MOTU PROPRIO.

MOTU PROPRIO.

MOTU PROPRIO. ON THE EMIGRATION OF CATHOLICS TO FOREIGN LANDS.

1 Although the Church embraces all Catholics with maternal care, she pursues with a particular solicitude of charity those who, seeking their livelihood by labor or striving to secure for themselves a better fortune, leave their native soil and migrate to distant lands, where it is often to be feared that, while they provide for the necessities of mortal life, they may suffer the lamentable loss of eternal salvation. Indeed, many acts both of Our illustrious Predecessor and of Our own bear witness to the great effort with which the Apostolic See fosters good societies established for the salvation of emigrants, and how especially it exercises care lest the Bishops of the Church be found wanting in their pastoral diligence in so grave a matter. Now, since on account of increased commerce among peoples and swifter means of travel and many other causes, the number of emigrants grows daily immensely, We understand it to be Our duty to discover some suitable form of providence by which We may succor all these children of Ours in their times of need. Indeed, We are deeply moved by the greatest dangers in which the religion and morals of so many people are placed, who, for the most part ignorant of the region and language, and deprived of the help of their own priests, are unable to provide for themselves the aids of spiritual life, nor can they, as sufficiently as needed, expect them from the Ordinaries of those places or from the associations which have been established for this purpose. But those things which have been devised to remedy these great inconveniences do not usually achieve the desired outcome, because the praiseworthy efforts of those who labor in this most grave cause are either overcome by the magnitude of the work or frequently do not attain the necessary agreement and unity. — We therefore, judging it to be time to provide in a stable and perpetual manner for the needs of so great a multitude, having taken counsel with the Cardinals of the Holy Roman Church from the Sacred Congregation of Consistorial Affairs, by Motu Proprio and from the fullness of Apostolic power, have established at that same Congregation a new Office, or Section as it is called, for the spiritual care of emigrants. The duties of this Office shall be to seek out and prepare all things which may be necessary, so that the condition of emigrants of the Latin rite may be improved in those matters which pertain to the salvation of souls, saving however the right of the Sacred Congregation for the Propagation of the Faith regarding emigrants of the Oriental rite, to whom that Congregation shall provide appropriately according to its institute. And this same Office shall take sole care also concerning emigrant priests themselves; for which reason We withdraw from that matter the prescriptions given by decrees of the Sacred Congregation of the Council. — Therefore the Sacred Congregation of Consistorial Affairs, with the cooperation of the Ordinaries, whose authority over foreigners it shall itself confirm and foster, aided also by the work of associations for helping emigrants, whose beneficial action it shall direct wherever the matter requires, will be able by divine grace both to know what are the necessities of emigrants according to the variety of regions, and to decree what remedies have seemed most opportune. We are confident, however, that all who rightly cultivate the Catholic faith will wish to promote by prayers and also by resources, each according to his ability, a work so holy established for the salvation of their brothers, especially since they ought to be certain that the Supreme Pastor and Bishop of our souls will reward their own offices of charity with the most ample reward in heaven.
