1 decree concerning the circumscription of dioceses in the kingdom of the Gauls. Pius, bishop, Servant of the servants of God. To the perpetual memory of the matter. § 1. With the solicitude of paternal charity, by which we entered into a convention on the eleventh day of June in the year one thousand eight hundred and twenty-seven with our most beloved son in Christ Louis, most Christian king of the Gauls, for the more fitting ordering of ecclesiastical matters in his kingdom, we were subsequently compelled, the circumscription of dioceses being designated by the will of the same king through apostolic letters—Commissa divinitus—which we gave on the sixth day before the kalends of August in the same year, to bestow immediately upon new bishops the benefit of canonical institution, who, placed as watchmen in Israel, might readily undertake the custody of the flock entrusted to them. Moreover, the tenor of those same letters is as follows, namely.

3 § 2. The care of all churches being committed by divine providence to our infirmity, we must always bring the aid of apostolic authority to the custody of the Lord's flock with unwearied vigilant affection, in those matters by which we know that greater glory of the divine name and more abundant increase of the Catholic religion are secured. By this counsel indeed we recently entered into a convention with our most illustrious son in Christ Louis, most Christian king of the Franks, which we confirmed by our apostolic letters given under lead on the fourteenth day before the kalends of August with the strength of pontifical approbation. In it moreover, besides other matters, it is established that the number of archiepiscopal and episcopal sees be increased throughout the entire kingdom of the Gauls, and a new circumscription of dioceses be made for this reason, which, so that our common wishes and those of the most pious king might speedily obtain the desired effect, we immediately undertook to examine carefully the present state of dioceses which exist and the magnitude and nature of the regions which they contain, and the frequency of inhabitants dwelling in them, so that where we might see a greater harvest, which on account of its multitude or the quality of places could be less conveniently provided for, we might add workers, and according to the prophetic word might increase the custody, and multiply the keepers. The entire account of the matter, therefore, having taken counsel with the same most Christian king, and having heard the selected congregation of our venerable brothers, cardinals of the Holy Roman Church, we weighed through and through carefully and diligently, and having given letters to the archbishops and bishops, and to the chapters of vacant churches, we signified to them our wishes, so that they might show a willing mind toward the proposed division of dioceses.

4 § 3. Wherefore, with all things happily arranged, to the glory of almighty God and of the Mother of God the Virgin, whom the illustrious French nation venerates with singular devotion, and to the honour of the other heavenly patrons of individual dioceses, and for the good of the souls of the faithful, by Our certain knowledge and mature deliberation and from the fullness of apostolic power, besides the archiepiscopal and episcopal sees which are now numbered in Gaul, We do newly constitute and erect seven other metropolitan churches, namely the Church of Sens under the invocation of St. Stephen the protomartyr; the Church of Reims under the invocation of the Blessed Virgin Mary; the Church of Albi under the invocation of St. Cecilia; the Church of Auch under the invocation of the Blessed Virgin Mary; the Church of Narbonne under the invocation of Sts. Justus and Pastor; the Church of Arles under the invocation of Sts. Trophimus and Stephen; and the Church of Vienne in Dauphiné under the invocation of St. Maurice. And likewise thirty-five other episcopal churches, namely the Church of Chartres under the invocation of the Blessed Virgin Mary; the Church of Blois under the invocation of St. Louis, King of France; the Church of Langres under the invocation of St. Mammes the martyr; the Church of Auxerre under the invocation of St. Vincent; the Church of St. Claude under the invocation of St. Peter; the Church of Auxerre under the invocation of St. Stephen; the Church of Nevers under the invocation of St. Cyrus; the Church of Meaux under the invocation of the Blessed Virgin Mary; the Church of Châlons under the invocation of St. Stephen; the Church of Laon under the invocation of the Blessed Virgin Mary; the Church of Beauvais under the invocation of St. Peter; the Church of Noyon under the invocation of the Blessed Virgin Mary; the Church of Saint-Malo under the invocation of St. Vincent; the Church of Le Puy under the invocation of the Blessed Virgin Mary; the Church of Tulle under the invocation of St. Martin; the Church of Rodez under the invocation of the Blessed Virgin Mary; the Church of Castres in the province of Albi under the invocation of St. Benedict; the Church of Périgueux under the invocation of Sts. And whereas the Churches of Avignon and Camerino, which in ancient times shone with metropolitan right and dignity, have been reckoned among simple cathedral churches by apostolic letters beginning Qui Christi Domini vices, dated the third day before the Kalends of December in the year one thousand eight hundred and one, We now by Our apostolic authority fully restore these same churches to their former rank and honour, and add them to the other archiepiscopal churches; and lest the memory of the other very ancient and distinguished metropolitan see of Embrun, which by the force of the aforesaid letters remains suppressed, be utterly obliterated, We join its title to the archiepiscopal Church of Aix.

