erected into a cathedral and episcopal church.

Sixtus, bishop, servant of the servants of God, for perpetual remembrance of the matter.

By supreme disposition, whose inscrutable and ineffable providence brings increase to all things, on account of the excellent preeminence of the Apostolic See, we judge it worthy to plant new episcopal sees and churches in the irrigated field of the militant Church, so that through such new planting, the devotion of individual Christian faithful may be increased, divine worship may flourish, and the salvation of souls may follow, and humble places may be illustrated with more dignified and eminent titles and with fitting favors, so that by the propagation of a new See and the assistance and governance of an honored prelate, with the amplitude of apostolic power and the advancement and exaltation of the orthodox faith, the Christian faithful themselves may be able to attain the reward of eternal happiness, through the inestimable charity of our Redeemer.

§ 1. Indeed, since the town of St. Severinus in the territory of the town of St. Agatha in the Picene region, of the diocese of Camerino, is quite notable and very celebrated among the other towns of those parts, and, with the Lord blessing, is filled with a multitude of inhabitants and residents, and the beloved sons, the community and men of that place, for the honor and dignity of themselves and of this town and of its clergy and of each of the inhabitants and residents aforesaid, and for the increase of divine worship and the salvation of souls, greatly desire that the town itself be decorated with the name of a city and the honor of a cathedral church; and the same community and men, for the secular collegiate church of the said town, in which one dignity, which is the principal dignity there, called a priorate, and six canonries and as many prebends are known to exist, if it were to be erected into a cathedral church, are prepared to assign to the episcopal table as an endowment an annual income or revenue of one thousand scudi of the money of those parts, with ten julii reckoned for each such scudo, upon the mills of the same town, which legitimately pertain to the said community and men:

§ 2. We, wishing to embrace the pious and salutary proposal and desire of the community and men and to favor it, and intending to increase divine worship and to promote salutarily the spiritual progress of souls, which we hope will result therefrom, and absolving the said community and men and each of them from any sentences of excommunication, suspension and interdict and other ecclesiastical sentences, censures and penalties, whether by law or by man, imposed for any occasion or cause whatsoever, if they are bound by them in any way, by this present document for the purpose of obtaining the effect of these presents only, and holding them to be absolved, having first held mature deliberation on these matters with our brothers, and with the aforesaid community and men humbly supplicating us on this matter, by the counsel of the same brothers and by the fullness of apostolic power, to the praise and glory of almighty God and to the honor of his most glorious Mother the Virgin Mary and of the whole heavenly court, and to the exaltation of the Catholic faith and to the salvation of the souls of the aforesaid inhabitants and residents, we by apostolic authority perpetually separate and dismember the aforesaid town with its territory and boundaries, and all and singular castles, villages, places, boundaries, districts, and clergy, persons, churches, monasteries, priorates, prepostures, prepositurates and other pious places and ecclesiastical benefices, with cure and without cure, secular and of any Orders whatsoever regular, from the aforesaid diocese of Camerino, and from all jurisdiction, superiority, correction, visitation, dominion and power of our venerable brother the present and for the time being existing bishop of Camerino, and of the beloved sons of the chapter of the church of Camerino and their vicars and officials and of any others whatsoever; and likewise from the payment of any rights owed to the bishop and chapter aforesaid by the inhabitants and residents of the said town and of each of the castles, villages and places aforesaid, and the clergy, persons, churches, monasteries and other benefices aforesaid, by reason of the aforesaid jurisdiction and superiority, respectively due, by the said authority and by like counsel, we also perpetually exempt and totally free.

§ 3. Moreover, we erect the aforesaid town of St. Severinus into a city to be called the city of St. Severinus, and in it a cathedral church for the same, and with one bishop of St. Severinus also to be called the collegiate church.

of the Church in the aforesaid place, who shall erect the cathedral church of St. Severinus in that same city and to the Church of St. Severinus to be assigned a diocese, and shall exercise all and singular things which are of the order and jurisdiction and of any other episcopal office, with seat and table and other insignia and episcopal jurisdictions, as well as privileges, immunities and graces, by which other cathedral churches and their prelates use, possess and enjoy by right or custom or otherwise in any way, and are able to use, possess and enjoy in any way in the future, by like counsel, by the same authority, we likewise erect and institute perpetually.

§ 4. And the town of the city, and the cathedral church of the Diocese, as well as the county of St. Severinus, the territory of this kind and of that entire diocese, and the inhabitants and residents aforesaid we decorate with the name and honour of citizens; and to the same Church of St. Severinus thus erected into a cathedral in the aforesaid town, as is aforesaid, erected into a city, for a city, and the entire county and its territory of this kind, with all its castles, villages, places and districts to be specified and determined by the same community and men, for a diocese of the same city and diocese of St. Severinus and the inhabitants for clergy and people we grant and assign.

§ 5. Moreover to the said Church of St. Severinus for the episcopal table, for its endowment, an annual income or revenue of one thousand scudi of this kind, to be assigned by the same community and men, as is aforesaid, from now as from then and conversely, after it shall have been assigned, we likewise apply and appropriate perpetually, and St. Severinus and the other [properties] of the same county, town and county itself, and each of its castles, villages, places, territory, clergy and people of this kind to the same bishop of St. Severinus, who shall be for the time being, as to all ordinary jurisdiction and superiority, we subject perpetually.

§ 6. And moreover to the chapter, clergy, city and diocese of St. Severinus of this kind, and to the inhabitants and residents of the same city and diocese, and to each of them, that all and also each may freely and lawfully be able to use, possess and enjoy all the privileges, exemptions, liberties, immunities, graces, favours and indults by which the chapters of other cathedral churches, and other cities and dioceses, and their clergy, inhabitants and residents use and possess and enjoy, and are able to use, possess and enjoy in any way in the future, by the aforesaid authority we grant.

§ 7. Notwithstanding apostolic constitutions and ordinances and all other things to the contrary whatsoever.

Let no one therefore etc.

Given at Rome at St. Peter's, in the year of the Lord's Incarnation one thousand five hundred eighty-six, on the sixth day before the Kalends of December, in the second year of our pontificate.
