Cum Sanctissimum
Bolla di conferma del Messale Romano di Pio V
CCCXLVI.
Iterata restitutio et approbatio Missalis Romani a Pio V editi.
4 Epistolarum et evangeliorum textus, qui hucusque in missarum sollemniis lectus est, multis in locis perturbatus; ipsis evangeliis diversas et prorsus insolita praefixa initia; plurima denique passim pro arbitrio immutata sint: cuius rei praetextus fuisse videtur, ut omnia ad praescriptum Sacrorum Bibliorum vulgatae editionis revocarentur, quasi id alicui propria auctoritate, atque Apostolica Sede inconsulta, facere licitum sit. § 3. Quod nos animadvertentes, pro nostra pastorali solicitudine, qua omnibus in rebus, et praecipue in sanctae Ecclesiae ritibus, optimam eamque veterem normam studemus tueri et conservare, corrigere mandavimus;
12 Dat. die 7 iulii 1604, pont. an. xm. credi iubet.

CCCXLVI.
The Roman Missal edited by Pius V, its restoration and approval repeated. Clement, Pope VIII, for the record of future times.
1 Since the most holy sacrament of the Eucharist in the sacrifice of the Mass, by which our Lord Jesus Christ makes us partakers of His sacred body, and which He decreed to remain with us even unto the consummation of the world, is the greatest of all the Sacraments, and that sacrifice is offered to God the Father for the sins of all the people in the sacred sacrifice of the Mass; it is altogether fitting that all of us, who are one body in His body, which is the Church, and who partake of one body of Christ, should celebrate that sacrifice in one and the same manner, and observe one office and rite in this ineffable and awesome sacrifice.
2 Pius V and the Missal. § 1. Since the Roman Pontiffs, our predecessors of blessed memory, have always desired this and labored long and hard in this matter, and especially Pius, Pope V of happy memory, caused the Roman Missal to be restored according to the decree of the sacred Council of Trent to its ancient and corrected standard, and had it printed at Rome.
3 § 2. Although he provided for this most severely with many prescribed penalties, lest anything be added to it or removed from it in any way, nevertheless in the course of time, through the rashness and audacity of printers and others, it came to pass that in these recent years many errors crept into the missals that were being printed, by which that most ancient version of the Sacred Scriptures, which was also held in high regard in the Church even before the time of St. Jerome, 1 errors crept in.
4 is in the Church, and from which almost all the introits of the Masses and what are called the graduals and offertories have been taken, has been entirely removed; the text of the epistles and gospels, which has been read thus far in the solemnities of the Masses, has been disturbed in many places; the gospels themselves have been prefixed with different and altogether unusual beginnings; finally, very many things have been changed here and there at will: the pretext for this matter seems to have been that all things should be recalled to the prescription of the Vulgate edition of the Sacred Scriptures, as if it were permitted to anyone to do this by his own authority and without consulting the Apostolic See. § 3. Observing which, for our pastoral care, by which in all things, and especially in the rites of holy Church, we strive to guard and preserve the best and ancient standard, we ordered that the aforesaid Missals printed under Pius V himself be entirely prohibited and abrogated, and their use in the celebration of Mass be forbidden, unless they were corrected according to the prescribed exemplar; then we commanded certain venerable brothers of ours, cardinals of the holy Roman Church, versed in sacred letters and expert in ecclesiastical antiquity, to undertake the care of restoring the Missal to its pristine and most corrected form, who, out of their fidelity to us and their piety and zeal toward the Roman Church, having also employed other learned and erudite men skilled in ecclesiastical matters, and having carefully searched and diligently examined ancient missals and other books besides, which seemed suitable for that purpose, took care to restore the Roman Missal to its integrity, and to confirm and approve the labor and diligence of that same Pius V and of those who had been chosen by him. But in performing that task it came to pass that certain things, from careful collation of ancient books, were brought into a better form, and in the rules and rubrics some things were expressed more fully and clearly; which things, however, as if deduced from their principles and foundations, seem rather to imitate and supply their meaning than to bring anything new.