5 § 4. Now, turning our solicitude earnestly to this matter in the Lord, so that from the erection of new sees there may be had a proper and useful division of dioceses, marked out by certain boundaries which may conduce to the more advantageous administration of sacred affairs, and which may remove all questions concerning the exercise of spiritual jurisdiction, we, from the fullness of the same apostolic power, do decree, prescribe and establish, in accordance with the state of places and regions, a new distribution of metropolitan and suffragan churches respectively in Gaul, opportunely predetermined, and their division by these letters, in the manner which follows, namely: The Metropolitan Church of Paris with the province of the Seine; its suffragan churches: Chartres with the province of the Eure and Loir; Meaux with the province of the Seine and Marne; Orleans with the province of the river Loire or Ligeria; Blois with the province of the Loire and Cher; Versailles with the province of the Seine and Oise. The Metropolitan Church of Lyons with the province of the Rhone and Loire; its suffragan churches: Autun with two districts, namely the district of Autun and Charolles in the province of the Saone and Loire; Langres with the province of the upper Marne; Chalon with three districts, namely Chalon, Chalon, and Louhans in the province of the Saone and Loire; Dijon with the province of the Cote d'Or; Saint-Claude with the province of the Jura. The Metropolitan Church of Rouen with the province of the lower Seine; its suffragan churches: Bayeux with the province of the Calvados; Evreux with the province of the Eure; Sees with the province of the Orne; Coutances with the province of Rouen and the province of the Ocean of Brittany. The Metropolitan Church of Sens with two districts, namely Sens and Joigny in the province of the Yonne; its suffragan churches: Troyes with the province of the Aube; Auxerre with three districts, namely Auxerre, Avallon and Tonnerre in the province of the Yonne; Nevers with the province of the river Nivernois; Moulin with the province of the Allier. The Metropolitan Church of Reims with the district of Reims in the province of the Marne and the province of the Ardennes Forest; its suffragan churches: Soissons with two districts, namely Soissons and Chateau-Thierry in the province of the Aisne; Chalons with four districts, namely Chalons, Epernay, Sainte-Menehould and Vitry-le-Francois in the province of the Marne; Laon with three districts, namely Laon, Vervins and Saint-Quentin in the province of the Aisne; Beauvais with two districts, namely Beauvais and Senlis in the province of the Oise; Amiens with the province of the Somme; Noyon with two districts, namely Compiegne and Clermont in the province of the Oise. The Metropolitan Church of Toulouse with the province of the upper Garonne; its suffragan churches: Albi with the province of the Tarn and Garonne; Apamea with the province of the Ariege. The Metropolitan Church of Arles with the district of Arles in the province of the Mouths of the Rhone; its suffragan churches: Marseilles with the district of Marseilles in the province of the Mouths of the Rhone; Ajaccio with the province of Corsica. The Metropolitan Church of Aix and Embrun in the province with the district of Aix in the province of the Mouths of the Rhone; its suffragan churches: Frejus with the province of the Var; Digne with the province of the lower Alps; Gap with the province of the upper Alps. The Metropolitan Church of Vienne in the Dauphiné with two districts, namely Vienne and Puy-en-Velay in the province of the Isere; its suffragan churches: Grenoble with two districts, namely Grenoble and Saint-Marcellin in the province of the Isere; Viviers with the province of the Ardeche; Valence with the province of the Drome. The Metropolitan Church of Besancon with the province of the Doubs and upper Saone; its suffragan churches: Strasbourg with the province of the upper Rhine; Rhine with the lower Rhine; Metz with the province of the Moselle; comprehending also the communities of Rouching, Lixing, Hendelange, Zotling and Diding, which pertained to the diocese of Trier; Verdun with the province of the Meuse; Belley with the province of the Ain, with the addition also of the district of Gex, which was contained within the boundaries of the diocese of Chambery; Saint-Die with the province of the Vosges Forest; Nancy with the province of the Meurthe. The Metropolitan Church of Cambrai with the