Rex pacificus

Bull promulgating the Decretals of Gregory IX (Liber Extra)

Bull of Pope Gregory IX ·

of the Decretals arose. — By St. Raymond they are brought together into one volume by order of the Pope: — Who forbids another compilation to be made.

1 Gregory, bishop, servant of the servants of God, to his beloved sons, the doctors and all scholars dwelling in Paris, greeting and apostolic blessing.

2 The peaceful King by pious mercy has disposed that his subjects be chaste, peaceful and modest; but unbridled cupidity, prodigal of itself, the rival of peace, the mother of quarrels, the source of disputes, generates so many new litigations daily that, unless justice by its own virtue should restrain its efforts and unfold its entangled questions, and extinguish the abuse of law in human covenant by litigations, and having given a bill of divorce, concord would be exiled beyond the bounds of the world. For this reason law is promulgated, 1 that harmful appetite may be limited under the rule of law, by which mankind, so that it may live honestly, may not harm another, and may be instructed that to each his own right be rendered. Indeed, the various constitutions and decretal letters of our predecessors, dispersed in various volumes, some of which on account of excessive similarity, and some on account of contrariety, and some also on account of their own prolixity appear to induce confusion; and some moreover wandered outside the aforesaid volumes, which as uncertain frequently wavered in judgments, for the common utility and especially of students, through our beloved son brother Raymond, our chaplain and penitentiary, we have provided to be brought together into one volume, with superfluities cut away. Adding our own constitutions and decretal letters, by which certain things that were doubtful in the earlier ones are clarified. Wishing therefore that all may use this compilation alone in judgments and in schools, we strictly forbid that anyone presume to make another without special authority of the Apostolic See.

3 Given at Spoleto on the nones of September, in the eighth year of our pontificate.

4 Given on 5 September 1234, pontificate year VIII.

sione decretalium orta. — A S. Raymundo in volumen rediguntur iussu Papae: — Qui aliam prohibet fieri compilationem.

4 Dat. die 5 septembris 1234, pontif. an. vili.
