He worked in the ranks of Catholic Action from his earliest years, first as an apostle in his own milieu in the Testaccio district of Rome itself, then as secretary of the Roman Youth Federation, and from 1913 as secretary general of the Società della gioventù cat-
olica italiana, under the presidency of Paolo Pericoli. When in 1923 Pio XI founded the Unione uomini di Azione Cattolica, he chose C. as its first president, and in 1929 placed him at the head of all Italian Catholic Action as general president.
The following are due to him: the «Giornata del quotidiano cattolico», intended each year to rally Catholics in support of the Catholic press; the foundation of the Centro cattolico cinematografico (C. C. C.); the Peregrinatio ad Petri sedem as the body coordinating Catholic pilgrimages to Rome.