province of the North; its suffragan churches: Arras with three districts, namely Arras, Bethune and Saint-Pol in the province of the Strait of Gaul; Boulogne with three districts, namely Boulogne, Sainte-Omer and Montreuil in the province of the Strait of Gaul. The Metropolitan Church of Avignon with two districts, namely Avignon and Apt in the province of the Fountain of the Closed Valley; its suffragan churches: Orange with two districts, namely Orange and Carpentras in the province of the Fountain of the Closed Valley. § 5. Since, however, the churches of Gaul have been deprived of their patrimony in the present conversion of affairs, and those things which we decreed in the thirteenth article of the convention of the year one thousand eight hundred and one from a desire for peace concerning the alienations of ecclesiastical goods have already taken effect, and must always remain firm and in their force, we, consulting the necessary endowment of the same by another useful disposition, do establish the endowment of the aforesaid archiepiscopal and episcopal churches in stable goods and revenues founded upon the debt of the kingdom, commonly called Rentes sur l'Etat, assigned in such manner that as to these goods and revenues they may be held together with other revenues which render the condition of the sacred prelates better, as was provided in the eighth article of the convention recently entered into. Moreover, since in each metropolitan and cathedral church there ought to exist a chapter and seminary according to the decrees of the Council of Trent, and since we cannot immediately proceed to such erection without a predetermined number of dignities and canons, according to the form of chapters now existing in Gaul, we therefore commit and command to the archbishops and bishops of the newly erected sees, that as soon as possible they constitute the same chapters and seminaries in due form, for whose endowment provision has been made by the eighth article of the aforesaid convention. And in order that they may provide for the happy state and governance of the same chapters by particular

6 statutes to be decreed in the colleges of canons, and there afterwards to be sanctioned and proposed for promulgation, in which above all matters concerning the service of divine worship, the ordering of sacred offices, and the proper performance of duties, appropriate precepts shall be imposed according to the provisions of ecclesiastical laws and synodal decrees. Let them take care, moreover, that in each chapter two canons be present, one of whom shall discharge the office of penitentiary, the other of theologian. We will, however, that as soon as they have completed the erection of the chapters, they send to Us a document of such erection with the designated number of dignities and chapters, and likewise direct their efforts to seminaries, in which young clerics may be formed in the discipline of the Church, and may share in useful laws, which they shall judge to be more expedient in the Lord especially for acquiring and retaining sound doctrine, and for fostering piety and moral probity, and that therein new plantations may be nurtured in hope for the churches, and may grow happily to bring forth most abundant fruits with God's help.

7 § 6. Moreover, the aforesaid cities erected as archiepiscopal and episcopal sees by the tenor of the present letters, and likewise the aforesaid districts assigned to individual churches for dioceses, and their inhabitants of both sexes, both lay and clerical and presbyters, we assign perpetually to the aforesaid churches and their future prelates for their city, territory, diocese, clergy, and people, and respectively subject them in spiritual matters. Wherefore it shall be lawful for persons to be placed in charge of the same archiepiscopal and episcopal churches both for this first time and for other future times by apostolic authority, just as we command and enjoin them, through themselves or through others in their name, freely to apprehend true, real, actual, and corporeal possession of the governance, administration, and all rights of the diocese in the aforesaid cities and their churches and dioceses, and of the goods and other revenues assigned or to be assigned to their endowment by virtue of apostolic letters of canonical institution, and to retain it perpetually. Which indeed, as regards goods and revenues, we will to be provided for also in favor of the archiepiscopal and episcopal sees now existing.

