HOWARD, PHILIP THOMAS. - Dominican cardinal, b. in London on 12 Sept. 1629, d. in Rome on 17 June 1694. Son of Thomas Howard Arundel, duke of Norfolk, and of Elizabeth Stuart, at the age of sixteen he became a Dominican in Rome and dedicated his life and his possessions to the conversion of his homeland.
A priest in 1654, he founded at Bornheim, in Flanders, a house for English vocations. During the reign of Charles II, he was chaplain to Queen Margaret of Braganza, obtaining a certain influence at court, from which he had to withdraw in 1674, having been struck by a ban. Elected cardinal by Clement X in 1675, he cooperated with James II to have the apostolic vicars in England increased from one to four, and he had the English College in Rome rebuilt.
