Orientales omnes

Encyclical on the Eastern Churches and the Ruthenian Church

Encyclical of Pope Pius XII ·

PIUS XII, POPE, TO THE VENERABLE BRETHREN, GREETINGS AND APOSTOLIC BLESSING

1 All the Eastern Churches — as history teaches — have always been pursued by the Roman Pontiffs with the most loving will; and indeed, bearing heavily the departure of these Churches from the one fold, and moved not by any human consideration, but by divine charity and concern for the common salvation, they have invited them again and again to return as quickly as possible to that unity from which they had miserably departed.1 For it is altogether certain and established for them that from such a conjunction, happily restored, both for the universal Christian cause and in a particular manner for the Orientals themselves, the most abundant fruits will arise; since from the full and perfect unity of all Christians the mystical body of Jesus Christ and its individual members cannot fail to obtain great increase.

2 On this matter it should be noted that the Orientals have no reason to fear that they, with faith and governance restored to unity, will be compelled to abandon their legitimate rites and customs; which indeed Our Predecessors have declared more than once clearly and plainly. "Nor is there reason for you to doubt that We, or Our Successors, will take away anything from your right, from your patriarchal privileges, from the ritual custom of each Church."2 Although, however, that happy day has not yet come when it is permitted Us to embrace all the peoples of the East, returned to one fold, in a paternal breast, we are nevertheless pleased to see not a few sons from these regions who, having recognized the Chair of Blessed Peter as the citadel of Catholic unity, persevere with the greatest tenacity in maintaining and strengthening this same unity.

3 Among these indeed today it pleases Us to make special mention of the Ruthenian Church, not only because it excels in the number of its followers and in zeal for retaining the faith, but also because three hundred and fifty years have now passed since that same Church was happily restored to communion with the Apostolic See. If it is fitting that those to whom the matter belongs should celebrate this event of good fortune with grateful hearts, we nevertheless deem it also opportune to recall it to the memory of all the faithful, both that they may render immortal thanks to God for this splendid benefit received, and also that together with Us they may humbly beseech Him to deign graciously to relieve and mitigate the present distresses and anxieties of this most beloved people, to protect their most holy religion, to guide their constancy, to preserve their faith unharmed.

4 We think, however, Venerable Brethren, that it will not be without usefulness if we touch upon the events in question through these Letters, pressed and briefly, for the sake of historical truth. And at the beginning it should be noted that before even the union of the Ruthenians with the Apostolic See was accomplished in the years 1585 and 1586 with happy auspices at Rome and confirmed in the city of Brest, these peoples had more than once looked toward the Roman Church, as the one mother of the entire Christian community, and had shown it the obedience and reverence due, mindful of their duty. Thus, for example, St. Vladimir — that distinguished Prince, whom almost innumerable peoples of the Russian dominion venerate as the author and promoter of their conversion to the Christian faith — although he had borrowed the liturgical rites and sacred ceremonies from the Eastern Church, not only persisted in the unity of the Catholic Church, mindful of his duty, but also took care diligently that friendly and mutual relations should exist between the Apostolic See and his Nation. And not a few of those who were born from his noble line, after the Constantinopolitan Church was also separated by the dread schism, received the Legates of the Roman Pontiffs with due honors, and were bound by the bonds of fraternal necessity with the other communities of the faithful.

5 For this reason Isidore, Metropolitan of Kiev and of the Russias, acted not at all out of harmony with the most ancient monuments of the Ruthenian Church preserved in memory, when in the year 1439 at the Ecumenical Council celebrated at Florence, he subscribed the decree with his own name, by which the Greek Church was solemnly joined to the Latin Church. Nevertheless, upon returning from the Council, although he was received at Kiev in his seat of honor with great joy, he was subsequently thrust into prison at Moscow, forced to flee and to depart from the territory.

6 Yet the memory of this happy union of the Ruthenians with the Apostolic See did not become entirely obsolete in the course of ages, although there occurred more than one cause, on account of the most sad conditions of the times, why it should be completely erased. Thus we know that in the year 1608 Gregory, Patriarch of Constantinople, consecrated in this noble city a certain Gregory, Metropolitan of the Ruthenians, who was then subject to the Grand Duke of Lithuania; and we know also that one or another of the successors of this Metropolitan attempted to restore the bond of unity with the Roman Church, although adverse circumstances did not permit this unity to be made declared and solemn in its promulgation.

7 As the sixteenth century drew to a close, it became increasingly and daily more manifest that the desired renewal and reform of the Ruthenian Church, weighed down by grave afflictions, could not be hoped for except through a restored union with the Apostolic See. Even the writers of history themselves, who are from among the dissenters, describe the most unhappy state of this Church and openly confess it. And the Ruthenian nobles, gathered at Warsaw in the year 1585, when they set forth their complaints to the Metropolitan in vivid and sharp words, asserted that their Church was vexed by such evils as had never been greater, nor could be in the future.

8 Nor did these same men hesitate to call the Metropolitan himself and the Bishops and the rulers of monasteries to account, and to charge them with grave accusations; in which matter indeed, since men from the lay order rose up against the hierarchy, the bonds of ecclesiastical discipline appeared to be considerably relaxed. It is therefore no wonder if the sacred Prelates themselves at length, after various remedies had been tried in vain, judged that the sole hope of the Ruthenian Church lay in its return to Catholic unity. At that time Prince Constantine Ostrogski—than whom no one among the Ruthenians was more powerful—favored such a return, provided only that the entire Eastern Church would assent to the Western; but afterwards, when he perceived that such a plan would not be undertaken as he desired, he opposed most bitterly the restoration of the union. Nevertheless, on the day before the Kalends of December, in the year 1586, the Metropolitan and six Bishops, having conferred together, issued a common declaration, by which they declared themselves ready to promote the desired harmony and unity. Into which opinion they wrote thus: "We have come to this conclusion, considering with great sorrow on our part how many obstacles men have to salvation without this union of the Churches of God, in which, beginning from Christ our Saviour and His holy apostles, our predecessors persisted, and acknowledged one supreme Pastor and first Prelate in the Church of God here on earth—as we have manifest testimony from the Councils and canons on this matter—and no other whatsoever except the Most Holy Roman Pontiff, and they obeyed him in all things; and as long as this remained uniformly in its strength, there was always in the Church of God order and increase of divine worship."

