Inde ab initio
Motu proprio separating the Commission for Russia from the Congregation for the Oriental Church
MOTU PROPRIO THE COMMISSION FOR RUSSIA IS SEPARATED FROM THE SACRED CONGREGATION FOR THE ORIENTAL CHURCH AND IS CONSTITUTED AS AUTONOMOUS. PIUS PP. XI
1 From the beginning of Our Pontificate, We have directed Our cares and solicitudes in a special manner toward the very numerous peoples of Russia, who are indeed loved by Us with more abundant zeal, because they have for a long time and greatly been afflicted by conditions that are altogether unjust and inhuman.
2 Among the many counsels and undertakings which We have taken up in this matter, in order not only to remedy, as far as We are able, the afflicted state of those peoples, but also, which is the chief thing, to provide for their eternal salvation, worthy of mention, as all know, is that Commission for Russia, which We established in the year nineteen hundred twenty-five, which We wished to be joined with the Sacred Congregation for the care of the rites and all things of the Oriental Church, and to which We entrusted the business and causes pertaining to the Russians, whether to those dwelling in their native land or to those living abroad far from home.
3 Nevertheless, carefully and diligently considering with Us during this not brief interval of years the matters and affairs of the aforesaid Commission, AeTA, vol. XXII, n. 4. — 7-4-930.
4 have increased, and of that same Congregation and are increasing at present;
5 and considering the condition and cause of the Russians, whether dwelling at home or residing in foreign regions, requires ever more active care of the Apostolic See; so that this same care, manifold indeed and full of benefits, might become more expeditious and fruitful, the matter having been carefully weighed, We have deemed it opportune to separate the Commission for Russia from the Sacred Congregation placed over Oriental affairs, with which it was previously joined, and to make it possess its own proper authority. Which nevertheless does not at all prevent that there should be maintained between that Congregation and this Commission for Russia the appropriate bonds of labor and mutual assistance of cooperative work, as the very nature of things and of peoples demands, to which the discharge of the duty of each pertains.
6 From the fullness therefore of Apostolic power, by Our own motion and certain knowledge, We separate this Commission for Russia from the Congregation with which it was still joined, and We constitute and declare it entirely autonomous and subject to no authority save Ours; and We place over it the venerable brother Michael D'Herbigny, Bishop by title of Ilium, as President; to whom We confirm all the rights and faculties which the President of the Commission has hitherto enjoyed, and, insofar as it is necessary, We grant them anew.
7 All things whatsoever which have been established by Us in these Letters given by Our own motion, We order to be firm and ratified, any contrary provisions notwithstanding.
8 Given at Rome at St. Peter's, on the Sunday of the Passion, the sixth day of the month of April in the year nineteen hundred thirty, the ninth year of Our Pontificate.

4 che sono andate aumentando, e della medesima Congregazione e che vanno aumentando nel presente;
