VINCENZO BARTOLUCCI. — Papal magistrate, born in Rome in 1753, died in 1823. In 1808 he served as fiscal advocate of the Apostolic Chamber and dean of the consistorial advocates. After the French occupation of the Papal States, he was appointed by Napoleon as first president of the court of appeal and state councillor. With the Restoration, he resumed his position as advocate of the Apostolic Chamber. Pius VII, who had good reason to distrust B., nevertheless recalled him at the suggestion of Cardinal Consalvi. Consalvi made use of his extensive knowledge of Napoleonic law in drafting the motu proprio of July 1816.
