18 II. Parimenti in ogni singola parrocchia, secondo la norma delle lettere circolari di questa S. Congregazione agli Ordinari d'Italia del 23 aprile 1924, si istituiscano scuole catechistiche parrocchiali, se non ancora esistono, nelle quali, presiedute dai parroci stessi, i fanciulli e gli adolescenti imparino con metodo stabilito i rudimenti della legge divina e della fede. In questa materia, affinché si rimedi alla grave negligenza dei genitori, di cui abbiamo parlato sopra, che ritengono i loro figli non tenuti a frequentare il catechismo parrocchiale perché la istruzione religiosa sia impartita in casa o nelle scuole pubbliche, dovranno osservarsi diligentemente le seguenti disposizioni: a) i parroci non ammettano i fanciulli ai Sacramenti della penitenza e della confermazione secondo le debite norme, secondo la prescrizione del canone 1330, se non abbiano conseguito una congrua istruzione catechistica secondo la norma del decreto della S. Congregazione dei Sacramenti dell'8 agosto 1910; e dopo che abbiano ricevuto la prima Comunione, si sforzino di coltivarli nel catechismo in modo più perfetto e più abbondante;

19 b) gli stessi parroci, i predicatori, i confessori e i rettori delle chiese si dedichino interamente a questo compito, ammonendo soprattutto i genitori della grave obbligazione che hanno di provvedere «affinché tutti coloro che sono loro soggetti o affidati siano istruiti nella dottrina cristiana» (can. 1335). In proposito Benedetto XIV nelle lettere encicliche Etsi minime del 7 febbraio 1742 § 7: «Consta anche che lo stesso Vescovo può e deve raccomandare ai sacri oratori con la massima diligenza, affinché nella predica inculchino nelle orecchie e negli animi dei genitori che loro interessa imbuire la prole ricevuta nei misteri della nostra religione; e se non fossero sufficientemente idonei a ciò, i figli devono essere condotti in chiesa, dove si spiegano i precetti della legge divina»;

20 c) parimenti i parroci e i curati si sforzino con tutte le forze di attirare i fanciulli a frequentare il catechismo parrocchiale con animo volenteroso per mezzo di quei mezzi che sembreranno più opportuni, per esempio, celebrando per i fanciulli la Messa in ogni giorno festivo di precetto, indendo certamini catechistici con premi proposti, e usando moderati e onesti divertimenti e attività;

25 a) affinché nelle parrocchie, nelle scuole e nei collegi la dottrina cristiana secondo la forma tramandata dalla Chiesa, sia insegnata rettamente da coloro che sono idonei;

26 b) affinché, a tempi stabiliti, si tengano riunioni di catechisti e altri convegni per le scuole di religione, di cui nel decreto di questa S. Congregazione del 12 aprile 1924, per ricercare i mezzi più idonei a promuovere l'insegnamento catechistico;

29 3. Affinché però il popolo cristiano rivolga talvolta l'animo particolarmente all'insegnamento religioso, si provveda a istituire, se non sia ancora in uso, in ogni parrocchia una giornata catechistica, nella quale si celebri la festa della dottrina cristiana con la maggiore solennità possibile. In questa occasione: a) i fedeli siano convocati nella chiesa parrocchiale, affinché, nutriti della S. Eucaristia, effondano preghiere per ottenere frutti più abbondanti della divina dottrina;

30 b) si tenga un sermone particolare al popolo sulla necessità dell'insegnamento catechistico, per cui i genitori soprattutto siano avvertiti di insegnare ai figli la medesima dottrina e di mandarli al catechismo parrocchiale, ricordando il precetto divino: Queste parole che io ti comando oggi, saranno nel tuo cuore, e le racconterai ai tuoi figli (Deut. VI, 6);

31 c) si distribuiscano al popolo libri, libelli, fogli e altre cose simili, adatte allo scopo;

Sacra Congregatio Concilii Quas quidem leges in canones redactas fere exhibet Codex iuris canonici, in quo (lib. III, tit. X X , cap. I) tota de institutione catechetica, in universa Ecclesia servanda, proposita et ordinata est disciplina. Latis vero a Codice legibus advigilandis iisdemque pro opportunitate urgendis, Pius Pp.

