Method to be employed in the admission of priests and clerics in the receptitious churches, both enumerated and unenumerated, in the kingdom of both Sicilies.
Pius PP. VII.
1 To the perpetual memory of the matter. § 1. The care with which We are pressed, the solicitude for the salvation of the Lord's flock entrusted to Us, impels Us to procure those things which We know will redound to the utility and happier governance even of the smaller churches: with willing mind therefore We have received the petitions which Our most beloved son in Christ Ferdinand, first king of the kingdom of both Sicilies, caused to be brought to Us, that We might opportunely provide for the better administration of those churches which are called "receptitious" existing in his dominion on this side of the Faro.
2 § 2. For it was indeed set forth to Us that those receptitious churches, of which some are called enumerated and others unenumerated,

4 3 *U[Ol|l A-nao XX Proemioai EtfwUh lirogiri Pias PP. Septimas ratae, just as indeed the designated number of ministers, or all the presbyters of the places generally are received there to perform the sacred rites, are augmented by the piety of the faithful with suitable revenues, which are distributed in proportion among those who are assigned to their service and especially to the care of souls usually attached to them: yet that some norm necessarily had to be prescribed by which, all respect of persons being removed, such presbyters should be aggregated to receptitious churches of this kind, who would receive fixed portions whether monthly or annual, commended by piety, learning, and prudence, and who would excellently discharge the duties entrusted to them for the utility of the faithful, Our apostolic authority was therefore besought, that We should prescribe such a norm and commit it to the ordinaries of the places to be carefully observed. Since therefore We have judged this desire of the most pious king to be conducive to the greatest utility of souls and to the more holy worship of those same churches, We have deemed it right to assent to it without hesitation, and since there was no special provision concerning "receptitious" churches established in the convention entered into with his majesty in the year above, We have deemed it right to provide by apostolic authority for the better administration of the aforesaid churches in that manner which We have perceived to be more expedient in the Lord.
5 § 3. Wherefore from certain knowledge, and mature deliberation of Ours, and from the fullness of apostolic power, by the tenor of these presents We decree and command, that henceforth for receiving portions in churches from the receptitii only those priests and clerics shall be admitted, who shall have been found more commendable in piety and learning by Our venerable brothers the archbishops and bishops, or the ordinaries of the places. We therefore order that whenever anyone is to be put in possession of the right of a portion to be assigned in the receptitii churches, a specimen of the ingenuity and morals of those who desire to be admitted to it shall first be had, and an examination of the same shall be instituted before the ordinaries themselves, or their vicars general, and at least three of the synodal examiners, and when this has been duly completed, the ordinary according to his faith and integrity shall choose those whom he shall have judged more worthy, and shall put them in possession of the right of the aforesaid portion to be obtained. Those thus elected and commended by letters of the ordinaries We wish to be recognized as aggregated to and inscribed in a certain receptitii church, and put in possession of the right of the aforesaid portion to be obtained, with the faculty removed from anyone, and especially from competitors not elected, of interposing an appeal to the metropolitan, or to the bishop of the province senior in age, for which causes alone We declare the use of such appeals to be interdicted. We trust most greatly, venerable brothers archbishops and bishops, and ordinaries of the places, that not only will you obey these Our precepts, which We have issued for the better ministry of such churches, always with great willingness and eagerness, but indeed you will apply all study to the gravity of the matter, so that ministers of each church accommodated to circumstances may be chosen, who both diligently discharge the parts of their office, and are ready with work, counsel, and solicitude in instructing the people and directing them in the path of heaven. § 4. Decreeing these present letters to be firm, valid and effective, and to be and to have their full and complete force and effect, and to suffrage most fully to those to whom it pertains, and for the time whenever it shall pertain, in all things and through all things, and to be inviolably observed by them respectively; and that in the premises by any judges ordinary and delegated, even auditors of causes of Our apostolic palace, judgment should be rendered and definition made, and null and void if otherwise anything contrary to these things shall happen to be attempted by anyone whatsoever under any authority knowingly or unknowingly. § 5. Notwithstanding, insofar as it may be necessary, the letters of Our predecessor Pope Benedict XIV on the division of matters, and other apostolic constitutions and ordinances issued in universal, provincial and synodal councils, general or special, nor the statutes and customs of the said churches even fortified by oath, apostolic confirmation, or any other firmness; privileges also granted, and apostolic letters superior, and to persons, under whatsoever tenors and forms, and with whatsoever even derogatory clauses of derogations, and other more efficacious, most efficacious, and unusual clauses, irritant and other decrees in general or in special, and others in any way issued to the contrary, approved and renewed. All and singular of which, having their tenors in these presents as fully and sufficiently expressed, and inserted word for word, otherwise remaining in their force, to the effect of the premises on this occasion alone specially and expressly We derogate, and to all other things contrary whatsoever. § 6. We will finally that to transcripts or copies even printed of these letters, subscribed by the hand of some public notary, and furnished with the seal of a person constituted in ecclesiastical dignity, the same faith shall be given in judgment and outside it as would be given to these presents themselves if they were exhibited or shown. Given at Rome at St. Mary Major under the Fisherman's Ring on the thirteenth day of August in the year one thousand eight hundred and nineteen, in the twentieth year of Our pontificate.
