Creditae nobis coelitus

no ordinances of its erection Congregation on this matter.1 Benedict, bishop, servant of the servants of God, for perpetual remembrance of the matter.
1 Preamble. Entrusted to us from heaven, the office of dispensation, striving to execute it salutarily with the Lord's help, we turn our mind and care to those matters by which proper provision is made for the diligent formation of clerics. For when they are educated from tender years, as young plants, with more benign care, and are carefully instructed in the knowledge of letters in seminaries, when afterwards they are transplanted into the laborious ecclesiastical ministries into the way of the Lord, we have sufficiently learned from the long experience of many years that they are most fruitful and useful for the governance of churches and the salvation of peoples.
2 § 1. Since therefore the erection of ecclesiastical seminaries, commended so greatly by the sacred Council of Trent, in cap. xviii, sess. xxiii, De reformatione, to all bishops, and so necessary for preserving ecclesiastical discipline, has been neglected hitherto in many cathedral churches, as we have learned not without grave sorrow of heart: we, desiring to promote strenuously this pious and holy work according to the duty of our pastoral vigilance, by our own motion, from certain knowledge and mature deliberation, and from the fullness of apostolic power, to all and each of the Ordinaries of Italy and the islands a—
