Encyclical on the Bible societies

Encyclical of Pope Gregory XVI ·

peoples and nations teaches, etc.

1 To our venerable brethren the patriarchs, primates, archbishops and bishops

GREGORY PP. XVI.

2 Venerable brethren, greetings and apostolic blessing.

3 Among the principal machinations by which the non-Catholics of various denominations in this age of Ours endeavor to lay snares for the worshippers of Catholic truth and to turn their minds away from the sanctity of faith, Bible societies hold no small place, which we see instituted first in England and spread far and wide, conspiring as it were in a body to this end: that they may publish the books of divine Scripture, interpreted into every common language, in very great numbers of copies, and disseminate them among Christians and infidels alike without any discrimination, and allure each of these to read them without any guide. Thus therefore, what Jerome 1 lamented in his own time, they make common to garrulous old women and to a delirious old man and to a verbose sophist and to all men of every condition, if only they know how to read, the art of understanding the Scriptures without a master: nay, what is far more absurd and almost unheard of, they do not even exclude the common people of infidels from such participation in understanding. But you are certainly not unaware, venerable brethren, to what end these machinations of the same societies tend. For you well know the admonition inscribed in the sacred letters themselves of Peter, the prince of the Apostles, who after praising the epistles of Paul, says that there are in them certain things difficult to understand, which the unlearned and unstable deprave, as they do also the other scriptures, to their own perdition: and immediately he adds: You therefore, brethren, knowing these things beforehand, keep yourselves; lest being led away by the error of the unwise, you fall from your own steadfastness 2. Hence it has been evident to you even from the first age of the Christian name that this was the proper art of heretics, to reject the word of God handed down and the authority of the Catholic Church cast aside, to interpolate the Scriptures by hand, or to pervert their meaning by exposition 3. Nor are you finally ignorant of how much diligence and wisdom is required to transfer faithfully into another language the words of the Lord; so that nothing happens more easily than that in the same versions multiplied by Bible societies the gravest errors may be inserted through the imprudence or fraud of so many interpreters; which their very multitude and variety long conceals to the ruin of many. Yet the societies themselves care little or not at all whether men reading the Bible interpreted in common languages fall into some errors rather than others; provided only that they gradually become accustomed to claiming for themselves the free judgment concerning the sense of the Scriptures, and to despising the divine traditions preserved in the Catholic Church from the teaching of the Fathers, and to repudiating the very magisterium of the Church. To this end the same Bible associates do not cease to calumniate the Holy Church and this See of Peter, as though for many centuries now it were attempting to keep the faithful people from the knowledge of the sacred Scriptures; when nevertheless there exist very many and most clear documents of the singular zeal with which the Supreme Pontiffs in these very recent times, and other Catholic bishops led by them, have used to instruct the Catholic peoples more earnestly in the written and handed down words of God. There pertain to this the decrees of the Council of Trent, by which not only bishops were commanded to take care that the sacred Scriptures and divine law be announced more frequently throughout the diocese 4, but, the institution of the Lateran Council 5 being moreover enlarged, provision was made that in each church, whether cathedral or collegiate, of the more notable cities and towns, there should not be lacking a theological prebend, and the same should be conferred absolutely upon persons suitable for expounding and interpreting sacred Scripture 6. Concerning this same theological prebend to be constituted according to the norm of that Tridentine sanction, and concerning lectures to be held publicly by a canon theologian to the clergy and also to the people, action was taken in very many provincial synods 7, and also in the Roman council of the year one thousand seven hundred twenty-five, to which Our predecessor Benedict XIII of happy memory had convoked not only the sacred bishops of the Roman province, but also several of the archbishops, bishops, and other Ordinaries of places in no way subject to this Holy See 8. The same Supreme Pontiff moreover established certain things to this same end in apostolic letters, which he gave specifically for Italy and the adjacent islands. Finally, to you, venerable brethren, who are accustomed to report to the Apostolic See at stated times concerning the condition of sacred matters in each diocese, from the responses given repeatedly through Our congregation of the Council to your predecessors or to yourselves, it has been evident how the same Holy See is accustomed to rejoice with bishops if they have theological prebendaries performing their duty well in public lectures on sacred letters, and never ceases to stir up and assist their pastoral cares if anywhere the matter has not yet succeeded as desired. Moreover, as regards Bibles translated into common languages, it had happened many centuries ago that in various places sacred bishops needed to use greater vigilance at times, when such versions were either read in secret conventicles or were being more widely spread by heretics. And to this point tend the admonitions and precautions employed by Innocent III of glorious memory, Our predecessor, concerning the assemblies of laymen and women held secretly in the diocese of Metz under the pretext of piety and for the purpose of reading the Scriptures: and also the particular interdictions of vernacular Bibles, which we find either enacted in the Gauls shortly after, or in Spain before the sixteenth century. But more ample foresight was needed afterwards, when the Lutheran and Calvinist non-Catholics, daring to assail the unchangeable doctrine of faith with an incredible variety of errors, left nothing unattempted to deceive the minds of the faithful by perverse explanations of the sacred letters, and by new interpretations of them into the popular tongue published through their followers; the examples of which were aided in being multiplied and most swiftly divulged by the recently invented aid of the typographic art. And so in the rules which were written by the Fathers selected by the Council of Trent and approved by Pius IV of happy memory, Our predecessor, and prefixed to the Index of prohibited books, it is read that by general sanction it was decreed that Bibles published in the vernacular language should not be permitted to others except to those to whom such reading was judged to be profitable for the increase of faith and piety. To this same rule, constrained afterwards by new caution on account of the persisting frauds of heretics, that declaration was finally added by the authority of Benedict XIV, so that the reading of vernacular versions which have been approved by the Apostolic See, or which have been published with annotations drawn from the holy Fathers of the Church or from learned and Catholic men, should henceforth be permitted.