9 Before, however, they could happily bring this praiseworthy plan to fruition, it was necessary that lengthy and most difficult negotiations should intervene. At length, after a declaration of the same kind had been issued on the tenth day before the Kalends of July, in the year 1585, in the name of all the sacred Ruthenian Prelates, and when the matter had progressed in the month of September to such a point that Cyril Terletskyj, Bishop of Luck and Exarch of the Constantinopolitan Patriarch, as well as Hypatius Potiej, Bishop of Vladimir, acting as procurators of all the other Bishops, were able to undertake the journey to Rome. On this journey a document was brought by them in which conditions were proposed by which all the sacred Ruthenian Prelates were prepared to embrace the unity of the Church. The Legates having been received with great benevolence, Our Predecessor of happy memory, Clement VIII, committed the document which they had brought to the Council of the Cardinal Fathers to be carefully examined and approved. Soon the deliberations concerning the whole matter had a happy and desired outcome: for on the tenth day before the Kalends of January in the year 1586, these same Legates being admitted before the Supreme Pontiff, after they had delivered to him the declaration of all the Bishops in a most solemn assembly, they made a solemn profession of the Catholic faith in their own name and that of the others and promised due obedience and fitting reverence. On the same day Our Predecessor Clement VIII communicated the joyful news of this event throughout the whole world by means of the Apostolic Constitution Magnus Dominus et laudabilis nimis, congratulating all. How much with joy and with what benevolence the Roman Church embraced the Ruthenian people received into the unity of the fold is evident also from the Apostolic Letters Benedictus sit Pastor given on the seventh day of the month of February in the year 1586, by which the Supreme Pontiff informed the Metropolitan and the other Ruthenian Bishops of the happily obtained union and conjunction of their whole Church with the Apostolic See. In these Letters the Roman Pontiff, after briefly explaining what had been done and treated at Rome on this account, and having gratefully exalted the work undertaken at length through divine mercy, decreed that the legitimate uses and rites of the Ruthenian Church could be preserved inviolate. "For your rites and ceremonies, which in no way impede the integrity of the Catholic faith and our mutual conjunction, We have likewise permitted you to retain in the same manner and mode as was permitted by the Council of Florence." Then indeed he asserted that he had requested from the august King of Poland that he should wish not only to protect the Bishops and those things pertaining to them with his patronage, but also to adorn them with the most ample honors and to admit them into the Senate of the Kingdom, as was their desire. And finally he exhorts those sacred Prelates with fraternal spirit that they should convene a general Council from the whole province as soon as possible, and that they should wish to ratify and confirm there the union obtained between the Ruthenians and the Catholic Church.

10 This Council, which was participated in not only by all the Ruthenian Bishops and many other ecclesiastical men together with the Royal Legates, but also by the Latin Bishops of Leopolis, Luck, and Chelm, who acted in the person of the Roman Pontiff, was celebrated in the city of Brest; and although the Bishops of Leopolis and Premislia had miserably withdrawn from the given consent, nevertheless on the 6th day of October in the year 1596, the conjunction of the Ruthenian community with the Catholic Church was happily confirmed and proclaimed. From this reconciliation and association, which so well responded to the necessities of the Ruthenian people, it was indeed to be hoped that abundant fruits would be produced, with the consent of all.

11 Yet there came «an enemy man» and «sowed cockle in the midst of the wheat»; whether on account of the cupidity of certain men of influence, or on account of enmities undertaken in political matters, or finally on account of the negligently conducted instruction and preparation of the clergy and people in this matter beforehand, most bitter contentions and long-lasting calamities followed, by which at times this work begun under such excellent auspices seemed to be in danger of being miserably submerged.

12 [15] That this indeed did not happen at the very beginning of the matter on account of persecutions and quarrels, to which not only dissenting brethren, but also certain Catholics applied themselves, is to be attributed chiefly to the Metropolitans Hypatius Potiej and Joseph Velammo Rutskyj, who strove with untiring zeal to protect and advance this cause; and they effected this in a particular manner so that priests and members of monasteries might be conformed to sacred disciplines and good morals, and all the Christian faithful might be instructed in the precepts of the true faith.

13 [16] Not many years after, however, this work of reconciliation was consecrated by the blood of martyrdom: for on the day before the Ides of November, in the year 1623, Josaphat Kuncevitius, Archbishop of Polotsk and Vitebsk, most illustrious in the sanctity of his life and apostolic zeal and an invincible defender of Catholic unity, [18] sought out by schismatics with the most bitter hatred, was put to death, pierced through with darts and slain by a savage axe. But the sacred blood of this martyr also became, in a manner, a seed of Christians; for the murderers themselves, all except one, repenting of their deed, before they were punished with capital penalty, abjured schism and detested their crime. In like manner, that Meletius Smotrytskyj, the keenest competitor of Josaphat for obtaining the see of Polotsk, returned to the Catholic faith in the year 1627, and although he wavered for some time between both sides, soon nevertheless defended with strenuous spirit unto death the covenant of the Ruthenians' return to the bosom of the Catholic Church, this too seems to be attributable to the patronage of this most holy martyr.