8 § 7. Furthermore, since after this circumscription of dioceses some space of time must necessarily intervene, while the canonical acts for the institution of the nominated bishops are being prepared beforehand, and the new prelates are approaching their sees, we will and declare that the spiritual governance of the places attributed to these same dioceses shall during that time remain in the same state and under the same ordinaries as it is at present, until the new prelates have duly taken possession of their churches. In determining, however, the new circumscription of dioceses, which also embraces the duchy of Avignon and the county of Venaissin, we will that no prejudice be brought to the most certain rights of the Apostolic See over those regions, as over others, especially as we have protested at Vienna in the assemblies of the confederated princes, and in the consistory held on the fourth day of September in the year one thousand eight hundred and fifteen, and we trust in the religion of the most Christian king that he will accomplish what his most glorious brother promised to our predecessor of happy memory Pius VI, and what, snatched away by most unjust death, he was unable to perform—namely, that those same regions be restored to the patrimony of the Prince of the Apostles, or at least that equal compensation be given for them. In so great a work, undertaken for the glory of God and the salvation of souls, we especially beseech the Father of mercies, and with the intercession of the Virgin Mother of God and the holy Dionysius and Louis, and the other citizens of heaven whom the kingdom of France venerates as its founders and defenders, we are confident that we shall obtain that, with the number of episcopal sees increased and a greater multitude of prelates added, the ministry of the Word may be more abundantly fulfilled, the unlearned may be taught, and the sheep that had perished may be recalled to the bosom of the shepherd. This shall come to pass in such a way that we shall rejoice to have begun to reap the greatest fruit from this new circumscription of dioceses, namely, that with errors spreading being routed out, the sacred order being restored, and the splendor of divine worship increased, the Catholic religion in the most ample kingdom may flourish more and more each day, and there may be one thing which our and the most Christian king's vows, studies, and counsels demand—namely, unity of faith in minds and unity of piety in actions. § 8. Moreover, we will that these present letters and all things contained and decreed in them, even if any persons having or pretending to have any right or interest in the premises, or in any part thereof, of whatever status, order, preeminence and dignity, even though worthy of specific and individual mention and expression, have not consented to them, or if some of them have not been called to the premises, or have not been heard at all, or not sufficiently or adequately, or from any other cause of injury or other juridical and privileged and most privileged cause, color, pretext, and ground even closed in the body of law, shall at no time be noted, impugned, or otherwise infringed, suspended, restricted, limited, or called into controversy by reason of subreption, or obreption, or defect of notification, or of our intention, or of the consent of those having interest, or any other defect however great, unforeseen, and substantial, or even because the solemnities and whatever else perhaps to be observed and fulfilled in the premises, or the causes for which these present letters have been issued, have not been sufficiently adduced, verified, and justified, or from any other causes or pretexts whatsoever, but shall always be excepted from all contrary constitutions, revocations, suspensions, limitations, derogations, modifications, decrees, or declarations general or special in any way made, and shall be and remain as made and issued from the office of pontifical providence and from the fullness of apostolic power, wholly valid and efficacious in perpetuity and shall produce their full and complete effects, and shall be obtained, and shall be perpetually and inviolably observed by all to whom it pertains and shall pertain in any way in the future, and shall most fully benefit the bishops, chapters, and canons of these churches thus newly erected as aforesaid, and others to whom these our letters pertain, for perpetual future times, and the same persons shall not be able to be molested, disturbed, disquieted, or hindered in any way by any authority whatsoever on account of all and singular the premises or any part thereof, nor shall they be bound at all ever to the proof or verification of whatever things are narrated in these our present letters, nor shall they be able to be compelled or forced to it in judgment or outside of judgment, and if it should happen that anything be attempted against these things by anyone whatsoever by any authority knowingly or unknowingly, we will and decree by equal apostolic authority that it be null and utterly void.

