ORBEM CATHOLICUM*

MOTU PROPRIO
ORBEM CATHOLICUM*

8 Datum Romae apud Sanctum Petrum, die XXIX iunii, in festo Principum Apostolorum, anno MDCCCCXXIII, Pontificatus Nostri secundo.

PIUS PP. XI
MOTU PROPRIO
ORBEM CATHOLICUM
ON THE ORGANIZATION OF CHRISTIAN DOCTRINE INSTRUCTION THROUGHOUT THE CATHOLIC WORLD.

1 When We first addressed the Catholic world in Our Encyclical Letters, We pointed out that one remedy stood out among all the greater afflictions from which human society suffered, namely that the peace of Christ should be sought in the kingdom of Christ: and We added that such a kingdom on earth cannot be established in any other way than through the labor and industry of the Church, which devotes itself to the education of men. Now the Church accomplishes this especially when, in accordance with the wisdom of her institutions and laws, she imparts the doctrine of religion to children and adults alike. For this reason Our most beloved predecessor, Benedict XV, through letters sent by the Sacred Congregation of the Council, questioned the sacred Bishops from Italy as to whether they were complying with the various prescriptions concerning the religious instruction of the people; and they, each according to his diligence and zeal, responded to the questions put to them. Now what that most vigilant Pontiff had most opportunely begun, We, receiving this also as a heritage handed down by him with willing heart, have determined to perfect entirely. For this purpose, and also that We might extend the beneficial effect of this undertaking to all nations, it has pleased Us greatly to adopt a course of action, both to recall the thoughts and efforts of all good men to a cause so closely joined to the common salvation, and especially to aid and strengthen the sacred Pastors throughout the world in their labor and diligence in a matter than which nothing can be of greater importance, and to do this by establishing at the Roman Curia a special Office, by means of which the Apostolic See may better and more easily exercise toward the universal Church that supreme vigilance and care which We owe to so great a matter.

2 Therefore, by Our own motion and from the fullness of Apostolic power, We establish at the Sacred Congregation of the Council a special Office and by these Letters declare it established, which the Apostolic See shall use as an instrument to urge throughout the whole world obedience to its laws concerning the instruction of the people in the precepts of Christian doctrine: it shall be the duty of this Office to direct and promote the entire catechetical action in the Church.

3 Indeed, We are confident that salutary fruits will be obtained from this, especially if to the authority of the Apostolic See there is added the prompt and eager cooperation of the Bishops and the rest of the clergy and good lay people, which we do not doubt will be forthcoming. But nevertheless, We ask all associations and sodalities of Catholics of both sexes, that they allow themselves to be urged by Us to merit better each day before the Church in this matter, which appears to no Catholic to be either more holy or more necessary, either by themselves frequently attending the appointed sermons on catechism in their respective parishes as an example, or by providing assistance to the parish clergy.

4 And We urge even more earnestly devout families of both sexes dedicated to God, that they not only assist the individual Bishops of their respective dioceses in this very matter, but also take care that in their schools the students are gradually so instructed in catechism that, when they have more fully and wisely perceived Christian doctrine than is customary, they may be able to defend their faith against those things which are commonly wont to be objected, and strive to inculcate or persuade the same to very many others.

5 We also greatly desire that in the principal seats of religious sodalities which are dedicated to the instruction of youth, there, with the approval of the Bishops as leaders, schools be opened for selected adolescents of both sexes, who shall be formed by an appropriate course of studies and these same, after their knowledge has been tested, shall be duly certified as qualified to obtain the office of teaching Christian doctrine and sacred and ecclesiastical history. Let those therefore who preside over any religious houses take care to select from their members those whom they wish either to conduct such schools or to teach the precepts of religion to boys and girls.

6 It shall be the duty of the Bishops to watch over all schools concerning religion continually; likewise concerning the work undertaken in this matter and its outcome, especially as regards the schools which We have mentioned, the higher ones and those of colleges, to report accurately every third year to the Sacred Congregation of the Council. Thus happily, We hope, shall that great stain of the Catholic nations be wiped away, which is ignorance of divine religion, with the widespread return of thirsting souls increasing to the inexhaustible fountains of truth and grace, that is, water springing up unto life everlasting.

7 Moreover, We command that those things which We have established by these Letters shall always remain valid and firm, notwithstanding anything to the contrary whatsoever.

8 Given at Rome at St. Peter's, on 29 June, on the feast of the Princes of the Apostles, in the year 1923, the second year of Our Pontificate.