14 [19] Yet difficulties of every kind increased over the years, by which such a reconciliation, happily begun, was hindered. Most grave, however, was this: that the Kings of Poland, who at the beginning seemed to promote the matter by their patronage, being thereafter constrained by the force of external enemies and by the dissensions of domestic factions, made greater concessions to the haters of Catholic unity, who were not lacking. Wherefore in a short time this most holy cause came to such a pass, as the Ruthenian Bishops themselves confessed, that it was supported by no other protection, save that of the Roman Pontiffs,* who, by sending most loving letters and imparting aid according to their ability, and especially through the Apostolic Nuncio in Poland, sustained the Ruthenian Church with a strong and fatherly heart. And the more sorrowful the times became, the more brightly shone forth the diligence of the sacred Ruthenian Prelates; who indeed strove to instruct the rude people in Christian precepts, and to advance priests not sufficiently educated to a higher degree of sacred doctrine, and finally to imbue monks, if their morals lay slack, with renewed ardor of discipline and an outpouring of sanctity. Nor did these same lose heart, when in the year 1630 the ecclesiastical goods of the dissenting brethren of the hierarchy recently established were for the most part attributed to others, and when in the pacts made between the Cossacks and the King of Poland it was decreed that the restored connection of the Ruthenians with the Apostolic See was to be abolished; but rather they continued steadfastly and tenaciously to defend the flocks entrusted to them.

15 [20] But God, who does not permit His people to be tormented by excessive afflictions, at length in the year 1667, with peace established at Andrusovo, caused more tranquil times to shine forth upon the Ruthenian Church, after so many hardships and losses; from which peace obtained, the holy religion received greater increases day by day. For Christian morals and Christian faith flourished so as an example, that even in those two Eparchies, which in the year 1596 had miserably remained separated from unity, the return to the Catholic fold was being discussed with increasing consensus of all daily. Thus it happily came to pass that in the year 1691 the Eparchy of Premysl, and in the year 1700 that of Leopolis, were joined to the Apostolic See; and so almost the entire Ruthenian nation, which at that time dwelt within the borders of Poland, at length enjoyed Catholic unity. With matters thus flourishing day by day with great benefit to Christian affairs, in the year 1720 the Metropolitan and the other Bishops of the Ruthenian Church convened at Zamość in Council so that, having conferred together, they might more aptly provide for the growing necessities of the Christian faithful according to their ability, from whose Council decrees—which Our Predecessor of venerable memory Benedict XIII confirmed through the Apostolic Constitution Apostolatus officium on the 19th day of July, in the year 1722—no small advantages accrued to the Ruthenian community.

16 Yet by the inscrutable counsel of God it came to pass that, as the eighteenth century was drawing to a close, this same community was afflicted by not a few persecutions and vexations; which indeed, after the Polish Commonwealth was partitioned, were sometimes more severe and bitter in those parts which were joined to the Russian Empire. And, after Alexander I the Emperor had departed this life, a plan was undertaken with deliberate and reckless audacity to utterly break the unity of the Ruthenians with the Roman Church. Already before this, the Eparchies of this people had been cut off from almost all commerce with the Apostolic See. But soon Bishops were elected who, imbued and moved by zeal for schism, could become followers and supporters of civil authority; in the Vilnian Seminary, established by the Emperor Alexander I, doctrine hostile to the Roman Pontiffs was imparted to the clergy of both rites; the Basilian Order, whose members had always been of the greatest assistance to the Catholic Church enjoying the Eastern rites, was deprived of its own governance and its own administration, its monks and monasteries being wholly subjected to Eparchial Consistories; and finally, Latin rite priests were prohibited by grave penalties from administering the sacraments and other safeguards of religion to the Ruthenians. And at last, alas, in the year 1839 the union of the Ruthenian Church with the dissenting Russian Church was solemnly proclaimed. Who could recount, Venerable Brethren, the sorrows, losses, and straits of circumstances by which that most noble Ruthenian people was affected at that time, called to account for crime and fault solely because, by force and by fraud as they were compelled to schism, they protested against the injuries inflicted upon them, and strove to the best of their ability to retain their faith?

17 With justice and merit therefore did Our Predecessor of pious memory, Gregory XVI, in an Allocution delivered on the 22nd day of November in the year 1839, denounce to the whole Catholic world, complaining and lamenting, this indignity of the matter; yet neither his solemn remonstrances nor his reprobations were heeded; and so the Catholic Church had to mourn these her sons torn from her maternal bosom by unjust violence.

18 Moreover, not many years later the Eparchy of Chelm also, belonging to the Kingdom of Poland as united with the Russian Empire, suffered the same wretched fate; and those faithful who refused to depart from the true faith, and who with unconquered heart resisted the union imposed in the year 1875 with the dissenting Church, out of conscientiousness of duty, were the same ones who were shamefully punished both by pecuniary penalties, by beatings, and by exile. But on the other hand, at this very same time in the Eparchies of Leopolis and Premislia, which indeed, when the Polish Commonwealth was divided, were

19 joined to the Austrian Empire, the cause of the Ruthenians was proceeding tranquilly and peacefully. In the year 1807 the title of Metropolitan of Halicz was restored there, and perpetually joined with the Archdiocese of Leopolis. And in this province matters flourished to such a degree that two Metropolitans in succession, Michael Levyckyj (from 1816–1858) and Silvester Sembratovyc (from 1882–1898), who each presided over their jurisdiction with outstanding prudence and burning zeal, were honored by the Roman Purple on account of their distinguished qualities of mind and singular merits, and were admitted to the supreme Senate of the Church. And when the number of Catholics was increasing more and more each day, Our Predecessor of happy memory, Leo XIII, in the year 1885 legitimately established a new Eparchy, namely that of Stanislaopolis; and six years later the happy state of the Galician Church was confirmed in a special manner, when all the sacred Prelates together with the Legate of the Supreme Pontiff and several others from the clergy gathered at Leopolis, so that there they might celebrate a Council from the whole Province and issue appropriate norms concerning liturgical matters and sacred discipline.

