MOTU PROPRIO
SACRORUM ANTISTITUM*

MOTU PROPRIO
SACRORUM ANTISTITUM*
7 II.
Eos, audito prius Cardinali in Urbe Pontificis Vicario, tum vero annuente ac probante ipso Pontifice Maximo, Magister sacri Palatii apostolici designabit.
Eadem porro Episcopis facultas esto, etsi censor forte faverit.
14 V. Congressus publicosque coetus iam supra memoravimus, utpote in quibus suas modernistae opiniones tueri palam ac propagare student. — Sacerdotum conventus Episcopi in posterum haberi ne siverint, nisi rarissime.
— Tale igitur consilium, quod a vigilantia dici placet, in singulis dioecesibus institui quamprimum decernimus.
16 Viri, qui in illud adsciscantur, eo fere modo cooptabuntur, quo supra de censoribus statuimus. Altero quoque mense statoque die cum Episcopo convenient: quae tractarint decreverint, ea arcani lege custodiunto. Officii munere haec sibi demandata habeant. — Vocum novitatem caveant, meminerintque Leonis XIII monita: Probari non posse in catholicorum scriptis eam dicendi rationem quae, pravae novitati studens, pietatem fidelium ridere videatur, loquaturque novum christianae vitae ordinem, novas Ecclesiae praeceptiones, nova moderni animi desideria, novam socialem cleri vocationem, novam christianam humanitatem, aliaque id genus multa10. Haec in libris praelectionibusque ne patiantur.
Haud enim facile creditur, domesticae disciplinae contemptorem a publicis Ecclesiae legibus minime discessurum.
26 Iusiurandum hoc, praemissa Fidei professione per formulam a sa. me. Decessore Nostro Pio IV praescriptam, cum adlectis definitionibus Concilii Vaticani, suo antistiti item dabunt:
27 I. Clerici maioribus ordinibus initiandi; quorum singulis antea tradatur exemplar tum professionis fidei, tum formulae edendi iurisiurandi ut eas accurate praenoscant, adiecta violati iurisiurandi, ut infra, sanctione.
28 II. Sacerdotes confessionibus excipiendis destinati et sacri concionatores, antequam facultate donentur ea munia exercendi.
29 III . Parochi, Canonici, Benéficiarii ante ineundam beneficii possessionem.
30 IV. Officiales in curiis episcopalibus et ecclesiasticis tribunalibus, haud exceptis Vicario generali et iudicibus.
31 V. Adiecti concionibus habendis per quadragesimae tempus.
32 VI. Officiales omnes in Romanis Congregationibus vel tribunalibus coram Cardinali Praefecto vel Secretario eiusdem sive Congregationis sive tribunalis.
33 VII. Religiosarum familiarum Congregationumque Moderatores et Doctores antequam ineant officium.
34 Professionis fidei, quam diximus, editique iurisiurandi documenta, peculiaribus in tabulis penes Curias episcopales adserventur, itemque penes Romanarum Congregationum sua quaeque officia.
Sic spondeo, sic iuro, sic me Deus etc.».
47 «En igitur eloquentiae sacrae fons facile princeps, Biblia. - Verum, quid ipsorum interest fructus colligere?
Memores igitur eorum, quae a SS.

MOTU PROPRIO
SACRORUM ANTISTITUM*
BY WHICH CERTAIN LAWS ARE ESTABLISHED TO WARD OFF THE DANGER OF MODERNISM
1 We believe it is not hidden from any of the sacred prelates that that most cunning class of men, the Modernists, after the mask with which they had clothed themselves was torn away by Our encyclical letter Pascendi dominici gregis1, have not abandoned their counsels for disturbing peace in the Church. For they have not ceased to seek out new associates and to draw them into a clandestine alliance, and with them to inject the poison of their opinions into the veins of Christian society, by means of books and commentaries published under a suppressed or false name of the author. This maturity of audacity, by which such great pain has been inflicted upon Us, if it be considered more carefully in light of the aforesaid Our Letters, will easily show that such men are none other than those whom We described therein, adversaries all the more to be feared because they are closer at hand; abusing their ministry so as to place poisoned bait on hooks to catch the unwary, spreading a semblance of doctrine in which the sum of all errors is contained.
2 Since this plague is spreading through that part of the Lord's field from which happier fruits were to be expected, and since it is the duty of all the prelates to labor in the defense of the Catholic faith and with the greatest diligence to take care that the integrity of the divine deposit suffer no harm, it pertains especially to Us to carry out the commands of Christ the Savior, who said to Peter, whose primacy, though unworthy, We hold: Confirm thy brethren. For this reason, namely, that the spirits of the good may be strengthened in undertaking the present struggle, We have deemed it opportune to set forth the conclusions and prescriptions of Our aforesaid document in these words:
3 "We beseech and implore you that in a matter so grave you allow not the vigilance, diligence, and fortitude of your office to be desired in the least. Moreover, what We ask and expect from you, the same We equally ask and expect from the other pastors of souls, from educators and teachers of the sacred youth, and especially from the superiors of religious families.
4 I. As regards studies, We will and strictly command that scholastic philosophy be placed as the foundation of sacred studies. — Certainly, if anything has been sought by the scholastic doctors with too much subtlety, or transmitted without sufficient consideration; if anything is less in harmony with the established doctrines of a later age, or finally in any way not approvable; it is in no way Our intention to propose it to the present age for imitation2— The chief point is this: since We prescribe that scholastic philosophy is to be followed, We mean especially that philosophy which has been handed down by St. Thomas Aquinas; and all that has been sanctioned by Our Predecessor concerning it, We will to remain in force, and We restore and confirm it as far as it is needed, and We strictly command that it be observed by all. It shall be the duty of the Bishops, wherever in the Seminaries this has been neglected, to urge and require that it be observed henceforth. We impose the same command upon the superiors of religious Orders. We admonish the Masters that they rightly hold this: to depart even slightly from Aquinas, especially in metaphysics, is not without great detriment. A small error in the beginning, to use the very words of Aquinas himself, is a great one in the end3.