Notwithstanding any law to the contrary, without however taking it away, and our other and contrary rules of the apostolic treasury, and the aforesaid apostolic letters = Qui Christi Domini vices = as well as those of metropolitan churches from whose subjection certain suffragan churches have been withdrawn, and both of archiepiscopal and episcopal churches actually existing from which certain parts of territory are being separated for new dioceses to be constituted, decrees, customs, privileges, and indults even confirmed by apostolic confirmation, or strengthened by any other firmness whatsoever; all and each of which, even if special, specific and individual mention of them and their whole tenors and forms, or any other impression should have to be made, or any other exquisite form observed for this purpose, their tenors as if word for word, with nothing whatsoever omitted, and the form transmitted in them observed, we consider inserted in these presents as expressly stated, for the effect of all and each of the aforesaid matters only, those otherwise remaining in their force in those things which do not conflict with these presents, most widely and fully, and specially and expressly from the fullness of apostolic power we derogate, and we will that it be derogated, and all other things to the contrary whatsoever. Con la sollecitudine della carità paterna, con la quale abbiamo stipulato una convenzione nel giorno undici del mese di giugno dell'anno milleottocentoventisette con il nostro carissimo in Cristo figlio Ludovico re di Francia cristianissimo per ordinare più opportunamente le cose ecclesiastiche nel suo regno, siamo stati spinti in seguito a designare, secondo la volontà dello stesso re, per mezzo delle lettere apostoliche - Commissa divinitus - che abbiamo dato il ventiquattresimo giorno delle calende di agosto dello stesso anno, la circonscritione delle diocesi e subito conferire ai nuovi vescovi il beneficio della istituzione canonica, affinché, posti come sentinelle in Israele, assumessero prontamente la custodia del gregge loro affidato. Il tenore di queste medesime lettere è il seguente, cioè:

3 § 2. Affidataci da Dio la sollecitudine di tutte le chiese, ci incombe di conferire sempre il presidio dell'autorità apostolica alla custodia del gregge del Signore con vigilanza sollecita, in coloro nei quali sappiamo che si realizza maggiore gloria del nome divino e incrementi più copiosi della religione cattolica. Con questo proposito abbiamo stipulato di recente una convenzione con il nostro chiarissimo in Cristo figlio Ludovico re dei Franchi cristianissimo, che abbiamo confermato con la forza dell'approvazione pontificia per mezzo delle nostre lettere apostoliche date il quattordicesimo giorno delle calende di agosto. In essa inoltre, tra le altre cose, si stabilisce che il numero delle sedi arcivescovili ed episcopali sia aumentato in tutto il regno di Francia, e che perciò si faccia una nuova circonscritione delle diocesi, la quale affinché i nostri e i voti del piissimo re conseguano celermente l'effetto desiderato, abbiamo subito assunto di esaminare accuratamente lo stato delle diocesi che attualmente esistono e le regioni in cui si trovano, la loro grandezza e natura, e la frequenza degli abitanti, affinché dove vedessimo una messe maggiore, che per la sua moltitudine o per la qualità dei luoghi non potesse procurarsi comodamente, aggiungessimo operai, e secondo la parola profetica aumentassimo la custodia, moltiplicassimo i custodi. Tutta la questione dunque, dopo aver consultato con lo stesso cristianissimo re, e dopo aver ascoltato la congregazione scelta dei nostri venerabili fratelli cardinali della Santa Chiesa Romana, l'abbiamo considerato maturo e diligentemente, e avendo dato lettere agli arcivescovi e ai vescovi, e ai capitoli delle chiese vacanti, abbiamo significato loro i nostri intendimenti affinché si mostrassero favorevoli alla proposta divisione delle diocesi.

