DECREE CONCERNING RELIGIOUS BOUND TO MILITARY SERVICE.
1 Among the other difficulties by which the Church of Christ is pressed in our times, that law must also be reckoned by which young men who serve God in religious Families are compelled to military service. Surely no one fails to see how great the harm that could arise from this unfortunate law, both to the young men themselves and to the Communities themselves. For while religious novices are occupied with military service, they can easily be stained by vices, and infected by these, either, neglecting the vows they have made, they will return to secular life, or what is far worse, they will return to the religious house with the danger of contaminating others.
2 To prevent these evils, therefore, the Sacred Congregation, placed in charge of the affairs of Religious Communities, in a Plenary Assembly of the Most Eminent Cardinal Fathers, convened at the Vatican on the 26th day of August 1910, decreed the following:
3 I. In Regular Orders, in which solemn vows are professed, young men concerning whom it is not certain that they are exempt from active military service, that is, from that service which those first called to military duty must perform for one or more years, cannot be admitted to Sacred Orders or to solemn profession, until they have completed their military service and, this being completed, have remained in simple vows for at least one year, according to what is said below, observing as regards Lay persons the decree of Holy Mother Church, issued on this same day.
4 II. In Institutes of simple vows, young men of whom mention is made in the preceding article, can be admitted to temporary vows only until the time of military service: nor is it permitted to them, while they are engaged in military duty, to renew profession. When they have been discharged from military service, they shall again make profession, at least for one year, before they bind themselves by the bond of perpetual profession.
5 III. Let young men serving in the military, however, take care lest they lose the gift of holy vocation and always conduct themselves with that modesty and caution which befits Religious men. For this reason let them abhor suspect places and gatherings, abstain from theatres, dances and other public spectacles; let them avoid the company of superiors, loose conversations, matters foreign to religion, men professing suspect doctrines, readings contrary to morals or to the faith as taught by the Holy See, and other dangers of sin; let them not neglect to frequent churches and the sacraments as much as is permitted them; let them attend Catholic circles or associations for the recreation and instruction of their minds.
6 IV. Wherever their station is placed, if there is a house of their Religion or Institute there, let them frequent it and be under the immediate vigilance of the Superior. But if the aforesaid house is not present, or they cannot conveniently frequent it, let them approach a priest designated by the Bishop, make use of his counsel and direction, so that when they must leave that station, they may receive from him a written testimonial of their observance of all those things prescribed in the preceding article. If a priest designated by the Bishop is not available, let them themselves choose a prudent priest, to be immediately indicated to their Superiors, who shall obtain information from the Ordinary concerning the morals, doctrine and prudence of the same. Furthermore, let them establish correspondence and, as far as possible, diligently maintain it with their respective Superior or another religious or member of their Institute designated for this purpose, whom they shall keep informed of the manner and condition of their life, of each change in their station, and especially let them notify him of the name and residence of that priest whose direction and counsel they use, as prescribed above.
7 V. Superiors General or Provincial, and also local superiors, according to the custom of each Institute, are absolutely bound to inquire, either personally or through a delegated member (who shall be invested with the priestly order in clerical Institutes), concerning the life, morals and conduct of the students during military service, making use especially of the priest or priests mentioned above, through secret letters if necessary, so that they may be assured whether they have kept to the right path of faith and morals, observed the precautions prescribed above, and shown themselves faithful to divine vocation, their conscience being gravely bound thereto.
8 VI. When they have been definitively discharged from active military service, each one is bound to return by the right path to his own religious house, and there, if it is certain that they have conducted themselves well, as has been said in the preceding article, after some days of holy recollection have been observed, those who are bound by vows of simple profession shall be admitted to renew their temporary profession; but in Regular Orders, they shall be placed among the younger clerics or professed members, or at least in a house where perfect regular observance flourishes, under the special vigilance and direction of a religious person commendable for piety and prudence, who in clerical Institutes must be a priest. In that state they must complete the full time (which shall not be less than a year according to what has been said in articles I and II) to be observed according to the Apostolic Prescriptions and the Constitutions of their own Religious Family before solemn or perpetual vows, provided however that the S. Congregation for Religious.
9 shall reckon the time spent in simple or temporary vows from the first emission of vows until departure from the religious house on account of military service; but not the time that was spent in military service.
10 VII. During that time, let them apply themselves to studies and regular observance; and let the immediate Superiors and those placed in charge of the direction of the younger members consider them most diligently, let them examine their morals, their fervor of life, their sentiments, their doctrines, their zeal for perseverance, so that they may be able to render an account of them to the greater Superiors before final profession under oath.
11 VIII. If any, during military service or after it has ended, before they are admitted to solemn or perpetual profession, have shown doubtful signs of perseverance, or have not obeyed the prescribed precautions during the time of military service, or have departed from the purity of morals or faith, they shall be dismissed by the Superior General with the consent of his Counselors or Definitors, and their vows shall be considered dissolved by the very act of dismissal. But if these young men themselves desire to be released from the bond of vows or freely petition for it, power is given to the aforesaid Superiors, as delegates of the Apostolic See, to dissolve the vows, if it concerns clerical Institutes: but if the matter concerns lay Institutes, the vows shall be considered dissolved by letters of the Superiors, by which permission is given to them to return to the world.
12 IX. These prescriptions shall also bind ecclesiastical Societies which, although they do not use vows, neither solemn nor simple, nevertheless have simple promises by which their members are bound to those Societies.
13 X. If anything new in this Decree is unforeseen, or if anything doubtful in its understanding should occur, recourse shall be had to this S. Congregation in individual cases.
14 All these things His Holiness Our Lord Pius X, on the report of the Undersecretary, deigned to ratify and confirm on the 27th day of the same month of August 1910. Notwithstanding any contrary provisions whatsoever. Given at Rome, from the Secretariat of the Sacred Congregation for Religious, on 1 January 1911.

6 IV.
10 VII. Eo tempore, studiis et regulari observantiae dent operam; Superiores autem immediati ac sodales iuniorum directioni praepositi eos diligentissime considerent, eorum mores, vitae fervorem, placita, doctrinas, perseverandi studium perscrutentur, ut de eis ante ultimam professionem maioribus Superioribus rationem sub fide iuramenti reddere valeant.
11 VIII.
