Bull reducing the number of clerics of the Apostolic Camera to seven

Bull of Pope Eugene IV ·

Of Apostolic precedence, to seven.

SUMMARY

1 Exordium. — 1. Causes of this reduction to be made. — 2. Reduction (of which in the rubric). — 3. To be aggregated above the said number, deprived of emoluments. — 4. Mandate to the camerlengo, and clerks, that they receive no one above the said number.

2 Among other grave matters that Exordium. weigh upon our breast are those especially by which the honour and dignity of the Roman Curia are preserved, and the orders of its officials are duly arranged, whence it comes to pass that those flowing to the Apostolic See are duly expedited. § 1. Recently indeed, on behalf of the matter of this reduction to be made, the sons of the Apostolic Chamber, our chaplains of the clergy, having set forth to us that the revenues and emoluments of each of them, on account of the growth and increase of their number, are so diminished by the wickedness of the times, that from them they cannot lead a life befitting their station; and that, according to ancient and praiseworthy custom, although there were greater concourse and frequency of business, yet there was a smaller number and more ample stipends, and they could therefore labour in the service and obedience of the same Chamber all the more and better, since they were not obliged to seek their livelihood elsewhere; and adding further, that if their number were reduced to the number of seven, assuredly the aforesaid Chamber would have a better form, and its business would be directed to better effect, and it would be for the honour and honesty of place and persons, without any doubt, provided for.

3 § 2. We, favourably acceding to the wishes of the aforesaid clerks, and considering that no greater number should be placed in the office of ministers than can be suitably sustained from its revenues, and that the number of seven clerks is fitting for the business of the aforesaid Chamber to be rightly directed in all respects, by the present constitution, which we will to be observed irrefragably, do by apostolic authority decree, that henceforth no one shall be assumed to the office of clerkship of the Chamber in this manner, or be aggregated to the consortium of its clerks, until their number be reduced to the number of seven.

4 § 3. Nevertheless, if it should happen that any one be aggregated to the consortium of the same clerks above the aforesaid number, we decree that such persons shall be deprived of all perception of emoluments.

5 Mandate to the camerlengo, and clerks, that they receive no one above the said number.

6 number receive.

7 Exordium.

8 § 4. Commanding our beloved son Francis, of the title of St. Clement, presbyter cardinal, our camerlengo, and his successors in the said office, and the other clerks of the same Chamber, and officials present and future, that they admit no one henceforth to the perception of such emoluments until the number of the same clerks be reduced to the number of seven, as is aforesaid. And decreeing, after it shall have been reduced, as aforesaid, that the aforesaid Chamber be content with the number of seven clerks, as far as the perception of emoluments is concerned, which number we do by like authority establish perpetually in the same Chamber from that time forth. To no one therefore be it.

9 § 4. Commanding our beloved son Francis, of the title of St. Clement, priest cardinal, our chamberlain, and his successors in the said office, and the other clerks of the same Chamber, and the officials present and future, that they admit no one henceforth to the receipt of such emoluments until the number of the said clerks shall be reduced to the number of seven, as is aforesaid. And we decree that, after it shall have been reduced as aforesaid, the aforesaid Chamber shall be content with the number of seven clerks as regards the receipt of emoluments only, which number we establish from that time forward in the same Chamber perpetually by like authority. To no one therefore...

Apostolicae praesidentium, ad septem.

SOMMARIO

1 Esordio. — 1. Cause di questa riduzione da farsi. — 2. Riduzione (di cui nella rubrica). — 3.