5 With this foundation of philosophy thus established, let the edifice of theology be constructed with the greatest care. — Promote the study of theology, Venerable Brethren, with all the power you can, so that the clergy departing from the seminaries may be imbued with a splendid regard for it and with great love, and may always hold it as their delight. For in the great and manifold abundance of disciplines which is set before the mind desirous of truth, it is not hidden from anyone that sacred Theology claims for itself so principal a place that the old saying of the wise is verified, that it is the duty of the other sciences and arts to serve it and, as it were, to minister to it in the manner of handmaids4. — We add here that those also seem to Us worthy of praise who, with unimpaired reverence toward Tradition and the Fathers and ecclesiastical teaching, and using wise judgment and Catholic norms (which does not happen equally to all), endeavor to illuminate positive theology by borrowing light from history. Greater account is indeed to be taken of positive theology than heretofore: yet let this be done in such a way that scholastic theology suffer no harm, and let those be reproved as acting in the manner of Modernists, whoever so exalt positive theology as to seem to despise scholastic theology.
6 As for secular disciplines, it suffices to recall what Our Predecessor most wisely said: In the consideration even of natural things, strive earnestly: in which kind the ingenious inventions and useful undertakings of our times, just as they are rightly admired by contemporaries, so posterity will celebrate with perpetual commendation and praise5. Yet this with no damage to sacred studies; which the same Predecessor of Ours warned with these most grave words: Whoever shall investigate more carefully the cause of these errors will understand that it is chiefly to be found in this, that in these our times, the more vehemently the studies of natural things flourish, the more severely have the more serious and profound disciplines declined: for certain things almost fall into oblivion among men; certain things are transmitted remissly and lightly, and what is more unworthy, with the splendor of their former dignity effaced, they are infected with the depravity of opinions and monstrous portents of ideas[6]. To this law, therefore, do We will that the studies of natural disciplines in sacred seminaries be tempered.
7 II. To all these precepts, both Ours and those of Our Predecessor, attention must be paid when it comes to the selection of moderators and teachers of Seminaries or Catholic Universities. Whoever in any way shall have been imbued with modernism, let them, with no regard whatsoever for any consideration, be barred both from the office of governing and from the office of teaching; if they already hold it, let them be removed: likewise those who openly or covertly favor modernism, either by praising modernists and excusing their fault, or by attacking Scholasticism and the Fathers and the ecclesiastical Magisterium, or by refusing obedience to ecclesiastical authority, in whatever form it may be: likewise those who pursue novelties in historical, archaeological, or biblical matters: likewise those who neglect sacred disciplines or appear to prefer secular ones — In this matter, Venerable Brethren, especially in the selection of teachers, vigilance and constancy can never be excessive; for disciples are generally formed according to the example of their teachers. Wherefore, relying on the consciousness of duty, act prudently and firmly in this matter.
8 With equal vigilance and severity, those who seek to be initiated into sacred orders must be known and selected. Far, far be from the sacred order the love of novelty: God hates proud and contumacious minds — Let no one henceforth be granted the degree of Doctor of Theology who has not previously completed the full course in scholastic philosophy. And if it be granted, let it be granted in vain — What the Sacred Council of Bishops and Regulars, placed over the affairs of the clergy of Italy both secular and regular, commanded concerning the celebration of Universities in the year MDCCCXCVI; we decree that these things henceforth pertain to all nations — Clerics and Priests who have given their name to any Catholic University or likewise Catholic Institute shall not learn in a civil University the disciplines of which magisteria are held in these. Wherever this has been permitted, we decree that it shall not be done henceforth — Bishops who preside over the governance of such Universities or Institutes shall take the greatest care that what we have heretofore commanded be constantly observed.
9 III. It is likewise the duty of Bishops to take care that the writings of modernists and those which smell of and promote modernism, if published, are not read; if not yet published, to prohibit their publication — Likewise all books, periodicals, commentaries of this kind shall be permitted neither to adolescents in seminaries nor to students in Universities: for these are no less harmful than those written against morals; indeed even more so, because they corrupt the beginnings of Christian life — Nor should a different judgment be made concerning the writings of certain Catholics, men otherwise not of evil intent, but who, lacking in theological discipline and imbued with recent philosophy, strive to reconcile this with faith and to transfer it to the utilities of faith, as they say. These, because they are not surrounded by any fear on account of the authors' name and good reputation, bring a pious danger that one may gradually turn toward modernism.
