L. Grisus.

1 Sixtus, bishop, servant of the servants of God, for perpetual remembrance of the matter. When we behold with the eyes of reason how great are the benefits to Christian faith and the ornaments to the commonwealth that proceed from studies, when through the ingenuity of the wise the morals of men are directed, divine law is interpreted and expounded, and both public and private affairs are governed well and wholesomely: we truly judge it to be proper to the apostolic see and far fitting to it to show itself liberal to those who apply themselves to studies in the pursuit of the pearl of learning in letters, so that their talents, when illuminated by virtues, may be able to direct rude men to good acts and operations.
2 We have indeed received that, although from ancient times in our city of Avignon a general studium of all arts and faculties, and especially in both laws, has flourished and does flourish, and the same studium is governed by doctors of both laws, who among themselves elect one as rector, who is called the primicerius and is annual, and in the same studium there exist still at present many notable doctors; nevertheless, certain adverse events having occurred which, alas! have prevailed in those parts, and especially because those doctors, on account of the scarcity of scholars, collections and other rights which those doctors were accustomed to receive in the conferring of degrees, suffer diminution, and certain concessions, at the suggestion of some of that city, contrary to the status and honor of those doctors, made within the past twenty years by some of our predecessors, the Roman pontiffs, as well as the erection of certain general studia in some neighboring cities in which doctors are stipendiary, in some others where, as it is said, general studia once flourished, although now no exercise prevails nor has prevailed for a long time, especially in the city of Orange, in which cities some conducting themselves as officials of those studia presume to promote whosoever come there to the degree of license and the insignia of doctorate, even those less duly examined, and with the solemnities customary in such matters not at all observed, and the due number of doctors not intervening whatsoever, the exercise of studium in our said city of Avignon and

4 the customary abundance of scholars is known to have been greatly diminished.
5 Wherefore, on behalf of our beloved son Julian, of the title of St. Peter in Chains, presbyter cardinal, who is known to preside over the church of Avignon by dispensation of the aforesaid see, it was humbly supplicated to us that we deign to provide opportunely in the foregoing matters by apostolic benignity. We therefore, to whom it pertains to apply the cares of our vigilance, desiring that in our said city of Avignon the pearl of learning may flourish, inclined by such supplications hereupon, from our certain knowledge, do perpetually establish and ordain that for the stipends of doctors both in canon and civil law reading in the University of the studium of our said city, six hundred gold ducats of the camera are to be appointed and assigned, as by the tenor of these presents we perpetually appoint and assign them, namely: four hundred gold ducats for four doctors who ought to read ordinarily and in the morning in the said laws, that is one hundred for each of those four, and two hundred gold ducats for four others who ought also to read extraordinarily and after dinner in the aforesaid laws, namely fifty for each of those four reading extraordinarily and after dinner, as aforesaid; of which six hundred ducats we appoint and assign three hundred perpetually upon the seals of the court of the vicar of the auditor of the apostolic camera existing in our said city, which we and the Roman pontiffs existing for the time being are accustomed to receive and dispose of, and the other three hundred upon the emoluments of the gabelles and other revenues or charges of our said city, perpetually we appoint and assign; commanding our beloved sons the keeper of the seals or receiver of the said court and the treasurer of the aforesaid city, that they pay the aforesaid six hundred ducats to the primicerius and the college of the same doctors, or to one appointed by them for the time being, in the manner aforesaid, really and with effect, and nevertheless to the consuls of the said city and others to whom it pertains respectively, that they have the aforesaid six hundred ducats placed in the accounts and reckonings of the said keeper of seals and treasurer, and this under penalty of excommunication by sentence late incurred, which those acting contrary without other warning incur by that very fact; notwithstanding the foregoing and apostolic constitutions and ordinances, etc. Let no one therefore... Given at Rome, at St. Peter's, in the year of the Lord's Incarnation one thousand four hundred seventy-five, on the nones of June, in the fourth year of our pontificate. L. Grisus.