4 § 3. 5 § 4. Ora, applicando le Nostre sollecitudini con impegno a questo scopo, affinché dall'erezione delle sedi che saranno prossimamente stabilite si ottenga una retta circoscrizione delle nuove diocesi, che riesca utile alla migliore amministrazione delle cose sacre, e che, distinta da certi confini, tolga ogni questione circa l'esercizio della giurisdizione spirituale, abbiamo decretato, prescritto e costituito con pienezza della medesima potestà apostolica, secondo il modo che segue, una nuova distribuzione delle metropolitane e delle chiese suffraganee rispettivamente nelle Gallie, opportunamente predefinita secondo lo stato dei luoghi e delle regioni, e la loro divisione per mezzo di queste lettere, cioè: Metropolitana di Parigi = provincia della Senna = suffraganee della medesima = Chartres = provincia dell'Eure e della Liderici e Melda = Meaux = provincia della Senna e della Marna = Orléans = provincia del fiume Liderici o Ligérula = Blois = provincia della Liderici e Cari = Versailles = provincia della Senna e dell'Oise. Poiché le chiese delle Gallie nella presente conversione delle cose sono state prive del loro patrimonio, e quelle che per mezzo dell'articolo tredicesimo della convenzione dell'anno milleottocentouno abbiamo decretato circa le alienazioni dei beni ecclesiastici hanno già ottenuto il loro effetto, e devono sempre rimanere ferme e nel loro vigore, da qui, provvedendo alla loro necessaria dotazione con un'altra utile disposizione, abbiamo costituito la dote delle predette chiese arcivescovili ed episcopali in beni stabili e in rendite fondate sul debito del regno, comunemente chiamate Rentes sur l'État, assegnate in modo che quanto a questi beni e rendite possano avere altri redditi, che rendano migliore lo stato dei sacri antistiti, come è stato stabilito nell'articolo ottavo della convenzione di recente conclusa. Inoltre, poiché in ogni chiesa metropolitana e cattedrale deve esistere un capitolo e un seminario secondo i decreti del Concilio di Trento, e poiché non possiamo ancora, senza prefissare il numero delle dignità e dei canonici secondo la forma dei capitoli attualmente esistenti nelle Gallie, procedere subito a tale erezione, perciò affidiamo e ordiniamo agli arcivescovi e ai vescovi delle sedi prossimamente erette, che quanto prima sia possibile costituiscano debitamente gli stessi capitoli e seminari, alla cui dotazione è stato provveduto per mezzo dell'articolo ottavo della predetta convenzione. Affinché però provvedano al felice stato e al governo di questi capitoli con particolari...

Inoltre, poiché dopo questa circoscrizione diocesana necessariamente deve intercedere un certo tempo, finché gli atti canonici per l'istituzione dei nominati siano premessi e i nuovi antistiti accedano alle loro sedi, vogliamo pertanto e dichiariamo che il governo spirituale dei luoghi attribuiti alle medesime diocesi perseveri per questo tempo nel medesimo stato e sotto i medesimi ordinari come al presente, finché i nuovi antistiti abbiano debitamente ricevuto il possesso delle loro chiese. Tuttavia nel decernere la nuova circoscrizione diocesana, che comprende anche il ducato di Avignone e la contea Venassina, vogliamo che non sia arrecato alcun pregiudizio ai diritti attestatissimi della Sede apostolica su quelle regioni, come su altre, specialmente presso le diete dei principi confederati a Vienna e nel concistoro tenuto il quarto settembre milleottocentoquindici, abbiamo protestato, e da quella che è la religione del cristianissimo re ci promettiamo che o quelle medesime regioni siano restituite al patrimonio del principe degli apostoli, o almeno gli sia tributata una giusta compensazione per esse. E così la sua maestà compia ciò che il gloriosissimo suo fratello aveva promesso al Nostro predecessore di felice memoria Pio Sesto, e che, rapito da morte ingiustissima, non poté eseguire. In un'opera così grande per la gloria di Dio e la salvezza delle anime, chiediamo soprattutto al padre delle misericordie, e alla Vergine Deipara e ai santi Dionigi e Ludovico, e agli altri abitanti del cielo che intercedono, che il regno di Francia venera come suoi fondatori e difensori, di conseguire con certezza, affinché, aumentato il numero delle sedi episcopali e aggiunta una maggiore copia di antistiti, sia più abbondantemente compiuto il ministero della Parola, siano istruiti gli ignoranti, e le pecore che erano perite siano richiamate nel seno del pastore. Accadrà certamente così che Noi ci rallegreremo di aver cominciato da questa nuova circoscrizione diocesana il massimo frutto, affinché cioè, profligati gli errori che dilagano, ordinata