4 There were not lacking, meanwhile, new followers from the school of Jansenius, who did not hesitate to censure this most prudent economy of the Church and the Apostolic See, borrowing the style of Lutherans and Calvinists, as if the reading of Scripture were useful and necessary for every class of the faithful at all times and everywhere, and therefore could not be forbidden to anyone by any authority. We have this audacity of the Jansenists condemned with grave censure in the solemn judgments which, with the applause of the entire Catholic world, two Supreme Pontiffs of blessed memory brought against their doctrines, namely Clement XI in the constitution Unigenitus of the year one thousand seven hundred and thirteen, and Pius VI in the constitution Auctorem Fidei of the year one thousand seven hundred and ninety-four.

5 Thus therefore, before the Bible societies were established, the faithful had long since been forewarned by the aforesaid decrees of the Church against the fraud of heretics lurking in that specious zeal for spreading the divine writings for common use. But Pius VII of glorious memory, Our predecessor, who learned that these societies, arising in his time, were growing with great increases, certainly did not refrain from opposing their undertakings both through his apostolic nuncios, and through letters and decrees issued by various congregations of the Holy Roman Church, and through his two pontifical letters, which he gave to the Archbishop of Gniezno and to the Archbishop of Mohilev.1 In the letters of the convocation of the Council of December

16 First, by means of a Letter of the Congregation for the Propagation of the Faith to the Apostolic Vicars of Persia, Armenia and other regions of the East, given on 3 August 1816, and by a Decree concerning all such versions issued by the Congregation of the Index on 23 June 1817. Second, on 1 June 1816. Third, on 14 September 1816. Subsequently, Leo XII of happy memory, Our predecessor, pursued these same endeavors of biblical societies in encyclical letters given to all the prelates of the Catholic world on the fifth day of May in the year of Our Lord one thousand eight hundred and twenty-four, and he did the same again, most recently, Our predecessor Pius VIII, also of happy and blessed memory, in an encyclical letter issued on the twenty-fourth day of May in the year of Our Lord one thousand eight hundred and twenty-nine. We finally, who have succeeded to this place with merits far unequal, have certainly not failed to devote Our apostolic solicitude to the same end, and among other things We took care that the rules once sanctioned concerning vernacular translations of the Scriptures should be recalled to the memory of the faithful. But there is reason for Us to congratulate you most heartily, venerable brethren, in that, stirred by your piety and prudence, and confirmed by the aforesaid letters of Our predecessors, you have by no means neglected to admonish, where it was necessary, the Catholic flock, that they should beware of the snares which were being laid for them by the biblical societies. From these studies of the bishops, moreover, conspiring with the solicitude of this supreme See of Peter, the Lord blessing, it has come to pass that certain incautious Catholic men, who imprudently favored the biblical societies, having afterwards perceived the fraud, have withdrawn from them, and the rest of the faithful people has remained almost immune from the contagion which threatened them from that quarter.

17 The Bible sectaries were held by this hope, that they would not doubt they would obtain great praise from the infidels by inducing them in any way to the profession of the Christian name, through the reading of the sacred texts published in their own vernacular language, which they took care to distribute in great abundance of copies through those regions by missionaries or agents sent by them, and even to thrust upon the unwilling. But to men striving to propagate the Christian name contrary to the rules instituted by Christ himself, scarcely anything turned out according to their wish, except that they were sometimes able to create new obstacles for the Catholic priests, who, going to those peoples from the mission of this Holy See, spared no labors, so that by the preaching of the word of God and the administration of the sacraments they might bring forth new children for the Church, prepared even to shed their blood for their salvation and in testimony of faith amid the most exquisite torments.