10 In general, however, Venerable Brethren, in order that We may command in a matter so grave, strive vigorously that whatever pernicious books for reading are found in each of your dioceses be banished, using even solemn interdict. For although the Apostolic See expends all effort in removing such writings from circulation, they have nevertheless grown so numerous that scarcely sufficient forces are equal to noting them all. Whence it comes to pass that sometimes a remedy is applied too late, when through longer delays the evil has grown strong. We therefore will that the sacred Prelates, casting off all fear, laying aside the prudence of the flesh, disregarding the clamors of their predecessors, should undertake their respective duties gently indeed but steadfastly; mindful of what Leo XIII prescribed in the apostolic Constitution Officiorum ac munerum: Ordinaries, even as Delegates of the Apostolic See, should strive to proscribe in their diocese harmful books and other writings published or spread therein, and to remove them from the hands of the faithful. By these words a right is indeed granted but also a duty is commanded. And let no one think that he has fulfilled this duty if he has brought one or another book to Us, while many others are allowed to be divided and spread about everywhere. — Let nothing hold you back, Venerable Brethren, if perchance the author of some book has been granted elsewhere that faculty which is commonly called Imprimatur: both because it could be falsified, and because it may have been given carelessly or with excessive benignity and too great confidence in the author, which perhaps, just as in Religious orders the same food is sometimes suitable for all, so books which in one place are harmless may be harmful in another on account of the circumstances of affairs. If therefore the Bishop, having heard the opinion of prudent men, shall judge that some of these books ought to be noted in his diocese, We grant him the power and moreover command him the duty. Let the matter certainly be done decently, restricting the prohibition, if it suffice, to the clergy alone; yet the complete business of Catholic booksellers shall be that books noted by the Bishop be in no way for sale. —
11 And since the discourse has turned to these matters, let Bishops be watchful lest, through desire of gain, they purchase bad merchandise from a bookseller: certainly in the lists of some modernist books are abundantly and not without praise set forth. These, if they refuse obedience, Bishops, after admonition, should not hesitate to deprive of the title of Catholic bookseller; likewise and with greater right if they hear episcopal [condemnation]: but those who are adorned with pontifical title, let them refer to the Apostolic See. — Finally, We recall to the memory of all what the aforesaid apostolic Constitution Officiorum contains in article XXVI: All who have obtained apostolic faculty for reading and retaining prohibited books cannot on that account read and retain any books whatsoever or periodicals proscribed by the Ordinaries of places, unless express power of reading and retaining books condemned by anyone has been made to them in the apostolic indult.
12 IV. It is not enough, however, to prevent the reading and sale of wicked books; their publication must also be prohibited. Therefore, let Bishops grant permission to publish with the utmost severity. — Since, however, there are a great number of matters from the Constitution Officiorum which require the permission of Ordinaries in order to be published, and the Bishop himself cannot personally examine all things beforehand; in certain dioceses censors ex officio are appointed in sufficient number to make examination. We praise such an institution of censors most highly: and we not only exhort that it be extended to all dioceses but absolutely prescribe it. In all episcopal curias, therefore, let there be censors ex officio who shall examine what is to be published: and let these be chosen from the twofold clergy, commended for age, learning, and prudence, and who proceed in approving and disapproving doctrines by a middle and safe path. To them let the examination of writings be referred, which according to articles XLI and XLII of the aforesaid Constitution are subject to prior examination. The censor shall give his opinion in writing. If it be favorable, the Bishop shall grant permission to publish by the word Imprimatur, to which, however, shall be prefixed the formula Nihil obstat, with the censor's name added. — In the Roman Curia, no less than in all others, let censors ex officio be appointed. The Master of the Sacred Apostolic Palace, having first heard the Cardinal Vicar of the Pope in the City, and then with the assent and approval of the Supreme Pontiff himself, shall designate them. It shall be his duty to appoint a censor for the examination of individual writings. Permission to publish shall be given by the same Master and also by the Cardinal Vicar of the Pope or by the Prelate acting in his stead, with the formula of approbation prefixed, as we have said above, and with the censor's name added. — Only in extraordinary circumstances and very rarely, at the prudent discretion of the Bishop, may mention of the censor be omitted. — The name of the censor shall never be revealed to authors before he has issued a favorable opinion; lest any annoyance be caused to the censor either while he is examining the writings, or if he does not approve publication. — Censors shall never be chosen from the families of religious, unless the opinion of the provincial superior is first heard in secret: and he shall testify concerning the morals, learning, and integrity of doctrine of the one to be chosen, in accordance with the conscience of his office. — We admonish the superiors of religious that they never permit anything to be published by their subjects in print, unless permission has first been obtained from both them and the Ordinary. — Finally, we decree and declare that the title of censor, with which anyone is honored, avails nothing whatsoever and can never be brought forward to confirm the private opinions of the same person.
13 Having said all these things, we especially prescribe that what is enacted in article XLII of the Constitution Officiorum in these words be observed more diligently: Men from the secular clergy are prohibited from undertaking to direct daily papers or periodical sheets without the prior permission of the Ordinaries. If anyone misuse such permission to the detriment of the faith, let him, after being admonished first, be deprived of it. — As regards priests who commonly go by the name of correspondents or collaborators, since it frequently happens that they publish in newspapers or commentaries writings infected with the taint of modernism; let Bishops see that these men do nothing contrary to what they know, and let them withdraw the permission granted, if it be necessary. We admonish the superiors of religious most seriously to do the same: and if they act negligently, let the Ordinaries provide by the authority of the Supreme Pontiff. — Newspapers and commentaries written by Catholics should, as far as possible, have a designated censor. His duty shall be to read each sheet or pamphlet completely and carefully after it has been published: if anything has been said dangerously, let him order it to be corrected in the following sheet or pamphlet. Moreover, let Bishops have the same power, even if the censor perhaps approved it.
14 V. We have already mentioned public assemblies and gatherings, inasmuch as modernists study to defend and propagate their opinions openly in them. — Let Bishops not permit assemblies of priests to be held hereafter, except very rarely. If they do permit them, let them allow them only under this condition, that no discussion take place concerning matters pertaining to Bishops or the Apostolic See; that nothing be proposed or demanded which would encroach upon sacred authority; that all discourse concerning modernism, presbyterianism, or laicism be entirely silenced. — To such assemblies, which must be permitted individually, in writing, and at an appropriate time, let no priest from another diocese attend unless recommended by letters from his Bishop. — Let all priests, moreover, keep in mind what Leo XIII most seriously commended: Let the authority of their Bishops be sacred to priests: let them be assured that the priestly office, unless exercised under the magisterium of Bishops, will be neither holy, nor sufficiently useful, nor honorable8.