20 But when, as the nineteenth century was drawing to a close and the twentieth was beginning, very many Ruthenians on account of economic straits had migrated from Galician lands to the federated northern American States, to the Canadian region, and to the nations of southern America, Our Predecessor of happy memory, Pius X, fearing with anxious mind lest these most beloved sons of his, ignorant of the place and language and inexperienced in Latin rites, should be ensnared by the deceits of schismatics and heretics, or entangled by doubts and errors should miserably cast away all religion, in the year 1907 appointed a Bishop furnished with certain faculties for them. Later, however, when the number and needs of these Catholics increased, a special Ordinary Bishop for the Ruthenians, originating from Galicia, in the federated American States, and another in the Canadian Region were appointed, besides the Ordinary Bishop, destined for the faithful of this rite, who had transferred their sees either from Subcarpathian Ruthenia, or from Hungary, or from Yugoslavia. And thereafter both the Sacred Congregation for the Propagation of the Faith and the Sacred Congregation also placed over the Eastern Church have regulated the ecclesiastical affairs of the Ruthenians in those jurisdictions which we mentioned above and also in the lands of southern America, by decrees and norms that were fitting and opportune.

21 It is therefore not surprising, Venerable Brethren, if the community of Catholic Ruthenians, when occasion was given, wished more than once to manifest openly their grateful spirit and their most devoted will to the Roman Pontiffs. This indeed occurred in a particular manner in the year 1885, when the third century was completed since the happy union of their ancestors with the Apostolic See was held at Rome and confirmed in the city of Brest. For, besides the fact that in individual places of the Galician province the celebration was honored with appropriate solemnities, a most ample Legation of the Metropolitan and Bishops was also sent to Rome, which might reveal the love of the Ruthenian Church toward the highest Pontiff and Successor of Blessed Peter, and profess to him observance, veneration, and obedience. When our Predecessor of happy memory Leo XIII received this most ample Legation with due honors, and addressed it with paternal joy and paternal benevolence, he extolled the union of the Ruthenians with the Apostolic See with the highest praises, as being for all those who retained it with sincere heart a most healthful source of true light, unshaken peace, and heavenly fruits.

22 Nor were the benefits which the Roman Pontiffs conferred upon this most dear people less in our own age. Especially when the first war of Europe and almost all nations devastated those regions, and likewise through the following years, they left nothing undone which could impart some aid and solace to the Ruthenian community. And when grave difficulties, by which this Catholic community was pressed, had been overcome with God's help, it was seen that their Bishops' untiring study and the helpful work of the rest of the clergy responded with active and willing spirit. Yet another war, alas, was added, and that, as all know, much more grave and much more pernicious to the Ruthenian hierarchy and its faithful flock. But before, Venerable Brethren, we write briefly about the present hardships and straits which this Church suffers with the utmost peril to its own life, it pleases us to add something from which it may be seen more clearly and more illustriously how great, how excellent the benefits which that union, happily begun 350 years ago, has brought forth to the Ruthenian people and their Church.

23 For indeed, after we have touched upon the history of this most auspicious union summarily and briefly, and have seen its joys sometimes, sometimes its most sorrowful vicissitudes, this question occurs to us: what benefit did such a union bring to the Ruthenian people and their Church? what advantages and utilities have come to them from this Apostolic See and the Roman Pontiffs? To this question, while we, as is fitting, respond, we seem to do something very opportune and very useful, especially since there are not lacking most bitter enemies and deniers of this Brest reconciliation.

24 And first it must be noted that at no time did our Predecessors fail to strive most earnestly to protect and preserve the legitimate Ruthenian rites. For when their Bishops, sent to Rome through the Bishops of Vladimir and Luceria for this cause, had requested from the Roman Pontiff "that Your Holiness deign to preserve and confirm the administration of the sacraments, the rites and ceremonies of the Eastern Church integrally, inviolably, and in the manner in which they used them at the time of the union... for yourself and your Successors, changing nothing in this matter," Clement VIII, kindly assenting to their prayers, prescribed that nothing whatsoever should be changed in this regard.

25 And not even the use of the new Gregorian calendar—which, since the liturgical calendar of the Eastern rite was retained, seemed at first to be required to be used also by the Ruthenians—was later imposed upon them; since the Julian calendar can continue to be in force among them even to our times.

