Motu proprio on the Commission for Russia and the publication of liturgical books in the Slavonic rite

Motu proprio of Pope Pius XI ·

APOSTOLIC LETTER OF THE HOLY SEE, MOTU PROPRIO, CONCERNING THE COMMISSION FOR RUSSIA AND THE PUBLICATION OF LITURGICAL BOOKS OF THE SLAVIC RITE. PIUS PP. XI

1 How solicitous a benevolence of mind we bear toward the peoples of Russia is declared not only by what we have put forth either in speaking or in writing, but especially also by what we have done for the good of that afflicted nation, when occasion was given. And if those straits of earthly things have held us anxious to such a degree, yet by the sad calamity by which that same people is pressed in the matter of morals, we have been affected much more keenly; and so we have striven to bring solace and remedy to such detriments with even more earnest zeal—according to our capacity. To this matter our "Commission for Russia," which we established some ten years ago, has labored with us in a particular way; to which indeed by Letters given motu proprio we entrusted the matters and causes "which pertain to the Russians, whether to those who dwell in their native soil, or to those who remain abroad, far from home." We have indeed experienced that abundant fruits from the work of such active apostolate, with God's help, have been able to be gathered during this not inconsiderable interval of time, inasmuch as not a few of the Russians hunger and thirst for justice. To the advancement of which most holy undertaking the docile and great usefulness and eagerness of our venerable brother Michael d'Herbigny, Bishop by title of Ilium, contributed not a little, whose singular expertise in this matter, pastoral industry, and generous striving have shone forth. Nevertheless, since the assistance of this Prelate has ceased [[fn:Cfr. Acta Ap. Sed., 1930, p. 153.]]

2 the useful work likewise of others, whose diligence We rightly and deservedly relied upon, has ceased, and since the labor increases daily and new proposals and undertakings are required, We have deemed it fitting to adapt the organization of this work in such a way that it may better respond to growing necessities, and that all things may not lack Our providence.

3 Therefore, having carefully considered the matter, by motu proprio and with certain knowledge and the fullness of Apostolic power, We establish and decree that only those affairs and causes which pertain to Russians dwelling in their native land shall be reserved to and entrusted to the "Commission for Russia," with the authority and right of the Sacred Congregation for the Oriental Church remaining intact according to the norm of canon 257. But in order that this work of such great weight and gravity may be carried out under Our immediate supervision and direction, as far as possible, We establish that the "Commission" shall be attached to the same Sacred Congregation for extraordinary ecclesiastical affairs; and therefore its Secretary shall at the same time be the President of this "Commission."

4 We likewise decree that a special "Section" shall be established at the Sacred Congregation for the Oriental Church, devoted to all those who, dwelling wherever on earth, profess the Slavic rite (which they call the Slavic-Byzantine rite), and therefore also to those from the Russian people who live abroad as exiles, and who until now have been subject to the "Commission for Russia." Into this Section, if circumstances warrant, certain Bishops from those dioceses in whose jurisdiction the aforesaid rite is used may be chosen to undertake the office of Consultors. All these things We command to be done for this reason: that We wish the glorious tradition of the Catholic Church to be carefully and vigilantly preserved, in whose light of truth the variety of rites shines forth in a wonderful manner, like the voices of one harmonious concert, which are raised from earth to heaven. Let those sons of Ours, who still remain, alas, far from their paternal home, take note again and consider that, if they return to Us, they will have complete freedom to preserve intact the splendor of each one's own rite, which indeed, on account of the antiquity of ancestral language and ceremonies, recalls those most happy times when the entire Christian world rejoiced in one faith, one fold, and one Shepherd. And We are so concerned that the Slavic-Byzantine rite be preserved safe and sound that, since We have ascertained that those among Our sons who use this rite lack liturgical books, We have decreed that books of this kind are to be published into the light without any delay. We therefore entrust this task to the Sacred Congregation for the Oriental Church, which in the preparation and care of such a matter shall receive as associates in counsel and labor those who excel in learning of principal importance in so weighty a matter, and who shall render willing service.

5 Moreover, in decreeing these things, it is Our intention that from this source there may shine forth again not only to Our sons who have returned to the unity of the fold, but also to those who are separated from Us, the active benevolence of the Catholic Church, and Our paternal solicitude may be open.

6 All things whatsoever established by Us in these Letters given motu proprio, We command to be firm and ratified, notwithstanding anything to the contrary.

7 Given at Rome at St. Peter's, on the twenty-first day of December, in the year

8 MDCCCCXXXIV,

9 the thirteenth year of Our Pontificate.

Ai'.TA AI'IISTHLICAH SEDIS MOTU PROPRIO DE COMMISSIONE PRO RUSSIA DEQUE LITURGICIS RITUS SLAVICI LIBRIS EDENDIS. PIUS PP. XI

Acta Ap.
