcribed, made by public notaries or subscribed by them and furnished with the seal of some prelate, undoubted faith shall be given to them.
38 § 26. And all and each persons mentioned in those documents, and to whom it pertains, we decree, establish and declare that they shall be bound and constrained, and held and obligated to the observance of all and each of the things contained in them, of whatever grade and dignity they may be, ecclesiastical or secular, after the lapse of one full month to be reckoned from the date of these presents, in all things and through all things, and just as if they had been personally intimated to them and personally presented to them, by the tenor of these presents.

42 Given at Rome at St. Peter's, in the year of the Lord's Incarnation one thousand five hundred and eleven, on the fifteenth day before the Kalends of August, in the eighth year of our pontificate.
Note
- To be read Ezekiel, xiii, 3.
- We read for dividing (r. t.).
- Seda.
- Constitutions.
- Ah. C. There 1 which therefore, the other Cardinals of the Holy Roman Church being negligent, we do not wonder that the faculty of convening the council devolved upon them, since, as St. Jerome testifies, schismatics, when they doubt their causes to be condemned, rush forth into insults.