la cosa sacra, accresciuto lo splendore del culto divino, la religione cattolica nel vastissimo regno fiorisca sempre più, e sia una sola cosa ciò che i Nostri e del cristianissimo re i voti, gli studi e i consigli esigono, la fede dei sentimenti, l'unica pietà delle azioni. § 8. Le presenti lettere inoltre e in qualunque modo si contengono, e tutti gli statuti e le cose in esse contenute, anche da ciò che chiunque nei premessi, o in alcuno di essi, abbia o pretenda di avere diritto o interesse, anche in qualunque modo in futuro, di qualsiasi stato, ordine, preminenza e dignità, anche se degni di specifica e individuale menzione ed espressione, non vi abbiano consentito, o perché alcuni di essi ai premessi non siano stati affatto chiamati, o anche neppure, o non sufficientemente o adeguatamente ascoltati, o da qualsiasi altra causa anche di lesione, o altra giuridica e privilegiata, e privilegiatissima causa, colore, pretesto e capo anche nel corpo del diritto chiuso, in nessun tempo mai per vizio di surrezione, o di obrepzione, o di nudità, o della Nostra intenzione, o del consenso di coloro che hanno interesse, o da qualsiasi altro difetto per quanto grande, inaspettato e sostanziale, o anche da ciò che nei premessi le solennità e qualunque altra cosa forse da osservarsi e da adempiersi, o le cause per le quali le presenti siano emanate non siano state sufficientemente addotte, verificate e giustificate, o da qualsiasi altre cause o pretesti possano essere notate, impugnate, o altrimenti infrante, sospese, ristrette, limitate, o messe in controversia, o contro di esse sia impetrabile restituzione in integro, apertura di bocca, o qualsiasi altro rimedio di diritto o di fatto, o di giustizia, e che esse affatto sotto qualsiasi costituzioni contrarie, revoche, sospensioni, limitazioni, derogazioni, modificazioni, decreti, o dichiarazioni generali o speciali in qualunque modo, e da qualsiasi cause per il tempo fatto non siano comprese, ma sempre da quelle eccettuate siano e saranno, e come dall'ufficio della provvidenza pontificia, e dalla pienezza della potestà apostolica fatte e emanate, con piena dignità perpetuamente valide ed efficaci esistano e saranno, e i loro plenari e interi effetti sortiscano e ottengano, e da tutti a cui spetta e spetterà in qualunque modo in futuro perpetuamente e inviolabilmente siano osservate, e alle medesime chiese così, come si è detto, novellamente erette, ai vescovi, ai capitoli e ai canonici, e agli altri, a favore dei quali le Nostre presenti lettere si riferiscono, nei perpetui tempi futuri, pienissimamente giovare debbano, e i medesimi su tutti e singoli i premessi, o per causa di essi da alcuna qualsiasi autorità in qualunque modo possano essere molestati, perturbati, inquietati, o impediti, né alla prova, o alla verificazione di qualunque cosa narrata nelle medesime Nostre presenti lettere in nessun modo mai siano tenuti, né ad essa in giudizio o fuori siano costretti o compelli possano, e se, come accadesse da alcuno da qualsiasi autorità consapevolmente o inconsapevolmente su questo fosse tentato, irritum e affatto vano sia e sarà per pari autorità apostolica vogliamo e decerniamo.

9 § 9. Non obstantibus di diritto che, non tolto, e altre Nostre e contrarie regole della camera apostolica, e suddette lettere apostoliche = Qui Christi Domini vices = nonché delle chiese metropolitane da cui alcune suffraganee sono state sottratte, e tanto delle chiese arcivescovili quanto episcopali attualmente esistenti dalle quali certe parti di territorio si separano per costituire nuove diocesi, statuti, consuetudini, privilegi e indulti anche confermati da conferma apostolica o da qualsiasi altra solidità; i quali tutti e singoli, anche se di essi, dei loro interi tenori e forme, dovesse farsi menzione speciale, specifica e individuale, o qualsiasi altra impressione, o dovesse osservarsi qualche altra forma ricercata a questo scopo, i cui tenori come se da parola a parola, nulla affatto omesso, e osservata la forma in essi tramandata, fossero inseriti nei presenti, per espressi avendo, ai soli effetti dei suddetti tutti e singoli, altrimenti in ciò che ai presenti non si oppone nel loro vigore permanendo, largamente e pienamente, e specialmente e espressamente dalla pienezza della potestà apostolica deroghiamo, e derogato essere vogliamo, e a tutti gli altri contrari comunque. Vogliamo inoltre che ai transunti di queste presenti anche stampati muniti della mano di alcuna persona costituita in dignità ecclesiastica la medesima fede in tutto sia prestata, quale alle stesse presenti sarebbe prestata, se fossero esibite o mostrate.
