BARTOLUCCI, VINCENZO. – Papal magistrate, b. in Rome in 1753, d. in 1823. In 1808 he was fiscal advocate of the Apostolic Chamber and dean of the consistorial advocates. After the French occupation of the Papal States, Napoleon appointed him first president of the court of appeal and councillor of State. With the Restoration, he resumed the office of advocate of the Apostolic Chamber. Pius VII, who not without reason distrusted B., nevertheless had him recalled at the suggestion of Cardinal Consalvi. Consalvi made use of his extensive knowledge of Napoleonic law in drafting the motu proprio of July 1816.