26 Furthermore, that same Predecessor of Ours, by letters given on the twenty-second day of the month of February in the year 1586, granted that those suffragans of the Ruthenian Bishops who had been duly nominated, their election, just as had been proposed in the pact of reconciliation, and according to the ancient discipline of the Eastern Church, should be confirmed by the Metropolitan. And other Predecessors of Ours permitted that the Ruthenians might establish schools and places of learning in any parts of Russia, and might freely and lawfully entrust them to moderators and teachers of their own choosing; and likewise they decreed that the Ruthenians, as regards the bestowal of spiritual favors, should not be held in a lower place than other Catholics; and indeed, like other faithful Christians, they willed them to be and to become partakers of all the gifts of indulgences, if only they themselves would also obey the necessary prescribed conditions. But Paul V willed that all those who would frequent the places of learning and disciplines established by the Metropolitans should have those special graces which the Roman Pontiffs had bestowed upon students from the sodalities of the Blessed Virgin Mary established in the sacred buildings of the Society of Jesus; and those who would devote themselves to the Spiritual Exercises among the monks of St. Basil, Urban VIII granted with the same benefits of indulgences which had been conceded to the regular clergy of the Society of Jesus. From which matters it is clearly evident that at no time did Our Predecessors treat the Ruthenians with any other than the same paternal charity as other Catholics of the Latin rite. And they also made it their ancient practice to defend the rights and privileges of their hierarchy. For, when not a few of the Latins asserted that the Ruthenian rite was of inferior grade and dignity, and when some of the Latin Bishops themselves claimed that the Ruthenian sacred Prelates did not enjoy complete Episcopal rights and duties, but were subject to them, this Apostolic See, rejecting such unjust opinions and judgments, issued a decree on the twenty-eighth day of the month of September in the year 1643, in which it established the following: « The Most Eminent Cardinal Pamphilio reporting, His Holiness approved the decree of the same particular Congregation of the United Ruthenians, of the fourteenth of August last past, by which it is decreed that Ruthenian Bishops united are Bishops, and as such ought to be named and held. He approved the decree of the same Congregation, by which it is decreed that Ruthenian Bishops are able in their Bishoprics to establish schools for instructing in the humanities and sciences their youth, and that Ruthenian ecclesiastics enjoy the privileges of canon, forum, immunity, liberty, which the priests and Church of the Latins enjoy ».

27 The unwearied and solicitous care of the Roman Pontiffs concerning the preservation and protection of the Ruthenian rites is drawn out especially from the course of that long-standing question which pertains to the change of that same rite. For although, on account of particular reasons entirely beyond their will, they could not for a very long space of time impose a strict prohibition of this change upon the laity, yet from repeated attempts not once to prescribe that prohibition, and likewise from the exhortations which they made to the Latin Bishops and priests, it shines forth clearly how much this matter was at heart to Our Predecessors. In the decree itself, by which the union of the Ruthenians with the Apostolic See was happily established in the year 1585, no clear and open prohibition is placed against passing from the Eastern rite to the Latin. Nevertheless, what the mind of the Apostolic See was even then, is made manifest from letters given by the General Superior of the Society of Jesus in the year 1608, in which he writes to the members dwelling in Poland, that those who had never made use of the Latin rite could not, after the reconciliation had been begun, take up that same rite, « since it has been commanded by the Church and particularly in the letters of the union made under Clement VIII, that each one remain in the rite of his Church ».

28 But when complaints became more frequent concerning noble Ruthenian youths adopting the Latin rite, the Council for promoting the Christian name, by a decree given on the seventh day of the month of February in the year 1624, commanded « that henceforth it should not be lawful for the Ruthenians, united, whether lay or ecclesiastical, both secular and regular, and especially the monks of St. Basil the Great, to pass to the Latin rite for any reason whatsoever, even the most urgent, without special permission of the Apostolic See ». Nevertheless, when Sigismund III, King of Poland, interceded so that even this decree should not be brought fully into effect — he indeed wishing that this prohibition should pertain only to ecclesiastical men — Our Predecessor of happy memory Urban VIII could not refuse this most generous patron of Catholic unity. Wherefore, what was not imposed by law on account of particular reasons, the Apostolic See strove to achieve by precepts and admonitions; and this is confirmed in more than one way.

29 Indeed, already in the preamble of the decree, given on the 7th day of July in the year 1624, by which the attainment of these sacred rites was forbidden to administrators of the Latin rite only, it was established that priests of the Latin Church were to be admonished not to incite lay faithful to attain the same rite in receiving the sacred mysteries and hearing confessions.^ And admonitions of this kind were repeated many times, which the Apostolic Nuncios in Poland strove with all their might by mandate of the Supreme Pontiffs to bring to the desired outcome. That, however, the mind and sentiment of the Apostolic See in this matter was not changed even in later times is evident also from the letters given by Our Predecessor Benedict XIV to the Bishops of Leopolis and Premislia in the year 1751, in which among other things these words are contained: « Letters have been brought to Us from Your Excellencies, written on the 17th of July, in which you rightly complain of the passage of Ruthenians from the Greek rite to the Latin rite, where, as you well know, Venerable Brethren, Our Predecessors abhorred these passages, and We ourselves abhor them, inasmuch as We desire not the destruction, but the conservation of the Greek rite in the highest degree »." And furthermore the same Pontiff promised that he would remove all barriers in this matter, and finally by solemn decree would prohibit such passage. Yet to his wishes and promises the desired outcome did not then respond, as the adverse conditions of affairs and times did not permit.

30 But finally, after the Roman Pontiffs Clement XIV and Pius VII decreed that Catholic Ruthenians of the rite, who dwelt in the regions of Russia, could not convert themselves to the Latin rite, in that convention, which is called the Concordia, entered into between Latin and Ruthenian Bishops in the year 1863, under the auspices of the Sacred Council for the advancement of Christian affairs, such prohibition was established to pertain to all Ruthenians.

31 [40] From those things which, Venerable Brethren, we have pursued thus far by writing chapter by chapter briefly and faithfully to history, it is easily gathered how greatly this Apostolic See has kept watch over the complete conservation of the Ruthenian rite, whether as regards the universal community or individual members; yet no one will marvel if the same See—with the principal rites, which pertain to the essence of the matter, always remaining intact and unimpaired—on account of the peculiar circumstances of affairs and times, has permitted or approved for a time certain minor changes. Thus, for example, in liturgical rites it permitted no changes to be made, not even from those which had been gradually introduced, except a few which had been decreed by the Ruthenians themselves, the Bishops, in the Synod of Zamość.

