1 Since we have learned that in the province of Lombardy diverse persons of both sexes are engaged in various incantations and diabolical superstitions, and by their poisonings and various observances procure many abominable crimes, destroying men and beasts and fields, and inducing diverse errors, and great scandals arise therefrom: we have decreed, for the ministry of the pastoral office committed to us from on high, to restrain such crimes, and to oppose, as much as we are able with God, the aforesaid scandals and errors. For this reason, to you as well as to your successors constituted throughout Lombardy, in whom we hold full confidence in the Lord in these and other matters, we commit and command that you diligently inquire against these same persons of both sexes (associated, however, with an honest retinue to be chosen by you) and that you punish and restrain them by means of justice. And that you may better execute this commission, we grant to you against them full and complete authority by this present letter, notwithstanding apostolic constitutions and ordinances, and also indults and concessions ordinarily made for the time being, and all other things whatsoever to the contrary.
