Bull on the establishment of the Rota of Perugia
scendas et decidenti as, in the city of Perugia, in the province of Etruria, in the Ecclesiastical State i.
Clement Pope VII, to our beloved sons the priors and community of our city of Perugia, greeting and apostolic blessing.
1 You have recently caused to be set forth to us, through the beloved son of the city, William Pontanus, Doctor of both Laws, your petition and prayer for the granting of your request, that if the offices of the praetor and his collateral officials, as well as the office of judge of appeals, called the barisellate of the people, of this our city, together with their jurisdictions and salaries and emoluments, were to be transferred or converted into new offices called four Rotae to be erected and established in our city with our assent and authority, it would redound to no small advantage of the same city and territory and to easier and more just administration of justice, without any suspicion of fault, just as experience has taught that the same has happened in many other cities in which such auditory Rotae have been instituted.
2 A general Studio was instituted there by Clement V in his constitution vi, Super specula, tom. iv, pag. 192.
3 § 1. We therefore, who regard that city with paternal charity, desiring that you persevere in solid faith and constancy toward us and the Apostolic See, and that justice be administered there, inclined to your supplications in this matter, do by apostolic authority, by the tenor of these presents, extinguish and annul the offices of the praetor and his collateral officials and the judge of appeals or barisellate, together with their jurisdictions, and those same offices, together with their respective jurisdictions and the usual and customary salaries and emoluments thereof, to be converted into the said auditory of the Rota to be constituted there and into no other use, we transfer and commute by the aforesaid authority, saving and reserving the fees of secretaries and other deductions heretofore customarily made.
4 § 2. Giving to you faculty and authority, concerning the institution of this new office, to frame and compose such and so many chapters as shall seem fitting, opportune and useful, with the presence however and consent of the venerable father the vice-legate present and for the time being existing.
5 § 3. Commanding the same vice-legate and other officials, by whatever name they may be called, that they inviolably observe those things which shall have been established and ordained by you as aforesaid, and cause them to be observed by others. § 4. Notwithstanding apostolic constitutions and ordinances, and the constitution of the said praetor and captain, as well as the statutes and customs of the said city, strengthened by oath, apostolic confirmation or any other firmness, and all other things whatsoever to the contrary.
6 Given at Bologna, under the Fisherman's Ring, on 28 March 1530, in the seventh year of our pontificate.
7 Dat. 28 March 1530, pontif. year vii.

scendas et decidenti as, in civitate Perusii, provinciae Etruriae, in Statu Ecclesiastico i.