32 [41] Yet, when certain most cunning promoters of schism, under the appearance indeed of protecting the genuine integrity of their rite, but in reality in order that the unlearned people might more easily depart from the Catholic faith, attempted by private authority to introduce again ancient practices, already partly obsolete, the Roman Pontiffs, mindful of their duty, openly 3

33 [42] Acta Apostolicae Sedis - Commentarium Officiale denounced these wicked attempts, and opposed them, and [decreed] that « without consultation of the Apostolic See, nothing is to be changed in the rites of sacred liturgy, even in the name of restoring ceremonies which might seem more conformable to the liturgies approved by the same See, unless from the gravest causes and with the authority of the Apostolic See being obtained » ;

34 [43] decreed.

35 [44] Moreover, so far is it from the mind of the Apostolic See to have hindered the integrity and conservation of this rite, that rather it has been the author for the Ruthenian Church to venerate most religiously the monuments handed down from antiquity in liturgical matters. A splendid sign of this solicitous benevolence toward the Ruthenian rite is found in the new edition of sacred books published at Rome, begun in Our Pontificate and already in part happily completed, by which the Apostolic See, most willingly conceding to the wishes of the Ruthenian Bishops, has striven to restore their liturgical rites to their ancestral and venerable memories.

36 [45] Now another benefit, Venerable Brethren, comes to mind, which has assuredly arisen to the Ruthenian community from this union with the Apostolic See. By means of such a joining together this most noble people has been united with the Catholic Church, and therefore lives its life, is illuminated by its truth, and becomes a partaker of its grace. Hence from this supernatural source flow forth rivulets which so pervade and permeate all things, that the most beautiful flowers of all virtues can be brought forth, and abundant and most salutary fruits be produced.

37 [46] For indeed, before the return to unity took place, the dissenting brethren themselves complained that the holy religion had been laid waste in those regions, that the vice of simony was rampant everywhere in the selection of Bishops and other administrators of sacred things, that ecclesiastical goods had been squandered, the morals of monks corrupted, the discipline of monasteries collapsed, and that the bonds of obedience between the Christian faithful and their Prelates were daily growing weaker [[fn:Cf. Pius IX, Litt. Omnem sollicitudinem, d. d. xin Maii a. MDCCCLXXIV, citane GregoriumXVIIntergravissimus, PII IX Acta, VI, 317.]] and brought into peril; on the contrary, after unity was achieved, with God's inspiration and assistance, matters were gradually changed for the better. But with what firmness of spirit and constancy the Bishops had need, especially in the first times when they were tossed about by every kind of disturbance and persecution, in order to restore ecclesiastical discipline everywhere! What constant application of effort and patient endurance was required of them, that they might raise up the clergy conformed to the best morals, that they might console the flocks entrusted to them, vexed by harsh trials, and that they might sustain those whose faith wavered uncertainly, and strengthen them with every aid! Yet contrary to all human hope, it came to pass successfully that not only did such auspicious unity overcome all adverse storms victorious, but from the triumph gained it emerged even more vivid and strong.

38 [47] And not by the sword and scourges, not by promises or threats, but by the outstanding example of religious life and as it were by a splendid manifestation of divine grace, the Ruthenian Catholics led the dissenting Eparchies of Leopolis and Premislaus to enter at last into one fold.

39 [48] When tranquility and peace were finally restored, the flourishing state of the Ruthenian Church, especially in the eighteenth century, shone forth outwardly as well. Witnesses to this are both the principal temple of the city of Leopolis, dedicated to St. George, and the sacred buildings and monasteries which were erected at Pochaiv, Torocani, Zyrovitsi and elsewhere, indeed notable monuments of this period. Here it seems worthwhile to touch upon something concerning the Basilian monks, who by their devoted and zealous labors have merited so excellently and so well in this entire matter. After their monasteries, under the direction of Velamo Rutsky, were restored to a better and more holy form and reduced into a Congregation, many of the members there flourished so greatly in piety, learning, and apostolic zeal as to become guides and masters of religious life to the Christian people. In the schools and academies opened by them, to youths often distinguished by talent, they imparted not only an excellent education in human and divine disciplines, but also communicated their solid virtue to them in such a way that these youths were in no way inferior to those who were educated in Latin schools. This was indeed known and manifest even to the dissenting brethren, since not a few of them, leaving home and fatherland, betook themselves most willingly to these houses of learning, that they themselves might become sharers in such sweet fruits.

40 Nor have the Ruthenian community received lesser benefits in recent times from their union with the Apostolic See. This is easily apparent to all if they but consider the state of the Church in Galicia, as it was before the ruins and devastations of this terrible war. In this province namely, the Christian faithful numbered nearly three million six hundred thousand, priests two thousand two hundred seventy-five, and parish churches or parishes two thousand two hundred twenty-six. And moreover outside the Galician province, originating from it and dwelling in various parts of the world—especially in America—many Ruthenian Catholics were living, who could be reckoned at four or five hundred thousand. To this outstanding number of Christian faithful, which perhaps had never been greater throughout the course of time, there corresponded likewise in each Eparchy an outstanding zeal for virtue, piety, and Christian life.

41 In the eparchial seminaries, students were properly and diligently trained in preparation for the sacred duties to be undertaken; and the Christian faithful, participating in divine worship according to the norms of their rite with the greatest love and reverence, produced joyful and abundant fruits of religion.

