the Congregation for the Propagation of the Faith, at the beginning of the work, is bound to publish, books and writings, by itself or through another, in which missions or matters pertaining to the same are treated, under the penalties of excommunication latae sententiae reserved to the Roman Pontiff, deprivation of office, and of active and passive voice, and suppression of works, to be incurred ipso facto.

Clement, Pope X, for the perpetual memory of the matter.

The office of apostolic service entrusted to us from heaven demands that, if we know that any abuses are sprouting up and gaining strength in the Church of God, we strive to cut them down with the pruning hook of appropriate sanction and to remove them from our midst.

as set forth in § 1. Since therefore, as we have learned, although the Congregation of our venerable brothers, the Cardinals of the Holy Roman Church, had for just causes previously forbidden that anyone should publish to the press without its permission books and writings in which missions were treated in any way; nevertheless many, either ignorant of what the same Congregation had decreed, or recklessly transgressing its decree, publish writings and books, often containing false and absurd matter, not without offense to pious and learned men: we, moved by these and other grave causes, by the counsel of the aforesaid cardinals, by apostolic authority, by the tenor of the present letters, again forbid that anyone, of whatever status, rank and condition, even of any regular Order, congregation, institute and society, even of Jesus, although he were one of whom specific and individual mention would have to be made, without written permission of the Congregation of the same cardinals, which he is bound to print at the beginning of the work, shall publish books and writings, in which missions or matters pertaining to missions are treated, by himself or through another, under the penalty of excommunication latae sententiae, from which no one by anyone whatsoever except by us or the Roman Pontiff existing for the time being, unless he be in the article of death, can be absolved, and under the penalties of deprivation of office and of active and passive voice, as well as suppression of works, to be incurred ipso facto.

with his permission should publish books and writings in which missions were treated in any way; nevertheless many, either ignorant of what the same Congregation had decreed, or recklessly transgressing its decree, publish writings and books, often containing false and inept matter, not without offense to pious and learned men: we, moved by these and other grave causes, by the counsel of the aforesaid cardinals, by apostolic authority, by the tenor of these presents, again prohibit that anyone, of whatever status, rank and condition, even of any regular Order, congregation, institute and society, even of Jesus, although he were one of whom specific and individual mention should be made, without written permission of the Congregation of the same cardinals, which he shall be bound to print at the beginning of the work, shall publish, either by himself or through another, books and writings in which missions or matters pertaining to missions are treated, under the penalty of excommunication latae sententiae, from which no one by anyone whatsoever except by us or the Roman Pontiff existing for the time being, unless constituted in the article of death, can be absolved, and also under the penalties of deprivation of office and of active and passive voice, as well as suppression of works, to be incurred ipso facto.

§ 2. We wish, however, that this decree be announced by Mandate to the superiors of any Order, congregation, institute and society, even of Jesus, so that all and each of them shall read this decree yearly in their chapters, and they themselves shall observe these present letters, and shall ensure that they are observed entirely by their subjects; and we command, under the penalty of deprivation of active and passive voice, that the aforesaid superiors shall be bound yearly to read these present letters, or their tenor, in chapters or to have them read, lest anyone excuse himself under the pretext of ignorance.

§ 3. Decreeing that these present letters shall always be firm, valid and efficacious and shall produce and obtain their full and complete effects, and that they cannot be noted, impugned, broken, retracted, or brought into question, or reduced to the terms of law in any way on account of the vice of subreption or obreption or nullity, or of our intention or the consent of those having or pretending to have an interest1, or any other defect whatsoever, even one of however great and substantial a nature and requiring individual expression; and thus and not otherwise in the foregoing matters by any judges ordinary and delegated, even auditors of the causes of the apostolic palace, and the aforesaid cardinals of the Holy Roman Church, even legates a latere and nuncios of the Apostolic See, and any others whatsoever exercising and about to exercise any preeminence and power, with all facility and authority of judging and interpreting otherwise removed from them and from each of them, it ought to be judged and defined, and if anything contrary to these things should be attempted by anyone whatsoever, by whatever authority, knowingly or unknowingly, it shall be null and void. § 4. Notwithstanding apostolic constitutions and ordinances issued in universal, provincial and synodal councils, general or special, as well as statutes and customs of any Orders, congregations, institutes and societies, even of Jesus, and any others whatsoever, even those strengthened by oath, apostolic confirmation, or any other firmness, privileges also, indults and apostolic letters granted to the aforesaid Orders, congregations, institutes and societies, even of Jesus, and to their superiors and persons, and to any others whatsoever, under whatsoever tenor of words2 and forms, and with whatsoever derogatory clauses and other decrees, whether in general or in particular, or otherwise in any way granted, confirmed and even repeatedly approved and renewed in contravention of the foregoing; all and each of which, even if for their sufficient derogation special, specific and individual mention of them and their entire tenor, or any other exquisite form to be observed for this purpose, would have to be made, we hold the tenors of these things as fully and sufficiently expressed in these presents and the form transmitted in them as observed, on this occasion specially, for the purpose of obtaining the foregoing effects only, we derogate; and all other things to the contrary whatsoever.

in universal provinces and synodal councils issued, general or special, constitutions and ordinances, as well as of whatsoever Orders, congregations, institutes and societies, even of Jesus, or any others whatsoever, even those strengthened by oath, apostolic confirmation, or any other firmness, statutes and customs, even immemorial, privileges also, indults and apostolic letters, granted to the aforesaid Orders, congregations, institutes and societies, even of Jesus, their superiors and persons, or any others whatsoever, under whatsoever tenor of words2 and forms, and with whatsoever even derogatory clauses of derogations, irritant and other decrees, in general or in special, or otherwise howsoever in the contrary of the foregoing granted, confirmed and also many times approved and renewed; all and singular of which, even if for their sufficient derogation there were to be observed a special, specific and individual form of them and their whole tenors, or any other exquisite form to be observed for this, the tenors of this kind we hold as fully and sufficiently expressed in these presents and the form delivered in them as observed, on this occasion specially, for the purpose of obtaining the foregoing effects only, we derogate; and all other things to the contrary whatsoever.

§ 5. We will, however, that to the transcripts Transcript of these present letters, or copies, even printed ones, subscribed by the hand of some public notary, or furnished with the seal of a person established in ecclesiastical dignity, the same faith altogether be given both in judgment and outside it as would be given to the same present letters if they were exhibited or shown.