15 VI. But indeed, Venerable Brethren, what benefit would it be if orders and precepts were given by Us, if these were not observed properly and constantly? In order that this might turn out happily according to Our wishes, it seemed good to extend to all dioceses what the Bishops of Umbria9, many years ago, most prudently decreed for their own. To expel errors already spread abroad and to prevent them from being further divulged, or to restrain the still existing masters of impiety through whom the pernicious effects flowing from that divulgation are perpetuated; the sacred Council, adhering to the footsteps of St. Charles Borromaeus, decrees that in each diocese there be established an approved council of both clergies, whose duty it shall be to keep careful watch whether and by what arts new errors creep in or are disseminated, and to inform the Bishop of these matters, so that, taking counsel together, he may adopt remedies by which this evil may be extinguished at its very beginning, lest it spread more and more to the ruin of souls, or what is worse, be confirmed and grow day by day. — We therefore decree that such a council, which it pleases Us to call a council of vigilance, be established in each diocese as soon as possible."
16 The men who are to be admitted to it shall be chosen in much the same manner as We have determined above concerning censors. They shall meet with the Bishop every other month on a fixed day: what they shall have discussed and decreed, let them keep under the law of secrecy. Let them have entrusted to them these duties of their office. Let them carefully investigate the signs and traces of Modernism both in books and in teachings; for the safety of the young clergy and youth, let them prescribe prudently but promptly and effectively. — Let them beware of novelty of words, and let them remember the warnings of Leo XIII: That manner of speaking cannot be approved in the writings of Catholics which, striving after depraved novelty, seems to mock the piety of the faithful, and speaks of a new order of Christian life, new precepts of the Church, new desires of the modern mind, a new social vocation of the clergy, a new Christian humanity, and other things of this kind10. Let them not permit these in books and lectures. — Let them not neglect books in which the pious traditions of any place or sacred Relics are treated.
17 Nor shall they allow such questions to be agitated in newspapers or in commentaries intended to foster piety, nor in words that savor of mockery or contempt to the wise, nor in unstable opinions, especially those that do not exceed the bounds of probability or rest on prejudiced opinions. — Concerning sacred Relics, let these things be observed. If Bishops, who alone can do so in this matter, know for certain that a Relic is spurious, let them remove it from the veneration of the faithful. If the documents of any Relics, perhaps on account of civil disturbances or any other cause, have perished; let it not be publicly displayed unless it has been duly examined by the Bishop. The argument of prescription or of well-founded presumption shall then have force only if the veneration is commended by antiquity; namely, according to the decree issued in the year 1896 by the sacred Council for the examination of indulgences and sacred Relics, by which it is enacted: Ancient Relics are to be preserved in that veneration in which they have hitherto been, unless in a particular case there are certain arguments that they are false or spurious. — But when judgment is to be made concerning pious traditions, it is necessary to remember:
18 The Church exercises such prudence in this matter that it does not permit such traditions to be narrated in writing unless great caution is employed and a declaration sanctioned by Urban VIII is premised; and although this be done rightly, it does not assert the truth of the fact, but, unless human arguments for believing be lacking, it merely does not forbid it to be believed. Thus indeed the sacred Council, for the protection of legitimate rites, thirty years ago decreed: Such apparitions or revelations have been neither approved nor condemned by the Apostolic See, but only permitted as piously to be believed by human faith alone, according to the tradition which they report, confirmed also by suitable testimonies and monuments [11]. Whoever holds this will be free from all fear. For the veneration of any Apparition, insofar as it regards the fact itself and is called relative, always has the implicit condition of the truth of the fact: but insofar as it is absolute, it always rests upon truth, for it is directed toward the persons themselves of the Saints who are honored.
19 Similarly must it be affirmed concerning Relics. — Finally, We entrust to the Council of Vigilance that it direct its attention assiduously and diligently to social institutions and likewise to any writings on social matters, lest anything of Modernism lurk in them, but that they correspond to the precepts of the Roman Pontiffs.
20 VII. That what We have prescribed may not perchance be forgotten, We will and command that the Bishops of individual dioceses, one year after the publication of these present letters, and thereafter every third year, make a diligent and sworn report to the Apostolic See concerning those things which are decreed in this Our Letter, and likewise concerning the doctrines which prevail in the clergy, especially in Seminaries and other Catholic Institutes, not excepting those which are not subject to the authority of the Ordinaries. We impose the same obligation on the General Moderators of religious orders for their students."
21 All these things we fully confirm under pain of reckless conscience against those who refuse to be obedient to this word, and we add certain particular provisions which pertain to the sacred students dwelling in Seminaries and to novices of religious institutes. — In Seminaries indeed it is necessary that all parts of formation should at length conspire together so that a priest worthy of such a name may be formed. For it is not permitted to think that such communities are open to studies only or to piety. The whole formation is strengthened by both, and they are themselves as it were wrestling grounds for shaping the sacred militia of Christ through prolonged preparation. From these, therefore, so that a well-instructed army may go forth, two things are altogether necessary: doctrine for the cultivation of the mind, virtue for the perfection of the soul. The former demands that the youth of the sacred order be thoroughly trained in those arts which have a closer relationship with the studies of divine things; the latter requires singular excellence of virtue and constancy. Let the moderators of discipline and piety therefore see what hope each student inspires in himself, and let them examine closely the character of each one; whether they indulge their own talent excessively, or whether they seem to take on profane spirits; whether they are docile to obedience, inclined to piety, not thinking highly of themselves, retaining discipline; whether they have proposed to themselves the right end, or whether driven by human reasoning they strive toward the dignity of priesthood; whether finally they possess fitting sanctity of life and learning; or certainly, if anything of these be lacking, whether they strive to acquire it with sincere and ready spirit. Nor does the investigation present much difficulty; for the defect of the virtues we have mentioned is quickly revealed both by the duties of religion performed with tearful spirit, and by discipline observed from fear, not from the voice of conscience. Whoever retains it through servile fear, or breaks it through levity of spirit or contempt, is as far as possible from the hope of performing the priesthood holily. For it is not easily believed that one who despises domestic discipline will not depart from the public laws of the Church. If the moderator of the sacred youth should discover someone so disposed, and if, having been warned once or twice, and having made trial through a year, he should understand that he does not depart from his habit, let him expel him in such a way that he be received neither by himself nor by any bishop in the future.
