Bull confirming and extending decrees on abuses by ecclesiastics in the East Indies

Bull of Pope Clement IX ·

CXIX.
Confirmation and extension of the decrees of Alexander VII and of the cardinals placed in charge of the affairs of the Propagation of the Faith concerning the removal of certain abuses of ecclesiastics living in the Eastern Indies.
Clement Pope IX, for perpetual memory of the matter.

1 From the lofty watch-tower of the Apostolic See, Preamble. though unworthy of merit, by the ineffable abundance of divine wisdom and goodness constituted therein, we continually turn the eyes of our vigilance through all parts of the Christian world, and we strive to provide with careful zeal that divine worship may flourish everywhere, the devotion of peoples may be aroused and fostered, and that the welfare and salvation of souls of all Christ's faithful, especially those dwelling in the most remote regions, may be opportunely consulted. By this counsel we strengthen with the protection of our apostolic authority those things which we have found to have been piously and prudently decreed and established by the Roman Pontiffs our predecessors, and by their command, so that they may subsist more firmly and be observed more exactly, and we opportunely extend them, as we judge it to be salutarily expedient in the Lord for the glory of almighty God, the honour of the Church, and the spiritual edification and consolation of the same Christ's faithful.

2 Decrees of Alexander. § 1. Indeed, letters were formerly issued by Alexander Pope VII our predecessor of happy memory in similar form and tenor of a Brief, which follows, namely:

3 Alexander Pope VII, for future memory of the matter. The solicitude of the sacred apostolic office, by which, divine clemency disposing, we preside over the government of the Catholic Church, though unworthy of merit, admonishes us that we should strive to remove from the Lord's flock whatever is harmful, insofar as it is granted to us from on high. Since therefore complaints of Christ's faithful dwelling in Goa and in the adjacent islands have come to our ears concerning certain abuses of ecclesiastics, especially of those with whom the spiritual government and care of those same Christ's faithful resides: we, wishing that those aforesaid abuses, insofar as they have crept in, be met with as quickly as possible, or at least be guarded against lest they occur in the future, by the counsel of certain of our venerable brothers, cardinals of the Holy Roman Church, placed in charge of the congregation for the business of the Propagation of the Faith, to whom we have remitted these complaints for examination, by apostolic authority, by the tenor of these presents, we establish, command and mandate that the decrees written below be carefully, inviolably and exactly observed by all and each to whom it pertains and shall pertain in the future, namely:

4 i. Let parish priests or any ecclesiastics whatsoever, whether secular or regular, beware lest they henceforth in any way compel the poor to expend labour or work for their churches without payment of just wages, unless they wish to render it willingly and from piety: and much less let them dare to fine those who refuse.

5 ii. With those who are sacred, etc. (the remainder is omitted from Constitution clxxxvi (or 185) of Alexander VII, dated 18 January 1658, which is in vol. xvi, page 326).

6 § 2. And thereafter the congregation of the cardinals of the Holy Roman Church then existing, placed in charge of the affairs of the Propagation of the Faith, issued certain other decrees on 22 July 1658 of the following tenor, namely: "In order better and more easily to meet the spiritual necessities of Christ's faithful dwelling in the Eastern Indies, the sacred congregation of the Propagation of the Faith decreed":

7 i. That parish priests not natives of those regions, whether regular or secular, are bound absolutely to have with them a chaplain native-born and of indigenous origin to hear confessions and on feast days to deliver exhortations to the people in the vernacular tongue, lest, destitute of such assistance, they languish in the orthodox faith in which they have been initiated and gradually decline, and for their sustenance and labour, where the people themselves do not willingly provide it, let them supply a fitting stipend.

8 ii. He commanded the same parish priests and other superiors of any churches whatsoever, that not only should they not exclude indigenous priests wishing to celebrate in their churches, but also receive them most courteously, so that they may return there more frequently to offer sacrifice to almighty God, and all may feel that Christian charity embraces them with equal offices.

9 iii. So that indeed the faith still in its youth in those regions may be strengthened by the nourishment of letters, and children may be made fit to receive ecclesiastical matters, to the same parish priests and especially of villages and hamlets he enjoins that they teach them either by themselves or through native chaplains, if they themselves are not such, beyond the rudiments of Christian faith, also instruction in grammar and the other liberal arts, as far as it can be done.

10 CLEMENT IX Pope. 821 An. c. 1669

11 iv. It decreed, since, as has been heard, in solemn processions, even of the Most Holy Body of Christ, certain rites or practices from the customs of the gentiles have crept in, which, although they are exhibited for the sake of honor and greater worship, nevertheless do not a little disgrace the majesty of Christian religion, the sacred congregation forbade that they be permitted henceforth, and absolutely excluded whatever has the appearance of something theatrical or less serious: but in no way is it permitted to ecclesiastics and especially to regulars, under the pretext of dignity, rank or office, to carry an umbrella in these processions: but, the greater the dignity with which they shine forth, the more humbly should they render obedience to divine majesty, and strive to go before other Christians by the example of humility.

12 Given at Rome on 22 July 1658.

CXIX.

Mauri, legge parochis (r. t.). An. c. 1669

10 CLEMENTE IX Papa.