16 Quo vero eadem ipsa facilius in toto Orbe terrarum in effectum deducantur, haec Sacra Congregatio, probante Ssmo D. N. Pio Pp. XI, in omnibus dioecesibus exsequenda mandat quae sequuntur:

17 I. In singulis paroeciis, praeter confraternitatem sanctissimi Sacramenti, sodalitium doctrinae christianae, idque ceterorum princeps, ad normam canonis 711 § 2 instituatur, omnes quot sunt idonei catechismo edocendo et fovendo complectens, ludimagistros in primis, puerorum erudiendorum disciplinam callentes.

18 II. Item in singulis paroeciis, ad normam litterarum circularium huius S. Congregationis ad Ordinarios Italiae diei 23 aprilis 1924, scholae catechisticae paroeciales, si nondum exstent, constituantur, in quibus, parochis ipsis praesidibus, statuta methodo, pueri adolescentesque divinae legis ac fidei rudimenta addiscant. Qua in re, ut gravis, quam antea memoravimus, excutiatur desidia parentum existimantium catechismo paroeciali frequentando liberos suos non teneri, eo quod domi vel in publicis scholis religiosa institutio tradatur, haec diligenter servanda erunt: a) ad Sacramenta paenitentiae et confirmationis rite suscipienda parochi pueros ne admittant, ad praescriptum canonis 1330, qui congruam institutionem catechisticam non sint assequuti ad normam decreti S. Congregationis de Sacramentis diei 8 Augusti 1 9 1 0 ; eosque, cum primam Communionem receperint, perfectius ac uberius catechismo excolere satagant;

19 b) iidem parochi, concionatores, confessarii et ecclesiarum rectores, in hoc toti incumbant ut parentes praesertim moneant de gravi qua tenentur obligatione curandi « ut omnes sibi subiecti vel commendati catechetica institutione erudiantur » (can. 1335). In rem Benedictus XIV in litteris encyclicis Etsi minime diei 7 Februarii 1 7 4 2 § 7: «Constat etiam ipsum Episcopum posse ac debere sacris oratoribus quam diligentissime commendare, ut pro concione in parentum aures animosque ingerant, sua interesse mysteriis nostrae religionis susceptam prolem imbuere; et si ad id minus idonei fuerint, filios in ecclesiam adduci oportere, in q u a divinae legis praecepta explicantur »;

20 e) item totis viribus parochi curionesque contendant ut pueri ad catechismum paroecialem frequentandum alacri animo alliciantur iis mediis quae aptiora videantur, v. g., pro pueris Missam singulis diebus festis de praecepto celebrando, certamina catechistica, propositis praemiis, indicendo, atque moderata honestaque oblectamenta et industrias adhibendo;

Quapropter:

24 1. Quemadmodum iam in Italia provisum est per litteras huius S. Congregationis diei 12 Decembris 1929, Officium catechisticum dioecesanum, si fieri poterit, locorum Ordinarii instituant, quod, ipsis praesidibus, totam ream catechisticam in dioecesi moderetur. Huius Officii praecipua munia erunt curare:

25 a) ut in paroeciis, in scholis et in collegiis doctrina christiana iuxta formam ab Ecclesia traditam, et ab iis qui sunt idonei recte doceatur;

26 b) ut, statis temporibus, habeantur coetus catechistici aliique pro scholis de religione conventus, de quibus in decreto huius S. Congregationis diei 12 Aprilis 1924, ad perquirenda media institutioni catechisticae provehendae aptiora;

29 3. Ut autem in religiosam institutionem populus christianus interdum animum praecipue convertat, dies catechistica, si nondum in usu sit, in singulis paroeciis instituenda curetur, in qua festum doctrinae christianae, maiore qua fieri potest solemnitate, celebretur. Hac occasione: a) fideles in ecclesiam paroecialem convocentur, ut S. Eucharistia refecti, preces effundant ad uberiores impetrandos divinae doctrinae fructus;

30 b) peculiaris sermo populo habeatur de catecheticae institutionis necessitate, quo parentes praesertim moneantur ut filios eandem edoceant, atque ad catechismum paroecialem mittant, divinum praeceptum memorantes: eruntque verba haec quae ego praecisio tibi hodie in corde tuo, et narrabis ea -filiis tuis (Deut. VI, 6);

31 c) in vulgus distribuantur libri, libelli, folia, aliaque id genus, ad rem apta;

32 d) collecta fiat ad opera catechistica provehenda.