22 Two things therefore are altogether required for promoting clerics: innocence of life joined with soundness of doctrine. And let him not overlook this: that the precepts and admonitions by which bishops compel those to be initiated into sacred orders are directed no less to these than to candidates, as where it is said: «Provision must be made that heavenly wisdom, upright morals and prolonged observance of justice commend those elected to this office.... Let them be upright and mature in knowledge at the same time and in deed... let the form of all justice shine forth in them».
23 And concerning the probity of life indeed enough would have been said, if this could easily be separated from the doctrine and opinions which each one has assumed for himself to defend. But, as it is in the book of Proverbs: By his doctrine shall a man be known12 and as the Apostle teaches: Whosoever abideth not in the doctrine of Christ, hath not God13. How much effort indeed must be given to learning many and various things, the very condition of this age teaches, bringing forth nothing more glorious than the light of advancing humanity. Whosoever therefore are of the order of clergy, if they wish to conduct themselves fittingly in their duties with the times; if with fruit they exhort in sound doctrine, and reprove those who contradict14; if they transfer the riches of talent to the utility of the Church, it is necessary that they acquire knowledge of things, and that not common knowledge, and that they approach nearer to excellence of doctrine. For they must struggle with enemies not unskilled, who often join to the elegance of studies a knowledge woven with cunning, whose specious and vibrant sentences are borne along with great flow and sound of words, so that in them there seems to resound something as it were foreign. Wherefore the weapons must be prepared in good time, that is, a rich harvest of doctrine must be gathered for all whosoever gird themselves to the most holy and most difficult duties in the sheltered life.
24 But because the life of man is circumscribed by such limits that from the most abundant fountain of things to be known it is scarcely granted to touch anything with the very lips, the ardor of learning also must be tempered and the sentiment of Paul retained: not to be wise above that which is meet to be wise, but to be wise unto sobriety [15]. Wherefore, since many and indeed grave studies have already been imposed upon clerics, whether those pertaining to sacred letters, to the heads of the Faith, to morals, to the science of piety and of duties, which they call ascetical, or those relating to the history of the Church, to canon law, to sacred eloquence; lest young men waste time pursuing other questions and be distracted from their principal study, we altogether forbid that any journals whatsoever or commentaries, however excellent, be read by them, with the burden laid upon the consciences of superiors, who shall not religiously take care that this does not happen.
25 But in order that all suspicion of modernism creeping in secretly may be removed, We not only wish that what was prescribed above under the second heading be entirely observed, but We further command that each individual teacher, before beginning his lectures at the start of the year, shall present to his Ordinary the text which he himself proposes to use in teaching, or the questions to be treated, whether theses; then that throughout the year his manner of teaching be examined; which if it should appear to depart from sound doctrine, it shall be cause for that teacher to be immediately removed. Finally, that, besides the profession of faith, he shall take an oath before his Ordinary, according to the formula appended below, and with his name subscribed.
26 This oath, with the profession of faith premised by the formula prescribed by Our Predecessor Pius IV of holy memory, together with the definitions added from the Council of the Vatican, shall likewise be given to his Ordinary:
27 I. Clerics to be initiated into major orders; to each of whom beforehand shall be delivered a copy both of the profession of faith and of the formula of the oath to be taken, so that they may know them accurately, with the sanction of violated oath appended below.
28 II. Priests destined to hear confessions and sacred preachers, before they are granted the faculty to exercise these duties.
29 III. Rectors of parishes, Canons, Beneficiaries before taking possession of their benefice.
30 IV. Officials in episcopal and ecclesiastical courts, not excepting the Vicar General and judges.
31 V. Those assigned to give sermons during the time of Lent.
32 VI. All officials in the Roman Congregations or tribunals before the Cardinal Prefect or Secretary of the same Congregation or tribunal.
33 VII. Superiors and Teachers of religious families and Congregations before they enter upon office.
34 The documents of the profession of faith which We have mentioned, and of the oath to be taken, shall be kept in special registers in the episcopal Curias, and likewise in the respective offices of the Roman Congregations. But if anyone, which God forbid, shall dare to violate the oath, he shall immediately be referred to the tribunal of the Holy Office.
35 FORMULA OF THE OATH
36 "I... firmly embrace and receive all and each of the things which have been defined, asserted and declared by the infallible magisterium of the Church, especially those doctrinal points which are directly opposed to the errors of this age. And first indeed I profess that God, the principle and end of all things, can be known with certainty and can even be demonstrated by the natural light of reason through those things which are made, that is through the visible works of creation, as a cause through its effects. Secondly, I admit and acknowledge the external arguments of revelation, that is the divine facts, especially miracles and prophecies, as most certain signs of the Christian Religion divinely originated, and I hold that these are most accommodated to the understanding of all ages and of all men, even of this age. Thirdly: I likewise believe with firm faith that the Church, the guardian and teacher of the revealed word, was directly and immediately instituted by the true and historical Christ Himself when He dwelt among us, and that it was built upon Peter, the prince of the apostolic hierarchy, and upon his successors forever. Fourthly: I sincerely receive the doctrine of faith transmitted from the Apostles through the orthodox Fathers to us in the same sense and always in the same meaning; and therefore I utterly reject the heretical invention of the evolution of dogmas, passing from one meaning to another different from what the Church previously held; and I likewise condemn every error by which, to the divine deposit entrusted to the Spouse of Christ and faithfully guarded by Her, is substituted a philosophical invention, or a creation of human conscience, gradually formed by the efforts of men and to be perfected in the future by indefinite progress. Fifthly: I most certainly hold and sincerely profess that faith is not a blind religious sense welling up from the depths of the subconscious under the pressure of the heart and the inclination of a morally informed will, but a true assent of the intellect to truth received from without by hearing, by which namely those things which have been said, testified and revealed by God the personal Creator and Lord of us are believed to be true, on account of the authority of God Himself, supremely truthful."