42 While we touch upon this happy state of the Ruthenian Church briefly and concisely, we cannot pass over in silence that distinguished Metropolitan Andrew Szeptyckyj, who for nearly forty-five years, laboring with untiring diligence and zeal, proved himself in every way most worthy of the flock entrusted to him, not only in name but also as regards the spiritual benefit which pertains thereto. During the course of his episcopal ministry a Theological Society was founded, which would stimulate the clergy to more earnest study of sacred doctrine; an Ecclesiastical Academy was established at Lviv, in which Ruthenian youths of superior talent could fittingly devote themselves to philosophical, theological, and other higher disciplines—in that manner, namely, in which Universities are accustomed to employ themselves in these matters; writings of every kind, whether through books or through periodicals and commentaries published in print, received great increase, and flourished with praise even among foreign nations; and moreover the sacred arts were cultivated according to the ancestral memories of this people and its peculiar genius; a museum and other repositories of fine arts were furnished with splendid monuments of antiquity; and finally not a few institutions were established and advanced by which the necessities of the poorer classes of citizens and the destitution of the poor might be relieved. Nor can we pass over in silence those singular merits which both the men's and women's sodalities devoted to God have achieved in this matter, not without considerable and salutary benefit. And first indeed it pleases us to recall the monasteries of the Basilian monks and nuns, which, although they endured the civil power invading their affairs not without injury and detriment during the time of Joseph II, Emperor of Austria, were afterwards, namely in the year 1882 and the following years, restored to their former dignity through that reform which is called the Dobromilian; and while they unite with the love of contemplative life and the heavenly inspiration which is drawn from the norms and examples of the holy Founder, the zeal of apostolate. To these ancient monasteries of monastic life there have been added new religious sodalities of men and women with equal praise: such as the Order of Studites, whose monks are devoted especially to the contemplation of heavenly things and to the works of holy penance; such as the Religious Ruthenian Congregation of the Most Holy Redeemer, whose members labor with the greatest salutary fruit both in Galicia and in the Canadian region; and finally such as many institutes of religious women, whose duty it is to advance the education of girls and to undertake the care of the sick, and which are called either Handmaids of the Blessed Virgin Mary Immaculate, or Myrrh-bearers, or Sisters of St. Joseph, of St. Josaphat, of the Holy Family, of St. Vincent de Paul.

43 It pleases us moreover to make mention at this place of that Pontifical College, dedicated to St. Josaphat, which Our Predecessor of happy memory Pius XI erected on the Janiculum and furnished munificently. After for not a few centuries certain select youths were being trained in the Pontifical Greek College to undertake sacred ministries, another Predecessor of Ours, of immortal memory Leo XIII, in the year 1897, established for those adolescents who from the Ruthenian people were called by a certain divine instinct to the priesthood a College in Rome. But when the increasing number of students made this building inadequate, Our immediate Predecessor, out of his special charity toward the Ruthenian people, built a new and more spacious seat, as we have said, in which candidates for the priesthood, instructed and formed in sacred doctrines and the particular disciplines of their rite, might happily grow in veneration, observance, and love toward Jesus Christ's Vicar and in hope for the Ruthenian Church. Another benefit and ornament, Venerable Brethren, of no less importance has the Ruthenian community received from its union with the Apostolic See, when it has been honored with a noble company of confessors and martyrs, who in order to preserve the Catholic faith unimpaired and to maintain their devoted loyalty toward the Roman Pontiffs did not hesitate to endure every kind of labor and hardship and even gladly to meet death itself, according to that saying of the Divine Redeemer: "Blessed shall you be when they shall hate you, and when they shall separate you, and shall reproach you, and cast out your name as evil, for the Son of Man's sake. Be glad in that day and rejoice; for behold, your reward is great in heaven." From the number of these, the first to come to Our mind is that most holy Pontiff Josaphat Kuncevitius, whose praises for invincible fortitude we have already touched upon above, and who, sought out by the most wicked haters of the Catholic name for death, offered himself willingly to the executioners, and presented himself as a victim so that the return of the separated brethren might be reconciled as soon as possible. He was indeed the principal martyr of the Catholic faith and unity at that time, but not alone; for not a few followed him to the same palm of victory, both from the sacred and from the lay order, who were either slain by the sword, or beaten most cruelly with scourges unto death, or drowned in the Dnieper river, and from their triumphant death flew up on high.

44 [54] And not many years later, namely in the middle of the seventeenth century, when the Cossacks had openly taken up arms against the Polish commonwealth, the hatred of those who turned away from religious unity grew ever stronger and boiled up more vehemently; since they were persuaded that from this unity thus introduced, as from a first source, all the evils and calamities that had befallen proceeded; and so they resolved to overthrow and destroy it with all their might and by every means. Hence arose almost innumerable losses to the Catholic Church of the Ruthenians: many sacred buildings were profaned, plundered, destroyed, and their furnishings and property overturned: not a few of the sacred ministers and very many of the faithful were beaten with dire scourges, tortured with grievous torments, and taken away by most cruel death; and even the Bishops themselves, despoiled of their goods and cast down from their seat of honor, were forced to take flight. Yet these same men, even while this savage tempest raged, did not lose heart, nor did they leave the flock committed to them unguarded and undefended, so far as lay in their power; but rather, in the very midst of the straits of affairs, they strove by prayer, by contention, and by labor to lead the whole Church of Russia together with the Emperor Alexius to the unity of the fold.

45 [55] Moreover, a few years before the Polish commonwealth was partitioned, a new and no less bitter persecution of the Catholic name was begun. At that time, namely, when the soldiers of the Empress of the Russians invaded Poland, many sacred buildings of the Ruthenian rite were taken from Catholics by force and arms; and priests, who refused to abjure their faith, were put in chains, trampled upon, beaten with blows, and thrust into prison, where they were atrociously tormented by hunger, thirst, and cold. In constancy and fortitude of spirit these sacred ministers were not inferior to those who around the year 1839 suffered the loss of their goods and their very liberty rather than abandon the duties of their religion. Among their number it is fitting to make special mention of that priest Joseph Ancevskyj, who for thirty-two years was held in harsh custody in the monastery of Suzdal, and in the year 1877 obtained the reward of his eminent virtue by a most pious death. Likewise one hundred sixty priests, who, while openly professing the Catholic faith, were separated from their families left in misery and transferred to the interior regions of Russia and shut up in monasteries, could not be driven from their most holy purpose by hunger and other vexations. Nor with less fortitude of spirit did not a few from the Chelm Eparchy conduct themselves, who from both the sacred and lay orders resisted with invincible virtue the persecutors of the Catholic faith.