18 Indeed, among those sectarians, frustrated in their expectations and painfully reflecting in their minds upon the vast sum of money expended thus far on publishing their Bibles and spreading them to no avail, there have recently been found some who have arranged their machinations in a new order, chiefly to assail the minds of Italians and of the citizens of Our own City with a first, as it were, attack. Namely, from messages and documents recently received, We have ascertained that several men of diverse sects convened in New York in America in the coming year, and on the day before the Ides of June established a new society called by the name of the Christian Alliance, and are enlarging it with other and yet other members from every nation, or with societies constituted to aid the same; whose common counsel with themselves is that they should instil into Romans and other Italians religious liberty, or rather the mad zeal of indifference concerning religion. For they confess that for many centuries past the institutions of the Roman and Italian people have carried such weight everywhere, that nothing great has proceeded in the world unless it has had its beginning from this nurturing City; which indeed they wish to derive not from the supreme See of Peter constituted here by the disposition of the Lord, but from certain remnants of ancient Roman dominion, persisting in a power usurped, as they claim, by Our predecessors. Wherefore, since it is their statute to bestow upon all peoples liberty of conscience, or rather liberty of error, from which, as from its source, political liberty also flows together with an increase of public prosperity according to their sense; yet they perceive that they can accomplish nothing unless they first make some progress among Italians and Roman citizens, whose authority and efforts they will then use greatly among the remaining nations. And they are confident that they will easily achieve this, since there are so many Italians everywhere dwelling in diverse places, and from there returning to their homeland in no small number; of whom not a few, either already inflamed by their own inclination toward new things, or corrupted in morals, or afflicted by poverty, they will with scarcely any difficulty induce to give their name to the society or at least to sell their labor to it for a price. To this end, therefore, they have turned their efforts, so that by hands gathered from everywhere corrupted and vulgar Bibles may be brought hither and secretly thrust into the hands of the faithful: and likewise so that there may be distributed at the same time other most pernicious books and pamphlets, composed by Italians of the same sort with a view to alienating the minds of readers from obedience to the Church and this Holy See, or translated into the native language from other authors; among which they particularly designate the History of the Reformation written by Merle d'Aubigné and Memorable Things concerning the Reformation among Italians by John Cric. Moreover, concerning this whole class of books, what it will be like can be understood even from this, that it is reported to be prescribed in the statute of the society concerning certain special assemblies of certain members designated for the selection of books, namely that never in these shall even two men of one and the same religious sect convene.

19 When these matters were first reported to Us, We could not but be deeply grieved in considering the danger which We learned was being prepared against the safety of the most holy religion not only in places remote from the City, but near to the very center of Catholic unity itself by sectarians. For although there is no reason to fear that the See of Peter, in which Christ the Lord has placed the unshakeable foundation of His Church, will ever fail, yet We cannot on that account cease from defending its authority; and We are moreover admonished by the office itself of the supreme apostolate with the most serious obligation, which the divine Prince of Pastors will require of Us on account of the tares springing up in the Lord's field, which may have been sown by the enemy while We slept, and on account of the blood of the sheep entrusted to Us, which may have perished through Our fault herein. Accordingly, having taken into counsel certain cardinals of the Holy Roman Church, and having weighed the entire matter of the case seriously and carefully, and also by their judgment, We have determined to give this letter to you all, venerable brethren, in which We condemn anew by apostolic authority all the aforesaid Bible societies long ago disapproved by Our predecessors, and We likewise reprobate by the judgment of Our supreme apostolate and condemn by name the aforesaid new society of the Christian Federation, established in New York in the year above mentioned, and other societies of the same kind, if any have already joined it or shall join it in the future. Hence let it be known to all that those will be guilty of a most grave crime before God and the Church, whoever shall presume to give their name to any of these societies, or to lend their labor or in any way whatsoever to favor them. We further confirm and renew by apostolic authority the prescriptions long since issued concerning the edition, divulgation, reading and retention of books of Sacred Scripture translated into the vernacular languages: but concerning the works of any other writer, We wish it to be recalled to general knowledge that the general rules and decrees of Our predecessors, which are placed at the head of the Index of Prohibited Books, are to be observed; and therefore not only those books which are specifically listed in that Index are to be avoided, but also others, concerning which the aforesaid general prescriptions treat.9