37 I also, with the reverence that is fitting, submit myself and adhere with my whole soul to the condemnations, declarations, and all the prescriptions contained in the Encyclical Letter Pascendi and in the Decree Lamentabili, especially concerning that which they call the history of dogmas. — I likewise reject the error affirming that the faith proposed by the Church can be repugnant to history, and that Catholic dogmas, in the sense in which they are now understood, cannot be reconciled with the truer origins of Christian religion. — I also condemn and reject the opinion of those who say that an educated Christian man must assume a double person, one of a believer, another of a historian, as if it were permitted to the historian to retain those things which contradict the faith of the believer, or to establish premises from which it would follow that dogmas are either false or doubtful, provided that these are not directly denied. — I likewise reject that method of judging and interpreting Holy Scripture which, setting aside the tradition of the Church, the analogy of Faith, and the norms of the Apostolic See, adheres to the commentaries of rationalists, and embraces the criticism of the text as the sole and supreme rule, no less licentiously than rashly. — I further reject the opinion of those who hold that to the teacher of the discipline of theological history, or to one writing about these matters, there must first be set aside any preconceived opinion either concerning the supernatural origin of Catholic tradition, or concerning the divinely promised aid for the perpetual preservation of each revealed truth; then the writings of individual Fathers are to be interpreted by the principles of science alone, with every sacred authority excluded, and with that freedom of judgment by which profane monuments of any kind are accustomed to be investigated. — Finally, in general I profess myself most alien from the error by which modernists hold that in sacred tradition there is nothing divine; or, what is far worse, admit it in a pantheistic sense; so that nothing remains except a bare fact and a simple one, to be equated with the common facts of history; namely, men by their own industry, diligence, and ingenuity continuing through subsequent ages the school begun by Christ and His apostles.
38 Therefore I most firmly retain the faith of the Fathers and shall retain it to the last breath of my spiritual life, concerning the charism of truth certain, which is, was, and ever shall be in the succession of bishops from the Apostles16; not that it be held what might seem better and more fitting according to the culture of each age, but that never otherwise be believed, never otherwise be understood the absolute and immutable truth preached from the beginning by the Apostles17.
39 «All these things I promise to observe faithfully, completely and sincerely, and to guard inviolably, never departing from them either in teaching or in any way by words or writings. Thus I promise, thus I swear, thus may God etc.».
40 ON SACRED PREACHING
41 Since moreover it has been made known to Us by long observation that the efforts of bishops to announce the divine Word do not correspond with equal fruit, and this We judge to be attributed not so much to the negligence of the hearers as to the presumption of the speakers, who present the word of man rather than of God, We have deemed it fitting to publish in Latin and to commend to the Ordinaries a document issued by order of Our Predecessor of happy memory Leo XIII by the Sacred Congregation of Bishops and Regulars on the thirty-first day of the month of July in the year eighteen hundred and ninety-four and transmitted to the Ordinaries of Italy and to the moderators of religious Families and Congregations.
42 1. "And first, as to those ornaments of virtue by which sacred orators ought chiefly to excel, it is necessary that the Ordinaries themselves and the Moderators of religious families take care never to entrust this holy and salutary ministry of the divine word to those who are not adorned and do not abound in piety toward God and in charity toward Christ His Son our Lord. For if these spiritual gifts are wanting in the preachers of Catholic doctrine, however much they may excel in the faculty of speaking, they will assuredly accomplish nothing other than sounding brass, or a tinkling cymbal18; nor will they ever possess that from which all the force and virtue of evangelical preaching is derived, namely, zeal for the glory of God and the eternal salvation of souls. This piety, which is most necessary for sacred orators, ought to shine forth also in the external conduct of their lives: lest the morals of those who discourse on the precepts and institutions of Christianity in their sermons be at variance with them: and lest they destroy by their deeds what they build up by their words. Let such piety moreover have nothing profane about it: but let it be endowed with such gravity as to prove them to be truly ministers of Christ, and dispensers of the mysteries of God19. Otherwise, as the Angelic Doctor wisely observed, if the doctrine is good and is preached, it is itself an occasion of blasphemy against the doctrine of God20. — But truly, let not knowledge be wanting as a companion to piety and the other Christian virtues: since it is evident of itself, and is confirmed by long experience, that neither wise, nor orderly, nor fruitful discourse can be produced by those who do not abound in learning, especially sacred learning, and who, relying on some innate quickness of words, rashly mount the pulpit and come forth almost unprepared. These assuredly beat the air, and unwittingly expose divine utterances to contempt and ridicule; they are plainly worthy of that divine saying: Because thou hast cast off knowledge, I will cast thee off, that thou shalt not do the office of priesthood to me21."
