He served in the ranks of Catholic Action from its earliest years, first as an apostle in his own neighborhood in the Testaccio district of Rome, then as secretary of the Roman Youth Federation, and from 1913 as general secretary of the Italian Catholic Youth Society under the presidency of Paolo Pericoli. When Pius XI founded the Union of Catholic Action Men in 1923, he chose C. as its first president, and in 1929 appointed him to lead all of Italian Catholic Action as its general president.

Among his achievements are: the “Day of the Catholic Daily” to rally Catholics annually in support of the Catholic press; the founding of the Catholic Film Centre (C.C.C.); and the Peregrinatio ad Petri Sedem as the coordinating body for Catholic pilgrimages to Rome.
