Bull confirming the Congregation of the Mission in France with resolution of doubts

Bull of Pope Alexander VII ·

XXXVII.
Confirmation of the Congregation of the Mission in France, with the resolution of certain doubts * Pope Alexander VII, for the memory of the matter in perpetuity.

1 From the care committed to us by the supreme Shepherd of the Lord's flock, we willingly turn our attention to those matters.

2 We judge it fitting to provide opportunely for the status of congregations of ecclesiastical persons piously and prudently established for the greater glory of the divine name and for procuring the salvation of souls.

3 § 1. Accordingly, certain doubts having arisen concerning the status of the Congregation of the Mission begun in France and formerly approved by the Apostolic See, and wishing to favour with special privileges and graces our beloved son Vincent de Paul, the superior general of the same Congregation, and absolving him from any excommunication, suspension and interdict, and from other ecclesiastical sentences, censures and penalties, whether imposed by law or by man, on any occasion or cause whatsoever, if he is bound by any of them in any way, for the purpose of these presents alone, and considering him absolved, being inclined by the supplications humbly presented to us in his name on this matter, by the counsel of the venerable brothers of our sacred Roman Church, cardinals and interpreters of the Council of Trent, to whom we remitted the discussion of this business, we confirm and approve by apostolic authority, by the tenor of these presents, the aforesaid Congregation of the Mission thus begun and approved, with the emission of simple vows of chastity, poverty and obedience, as well as stability in the said Congregation, for the purpose of applying themselves wholly for the time of their life to the salvation of poor country people, to be made after a probation of two years; in the emission of these vows, however, no one shall intervene who accepts them, whether in the name of the Congregation or in our name and that of the Roman Pontiff for the time being, and vows thus emitted as above can be dissolved by the Roman Pontiff alone, as well as by the superior general of the said Congregation in the act of dismissal from the Congregation: no one else, even by virtue of any jubilee, crusade bull, or other privilege and indult, or any constitution or concession whatsoever, unless special mention of these vows thus emitted as above in the said Congregation has been made in them, can dissolve, commute, or dispense with them and have validity; decreeing that the said Congregation shall be exempt from subjection to the Ordinaries of places in all things, except that persons who shall be deputed by the superiors of the same Congregation to any missions shall be subject to the same Ordinaries only as regards the missions and those things which concern them, and that the said Congregation shall not on that account be considered in the number of religious orders, but shall be of the body of the secular clergy.

4 § 2. And decreeing that these present letters shall be confirmed, always firm, valid and efficacious, and shall be most fully supported by all and each to whom it pertains and shall pertain for the time being, and shall be inviolably observed by them, and thus in the premises by any judges ordinary and delegated, even auditors of causes of the apostolic palace, it should be judged and determined, and null and void, if otherwise anything contrary to these things shall be attempted by anyone whatsoever, by any authority, knowingly or unknowingly.

5 § 3. Notwithstanding apostolic constitutions and ordinances, even conciliar ones, and, insofar as it is necessary, the statutes and customs of the said Congregation, even confirmed by oath, apostolic confirmation, or any other firmness, privileges also, indults and apostolic letters granted, confirmed and renewed in any way contrary to the premises; all and each of which, their tenors being held as fully and sufficiently expressed in these presents and inserted word for word, we otherwise leave in their force.

6 Preamble.

7 remaining, this time alone specially and expressly we derogate; and all other things to the contrary whatsoever.

8 Given at Rome, at St. Mary Major, under the Fisherman's ring, on 22 September 1655, in the first year of our pontificate. Dat. 22 September 1655, pontif. year 1.

XXXVII.