5 Our pastoral solicitude, by which we strive to protect and preserve in all things, and especially in the rites of holy Church, the best and most ancient norm, has led us first to order that the Missals printed under Pius V himself be entirely prohibited and abrogated from all places, and their use in the celebration of Mass be forbidden, unless they should be corrected according to the prescribed exemplar; then we commanded certain venerable brothers of ours, cardinals of the holy Roman Church, versed in sacred letters and expert in ecclesiastical antiquity, to undertake the care of restoring the Missal to its pristine and most carefully emended form, who, out of their fidelity toward us and their piety and zeal toward the Roman Church, having also employed other experts in ecclesiastical matters and learned and wise men, and having carefully searched through and diligently examined ancient missals and other books besides which seemed opportune for that purpose, took care to restore the Roman Missal to its integrity, and to confirm and approve the labour and diligence of that same Pius V and of those who had been chosen by him. Yet in performing that task it came to pass that certain things, from diligent collation of ancient books, were brought into a better form, and in the rules and rubrics some things were expressed more fully and clearly; which things, however, being as it were deduced from their principles and foundations, seem rather to imitate and supply their meaning than to bring forth anything new.
6 § 4. The Missal, therefore, which the same Pius V had edited and caused to be printed, thus reviewed, we have ordered to be printed most carefully in our Vatican press, and to be published for the common benefit.
7 Typ.graphis § 5. But so that the use of that same missal may be preserved in perpetuity in all parts of the Christian world with lasting observance, which is now conserved in these times, we decree that it can be printed in our same typography only, and nowhere else. Outside the City, however, according to the exemplar now published in the said typography, and not otherwise, we permit it to be printed under this condition, namely that it shall be lawful for any printers whatsoever wishing to print it to do so, provided nevertheless that they first obtain and secure in writing the permission of our beloved sons the inquisitors of heretical depravity in those places where they exist, and where they do not exist, the permission of the Ordinaries of those places. Otherwise, if without such permission they presume hereafter to print the said missal in any form, or if booksellers presume to sell it, printers and booksellers existing outside our ecclesiastical State shall incur the penalty of excommunication by the very fact, from which they cannot be absolved except by the Roman Pontiff, except in the article of death; but those dwelling in the Eternal City and the rest of the Ecclesiastical State shall incur, without any other declaration, irremissibly and by the very fact, the penalties of five hundred gold ducats of the Camera and the loss of all books and types, to be applied to the aforesaid Camera. § 6. And nevertheless we perpetually interdict and prohibit the use everywhere and among all peoples of missals printed by them hereafter without such permission for printing or selling, under the same penalties.
8 § 7. The inquisitors themselves or the Ordinaries of those places, before they grant such permission, shall most diligently compare the missals to be printed by the printers themselves, and after they have been printed, with this missal recognized by our authority and now printed, and shall permit nothing to be added to or taken away from them, nor shall they in any way excuse themselves in these matters under the pretext of the carelessness of printers, or of diligence not performed by correctors or others perhaps appointed by them, nor shall they be able to allege that they have not incurred the penalties written below; and in the original permission itself they shall attest by their own hand that the collation has been made and that they are in complete agreement, a copy of which permission shall always be printed at the beginning or at the end of each missal. But if they act otherwise, the inquisitors namely shall incur the penalty of deprivation of their offices and incapacity to obtain those and other offices hereafter; the bishops and Ordinaries of those places, suspension from divine services and interdict from entering the church; their vicars likewise, deprivation of their offices and benefices and incapacity to obtain those and other offices hereafter; and moreover excommunication, without any other declaration, as aforesaid, by the very fact.
9 § 8. Moreover, having regard from apostolic benignity to the indemnity of poor churches, clergy and ecclesiastical persons, and printers and booksellers, we similarly permit and grant to those same persons having missals heretofore printed in their possession (excepting only those which, as stated above, have been interdicted and abrogated by our authority), that they may retain them and use them and sell them respectively.
10 § 9. Notwithstanding any licenses, indults and privileges whatsoever granted heretofore to printers by us or by our Roman Pontiff predecessors for printing the aforesaid missal of Pius V, which we hereby expressly revoke and will to be revoked, as well as apostolic constitutions and ordinances general or special granted, confirmed and approved to the contrary of the aforesaid in any manner whatsoever. All of which, even if special, specific and express mention ought to be made of them and their entire tenors, we have these tenors expressly before us in these presents, and we hereby specially and expressly derogate from them on this occasion only, and from all other things contrary whatsoever.
11 § 10. We will moreover that transumpts of these presents, even if printed, subscribed by the hand of some public notary and furnished with the seal of some person constituted in ecclesiastical dignity, shall have the same force entirely as these presents themselves would have if they were exhibited or shown. Given at Rome at St. Peter's, under the Fisherman's Ring on the 7th day of July in the year 1604, in the thirteenth year of our pontificate.
12 Given on 7 July 1604, pontifical year 13. He orders it to be believed.