43 2. "Therefore, let bishops and the superiors of religious families not entrust the ministry of the divine word to any priest unless it has first been established that he is duly instructed in an abundance of piety and doctrine. Let them carefully see to it that only those matters which are proper to sacred preaching are undertaken. What these matters are, Christ the Lord made clear when He said: Preach the gospel...22 Teaching them to observe all things whatsoever I have commanded you23. To which words St. Thomas aptly remarks: Preachers ought to illuminate in matters of belief, direct in matters of action, make manifest the things to be avoided, and preach to men now by threatening, now by exhorting24. And the most holy Council of Trent: Announcing to them the vices which they ought to avoid and the virtues which they ought to follow, that they may escape eternal punishment and obtain heavenly glory." All of which the venerable Pius IX pursued with fuller pen and wrote thus: Preaching not themselves, but Christ crucified, let them clearly and openly announce to the people the dogmas and precepts of our most holy religion, according to the doctrine of the Catholic Church and the Fathers, in grave and splendid discourse, let them carefully explain the particular duties of each, and deter all from crimes, inflame them to piety, so that the faithful, wholesomely refreshed by the word of God, may avoid all vices, pursue virtues, and thus escape eternal punishments and obtain heavenly glory25. From all these things it is clear that the Apostles' Creed, the divine decalogue, the precepts of the Church, the Sacraments, virtues and vices, the duties of each in his condition, the last things of man and other eternal truths of this kind, these are the proper subjects on which it is fitting to preach".
44 3. "But recent ministers of the divine word not rarely make little account of such an abundance and most copious and serious matter; they neglect it as something obsolete and vain, and almost cast it aside. These men, indeed, since they have well ascertained that the matters reviewed are less suited to capturing popular favor, to which they so greatly aspire, seeking their own things and not those of Jesus Christ26, set aside those very things; and this even during the days of Lent and other more solemn seasons of the year. But together with things changing, names also change, and for ancient sermons a certain new and less correctly understood manner of speaking suffices, which they call a CONFERENCE, more apt for attracting the mind and thought than for impelling the will and reforming morals. These men assuredly do not consider with themselves that moral sermons benefit all, conferences scarcely a few; and if their morals had been more diligently examined through frequently inculcated chastity, humility of spirit, obedience to the authority of the Church, by this very means they would cast off prejudiced opinions about the faith and receive the light of truth with a more ready mind. For the reason that many think wrongly about religion, especially among Catholic peoples, is to be attributed rather to unbridled desires of the soul than to a defect of erring intelligence, according to the divine saying: Out of the heart come forth evil thoughts... blasphemies28. Hence Augustine, referring to the words of the Psalmist: The fool hath said in his heart: there is no God29, comments: 'in his heart, not in his mind'."
45 4. "Yet these things are not to be understood as if sermons of this kind are to be altogether disapproved in themselves, since on the contrary, if handled aptly, they can be very useful or even necessary for refuting the errors with which religion is assailed. But that pomp of speaking must be entirely removed from the pulpit, which is occupied more in a certain contemplation of things than in action; which regards the city more closely than religion; which finally shines better in appearance than in abundance of fruits. For all these things are more suited to commentaries and academies, and are in no way congruent with the dignity and grandeur of the house of God. But sermons, or conferences, which have as their purpose the protection of religion against hostile attacks, although sometimes necessary, are not suited to all shoulders, but to the stronger. And indeed for the orators themselves who are eminent, great caution must be exercised, because such defenses ought not to be held except where the time or place or condition of the audience necessarily demands them, and there is hope that they will not be without fruit: no one would doubt that the legitimate judgment of this matter rests with the Ordinaries. Moreover, in sermons of this kind the force of proof must rest much more on sacred doctrines than on the words of human wisdom, and all things must be said vigorously and clearly, lest perhaps false opinions impressed more deeply in the minds of the hearers than the opposite truths, nor let the objections strike more than the answers. But above all this must be guarded against, that the frequency of such sermons diminish the dignity of moral sermons and remove them from use, as if these were of a lower order and of less account compared to that contentious manner of speaking, and thus to be left to the common run of preachers and hearers; whereas on the contrary it is most true that sermons on morals are most necessary for the majority of the faithful; and in dignity they yield in no way to contentious disputations; so that they ought to be held even by the most excellent orators, before any more refined and more frequent assembly, at least from time to time with the greatest care. If this is not done, the multitude of the faithful will be forced to hear one always speaking of errors, from which most of them themselves shrink; never of vices and harms, with which such assemblies are infected more than others."
46 5. "If the choice of subject matter is not free from faults, other and even more serious defects appear when one turns attention to the form and manner of speech. This form, as St. Thomas has most excellently taught, in order truly to be a light of the world, the preacher of the divine word ought to have three things: first, stability, so that he does not deviate from the truth; second, clarity, so that he does not teach with obscurity; third, utility, so that he seeks the praise of God and not his own30. But the modern manner of speaking, in truth, not only falls far short of that evangelical perspicuity and simplicity which ought to be proper to it, but is wholly placed in the convolutions of words and obscure matters, which exceed the common understanding of the people. A lamentable thing indeed and one to be bewailed with the words of the prophet: The little ones asked for bread, and there was none to break it for them31. But that is even more wretched, that often these sermons lack that appearance of religion, that breath of Christian piety, that divine force and virtue of the Holy Spirit speaking within and piously moving souls to good: with which force and virtue the sacred preachers ought always to employ the words of the Apostle: My speech and my preaching was not in the persuasive words of human wisdom, but in the showing of the spirit and of power32. These same preachers, on the contrary, relying on the persuasive words of human wisdom, scarcely or hardly at all turn the mind to divine utterances and to Holy Scripture, which opens to sacred preaching richer and more abundant streams, as our most holy Lord Leo XIII recently taught most gravely with these words: - "This proper and singular virtue of the Scriptures, proceeding from the divine inspiration of the Holy Spirit, is that which adds authority to the sacred orator, affords apostolic freedom of speech, and bestows forceful and