46 [56] Thus, for example, the colonists of the village of Pratolino, when soldiers approached to seize the sacred building and hand it over to the schismatics, did not repel force with force, but with their unarmed bodies pressed together, they threw themselves as a living wall against those attacking; and so some were wounded and subjected to dire cruelties, others were held in prison for many years, or deported to the frozen regions of Siberia, others finally were pierced by missiles and shed their blood for Christ. Of those who sealed the Catholic faith with their death, their cause has already been instituted in their Eparchy; from which there shines forth the hope that it will someday be permitted to enroll them in the order of the Blessed in Heaven. But these wicked deeds, alas, were perpetrated not in one place alone, but in many cities, towns, and villages; and after all the sacred temples of the Catholics were handed over to the followers of schism, after all the ministers of the sacred order, cast down from their seats, were forced to leave the flock committed to them unguarded, then the faithful were enrolled in the register of the dissenting Church, with no regard for their will. Yet these, although deprived of their shepherds and lacking the duties and aids of their religion, nevertheless strove to retain their faith with steadfast determination—

PIUS PP. XII VENERABILES SALUTEM ET FRATRES APOSTOLICAM BENEDICTIONEM

Tandem, postquam a. d. x calendas Iulias, anno MDLXXXXV, sacrorum omnium Ruthenorum Antistitum nomine nova edita fuerat eiusdem generis declaratio^ Septembri mense vergente res eo progressa erat, ut Cyrillus Terletskyj Episcopus Luceorierisis ac Constantinopolitani Patriarchae Exarf chus, itemque Hypatius Potiej Episcopus Vladimiriensis* utpote ceterorum omnium Episcoporum procuratores, romanum iter suscipere possent. Quo in itinere documentum ab eis allatum est, quo condiciones proponebantur, quibus sacrorum omnes Rutheni Antistites ad Ecclesiae unitatem amplectendam parati erant. Legatis magna cum benevolentia acceptis, Decessor Noster fel. rec. Clemens VIII, quod documentum attulerant, Purpuratorum Patrum Consilio diligenter excútiendum probandumque commisit. Mox initae de universa causa rationes felicem tandem optatumque habuere exitum: siquidem a. d. x calendas Ianuarias a.

14 [19] Attamen difficultates omne genus in annos augebantur, quibus incepta feliciter eiusmodi reconciliatio praepediebatur.

17 Iure igitur meritoque huius rei indignitatem Decessor Noster p. r.

19 Austriae Imperio coagmentatae fuere, Ruthenorum eausa tranquille plaeideque agebatur. MDCCCXVI-MDCCCCVIII) ac Silvester .Sembratovyc (a. MDCCCLXXXII-MDCCCLXXXXVIII), qui egregia prudentia incensoque studio dieioni quisque suae praefuerunt, ob insignes animi dotes ac singularia promerita Romana Purpura honestati, in supremum Ecclesiae Senatum cooptati sunt. Cumque catholicorum numerus magis in dies magisque augeretur, Decessor Noster fel. rec.

Ac gravibus opitulante Deo superatis difficultatibus, quibus haec catholicorum communitas premebatur, eam cernere fuit suorum Episcoporum indtfatigabili studio ceterique cleri adiutrici operae actuoso volentique animo respondere. At tamen alterum, proh dolor, accessit bellum, idque ut norunt omnes, Ruthenae hierarchiae eiusque fideli gregi multo quidem gravius multoque perniciosius.

Siquidem, postquam auspicatissimae huius coagmentatioiiis historiam summatim presseque attigimus, eiusque làetas interdum, interdum tristissimas vicissitudines vidimus, haec ;Nobis occurrit quaestio : quidnam Ruthenorum genti eorumque Ecclesiae eiusmodi coniunctio profuit? quaenam emolumenta utilitatesque iisdem ex Apostolica hac Sede Romanisque Pontificibus obvenere?

26 Praeterea idem Decessor Noster, litteris die xxin mensis Februarii a.

29 Siquidem iam in decreti prooemio, die VII mensis Iulii a.

33 [42] ActaApostolicae Sedis - Commentarium Officiale denuntiatas, pravis hisce conatibus obstitere, et « inconsulta Sede Apostolica, in sacrae liturgiae ritibus nihil esse innovandum etiam nomine instaurandi caerimonias, quae liturgiis ab eadem Sede probatis magis conformes esse viderentur, nisi ex gravissimis causis et accedente Sedis Apostolicae auctoritate » ;

34 [43] decreverunt.

Pius IX, Litt. Omnem sollicitudinem, d. d. xin Maii a.

Pius XI in Ianiculensi colle excitavit munificenterque instruxit.

PIO PP.

33 [42] Acta Apostolicae Sedis - Commentarium Officiale denunziarono questi perversi tentativi, e si opposero ad essi, e « che nulla sia da innovarsi nei riti della sacra liturgia, senza consultare la Sede Apostolica, neppure col pretesto di restaurare cerimonie, che sembrasse fossero più conformi alle liturgie approvate dalla medesima Sede, se non per gravissime cause e con l'autorità della Sede Apostolica » ;

34 [43] decretarono.

Pio IX, Litt. Omnem sollicitudinem, d. d. XIII Maii a.