20 To you, venerable brethren, as those called to share in Our solicitude, We earnestly commend in the Lord that you announce and explain to the peoples entrusted to your pastoral care this apostolic judgment and these commands of Ours, according to place and time, and that you strive to turn the faithful flock away from the aforesaid society of the Christian Federation and from others aiding it, as well as from all other Bible societies and from all communication with them. It will be your duty likewise both to remove from the hands of the faithful Bibles translated into the vernacular language which have been published contrary to the aforesaid sanctions of the Roman Pontiffs, and all other proscribed and harmful books whatsoever, and so to provide that the faithful themselves may be taught by your warnings and authority what kind of food is wholesome for them, and what they ought to regard as harmful and deadly. Meanwhile, press forward daily more and more, venerable brethren, in the preaching of the word of God both by yourselves and through individual priests of souls in each diocese and other ecclesiastical men suited to this office; and watch more carefully over those especially who are appointed to give public readings of Sacred Scripture, that they may diligently perform their duty according to the understanding of their hearers, and under no pretext whatsoever dare to interpret and explain the divine letters themselves contrary to the tradition of the Fathers or otherwise than according to the sense of the Catholic Church. Finally, as it is the proper duty of a good shepherd not only to guard and nourish the sheep that cleave to him, but also to seek out and recall to the fold those which have strayed into distant places; so also it will be the duty of yours and Ours to direct all the efforts of pastoral zeal in like manner, so that whosoever have allowed themselves to be seduced by such sectarians and propagators of harmful books may, by the grace of God, recognize the gravity of their sin and strive to expiate it by the remedies of salutary penance: nor indeed are the seducers themselves to be cast aside from the same study of priestly solicitude, and especially the very teachers of impiety themselves; for although their iniquity be greater, yet we ought not to refrain from procuring their salvation by whatever means and ways we can, with greater earnestness.

21 Moreover, venerable brethren, against the snares and machinations of the members of the Christian Federation We demand a special and more keen vigilance especially from those of your order who govern churches situated in Italy or in other places where Italians frequently resort, most of all in the borders of Italy, or wherever markets and ports exist, from which there is more frequent traffic into Italy. For since it is the purpose of these sectarians to bring their designs to effect there, hence it is fitting that the bishops especially of those places should labor with Us with eager and steadfast zeal, with the Lord's help, to scatter their plots.

22 We do not doubt that these Our cares and yours will be aided by the protection of the civil powers, especially the most powerful princes of Italy, both on account of their singular zeal for the preservation of the Catholic religion, and because it does not escape their prudence that it is also very much in the interest of the public good that the aforesaid machinations of the sectarians come to nothing. For it is established, and confirmed by the long experience of previous times, that there is no more direct path to drawing peoples away from fidelity and obedience toward their princes than the indifference in matters of religion propagated by the sectarians under the name of religious liberty. And these new members of the Christian covenant do not even conceal this: for although they profess themselves to be strangers to the stirring up of civil seditions, yet from the vindicated right of each person from the common people to interpret the Scriptures according to his own judgment, and from religious liberty thus diffused throughout the Italian nation in every way as they call it, they openly confess that the political liberty of Italy will follow as it were of its own accord.10

23 But what is first and greatest, let us lift up together Our hands to God, venerable brethren, and commend to Him Our cause and that of His whole flock and Church with all the fervent humility of prayer that we can muster; invoking also the most pious intercession of Peter, the prince of the Apostles, and of the other Saints, and especially of the most blessed Virgin Mary, to whom it has been given to destroy all heresies throughout the whole world.

24 Finally, as a pledge of Our most ardent charity, We impart the apostolic blessing to you all, venerable brethren, and to the clergy and faithful laity entrusted to your care with the most affectionate outpouring of Our heart.

25 Given at Rome at St. Peter's on the day after the nones of May in the year one thousand eight hundred and forty-four, in the fourteenth year of Our pontificate.

GREGORIUS PP. XVI.

Hanc vero Jansenianorum audaciam graviori censura reprehensam habemus in sollemnibus iudiciis, quae toto plaudente catholico orbe, contra illorum doctrinas tulerunt bini rec. mem. summi Pontifices, nimirum Clemens XI in constitutione Unigenitus anni millesimi septingentesimi decimi tertii , et Pius VI in constitutione Auctorem Fidei anni millesimi sepiingentesimi nonagesimi quarti .

25 Datum Romae apud sanctum Petrum postridie nonas maii millesimo octingentesimo quadragesimo quarto, pontificatus Nostri anno decimo quarto.

GREGORIO PP. XVI.

2 Venerabili fratelli, salute e benedizione apostolica.