victorious eloquence. For whoever in speaking brings forth the spirit and strength of the divine word, he speaks not in word only, but also in power, and in the Holy Ghost, and in much fulness33. Wherefore those are said to act perversely and imprudently, who deliver sermons on religion and pronounce divine precepts in such a way that they bring forth scarcely anything but words of human knowledge and prudence, relying more on their own arguments than on divine ones. The speech of these men, however much it may shine with brilliance, must necessarily languish and grow cold, inasmuch as it lacks the fire of the word of God, and is far removed from that power which the divine word possesses: For the word of God is living and effectual, and more piercing than any two-edged sword: and reaching unto the division of the soul and the spirit34. Although this also must be granted by the more prudent, that there exists in Holy Scripture a wonderfully varied and abundant eloquence worthy of great matters; which Augustine perceived and argued eloquently35, and the thing itself is confirmed by the most excellent of sacred orators, who gratefully affirmed to God that they owed their name chiefly to constant familiarity with the Bible and to devout meditation36"
47 «Behold therefore the fountain of sacred eloquence, easily the foremost, the Bible. But those preachers who are fashioned for new examples do not draw an abundance of speech from the fountain of living water, but with an abuse hardly to be tolerated, they turn themselves to the cisterns of human wisdom broken in pieces, and setting aside doctrine divinely inspired, or that of the Church Fathers and Councils, they are wholly intent upon bringing forth the names and opinions of profane, recent, and even living writers: which opinions indeed often furnish occasion for interpretations, either ambiguous or most dangerous. — «A second head of offense they introduce who discourse of religious matters in such a way, as if they measured all things by the gains and advantages of this fleeting life, being almost forgetful of the future and eternal: who indeed pursue excellently the fruits brought forth by Christian religion to human society; but they dissemble the duties to be observed from the same; they extol the one charity of Christ the Savior; they are silent about justice. Hence the scanty fruit of this preaching, by which the profane man who has heard it carries away the persuasion that, even without a change of morals, he will be a Christian, while he says: I believe in Jesus Christ37». - But what is their concern to gather fruit? They assuredly do not have that as their purpose, but rather this especially, that the listeners with itching ears may assent to them; and while they see the temples filled, they suffer the minds to remain empty. For this very reason they make no mention of sin, of the last things, and of other matters of the greatest importance, but they are wholly intent upon pouring forth pleasing words, with a more tribunician and profane eloquence than apostolic and sacred, so as to catch the applause and shouts; against which St. Jerome thus speaks: When thou teachest in the Church, let not the clamor of the people, but the groaning be stirred up: let the tears of thy hearers be thy praises 38. Whence it comes to pass that their sermons, both in sacred buildings and outside them, exhibit a certain theatrical apparatus, and take away all appearance of sanctity and efficacy. Hence from «the ears of the people and of many even of the clergy has departed all pleasure which is drawn from the divine word; hence offenses have been inflicted upon all the good; hence either very scanty, or altogether no progress of those who go astray, who, even if they sometimes come to hear pleasing words, especially if attracted by those magnificent and repeatedly resounding enticements of the advancement of humanity, the fatherland, recently introduced learning, after they have followed with profuse applause the skilled speaker, depart from the temple the same as before, not unlike those who wondered, but were not converted 39».
48 «Wishing therefore this Sacred Congregation, by the mandate of Our Most Holy Lord, to restrain so many and so reprehensible abuses, compels all Bishops and those who preside over religious Families and ecclesiastical institutes as supreme moderators, that they oppose themselves to the same with apostolic zeal and take care that they be rooted out with all diligence. Being mindful therefore of those things which have been prescribed by the Holy Council of Trent40- They are bound to assume suitable men for the office of such preaching, - let them conduct themselves in this matter with the greatest diligence and caution. If it be a matter of priests of their own diocese, let the Ordinaries take careful precaution lest ever the same be admitted to that office, unless they have first been approved in life and knowledge and morals 41 that is, unless it shall have been established by trial or some other suitable means that they are fit for it. But if it be a matter of priests of another diocese, let them not permit anyone to ascend the pulpit, and that especially on the more solemn days, unless it shall first have been established by written testimony of his own Ordinary or religious Superior that he is endowed with good morals and is equal to that office. But the moderators of each Order, Society or religious Congregation shall not permit anyone at all from the pupils of their own discipline to undertake the office of preacher, and still less shall they commend him by letter to the Ordinaries of places, unless they have clear knowledge of his probity of morals and his ability to preach as is fitting. But if they have received one commended to them by letter as an orator and afterwards, having made trial, they have learned that he departs in preaching from the norms of these present Letters, let them quickly compel him to obedience. But if he shall not obey, let them prohibit him from the pulpit, employing also, if need be, the canonical penalties which the matter shall seem to demand».
49 These things we have deemed should be prescribed or recalled, commanding that they be religiously observed, moved by the gravity of the evil growing daily, which cannot be met too soon without the greatest danger. For it is no longer a matter, as it was at the beginning, with disputants coming forth in sheep's clothing, but with open and hostile enemies, and those domestic ones, who having made a pact with the capital enemies of the Church, have as their purpose the overthrow of the faith. These are indeed those whose audacity against the wisdom brought down from heaven rises daily, whose correction they arrogate to themselves as a right, as if it were corrupted; to be renewed, as if it were worn out by age; to be increased and adapted to the pleasures, progress, and advantages of the age, as if the same, not through the levity of a few, but to the detriment of society, were opposed to the good.
50 Against these presumptions contrary to evangelical doctrine and ecclesiastical tradition, vigilance and severity can never be excessive on the part of those to whom the faithful custody of this sacred deposit has been entrusted.
51 Therefore, these warnings and salutary mandates which We have issued by this Motu Proprio and with certain knowledge, We will and command to be most religiously observed by all the Ordinaries of the Catholic world as well as by the supreme Masters of the regular Orders and ecclesiastical institutes, and We declare them to be valid and firm by Our authority, notwithstanding anything to the contrary.
52 Given at Rome, at St. Peter's, on the 1st day of the month of September, in the year nineteen hundred and ten, in the eighth year of Our Pontificate.