33 4. In locis praesertim ubi ob penuriam cleri, muneri doctrinam christianam docendi clerus ipse f acere satis non possit, idoneis catechistis utriusque sexus in parochorum auxilium providere Ordinarii satagant, in paroecialibus vel in publicis scholis ipsisque in dissitis paroeciae locis religiosam institutionem tradituris.

Postremo, probante Ssmo D. IS". Pio Pp. XI, haec S. Congregatio Episcopis universis mandat ut singulis quinquenniis, hac in re derogando memorato Motu proprio Orbem catholicum, de catechetica in eorum dioecesibus institutione ad eandem S. Congregationem accurate referant, iuxta quaesita quae sequuntur, et eodem servato ordine qui est in canone 340 § 2 Codicis I. O. quoad relationem ab Episcopis faciendam super statu dioecesis sibi commissae.

DECREE OF THE SACRED CONGREGATION OF THE COUNCIL ON CATECHETICAL INSTRUCTION TO BE MORE DILIGENTLY CULTIVATED AND PROMOTED

1 With prudent counsel indeed, the Catholic Church, guardian and teacher of divinely revealed truth, fulfilling her most holy office and duty, has deemed it necessary from the beginning to ensure that those being initiated into Christ the Lord and instructed in His discipline, especially children and adults, should receive the heavenly wisdom necessary for eternal salvation through the work and ministry of a legitimate teacher, imparted in catechetical manner.

2 And prudently indeed. For since all the knowledge of a Christian man is comprehended in the saying of the divine Redeemer: This is eternal life, that they may know thee, the only true God, and Jesus Christ whom thou hast sent, that knowledge is rightly and appropriately contained in catechetical instruction, by which to those listening, according to each one's age, ability, and condition, the sum of matters concerning God Himself, concerning Jesus Christ and His doctrine and discipline, is set forth and explained; which indeed being delivered and illustrated, scarcely anything more fitting can be desired by the faithful for obtaining a sure and firm norm for believing rightly and acting rightly. Wherefore it comes to pass that catechetical instruction in the Catholic Church has been held and is held as that voice by which divine Wisdom cries out in the streets: If any man be a little one, let him come to me; as that lamp shining in a dark place until the daystar arise; as that seed and leaven of the Gospel, from which the whole Christian life germinates and is nourished: for from it truly each faithful person, having happily borrowed the light of divine truth, the norm of divine law, the aids of divine grace, is able to see what things are to be done, and to grow strong in fulfilling what he has seen. This religious instruction indeed, while it brings great utility to all, certainly most greatly aids childhood and adolescence, inasmuch as it contains the hope of children and adolescents for the future age. Therefore the catechetical instruction of children is to be cared for and urged in the first place, especially if it should occur at an age in which, on account of more widely diffused zeal for learning, on account of multiplied facility for study, on account of a more suitable method of acquiring knowledge, the civil education of children and adolescents is anticipated and advanced; for it is absurd that, in such great apparatus of doctrines and ardor for learning, the knowledge of God and the greatest matters which are contained in religion should be neglected or passed over.

3 Moreover, that the instruction and doctrine of children and adolescents also contains the salvation of the commonwealth is plain. For it matters greatly both to the state and to religion, if citizens together with merely human doctrine and precepts of civil education should also imbibe the Christian spirit. From which it is plainly understood how lovingly no less than wisely the Church, teacher of Catholic truth and discipline, taking upon herself the person of Christ, cries out vehemently: Suffer the little children to come unto me, and forbid them not; for the kingdom of God is for such.

4 Since the Roman Pontiffs, supreme teachers and leaders of the Catholic faith, have observed and felt all these things well, they have never allowed their vigilance and diligence to be wanting in this matter.

5 To pass over earlier matters, the most clear testimony of this in these recent times exists in the encyclical letters of our predecessor Pius X, Acerbo nimis of 15 April 1905, in which the most vigilant Pontiff, having described the utilities proper to catechesis itself, rightly concludes that for no other reason does the faith of our age languish and be almost dead, except that the duty of transmitting Christian doctrine is either performed negligently or passed over. Wherefore he enacts laws by which that doctrine itself is transmitted to boys and girls, to adolescents, and finally to those advanced in age. The Sacred Congregation of the Council exhibits these same laws reduced almost into canons in the Code of Canon Law, in which (Book III, Title XX, Chapter I) the whole discipline concerning catechetical instruction, to be observed throughout the universal Church, is set forth and ordered. Moreover, to watch over the laws enacted by the Code and to urge them as opportunity demands, Pius XI by Motu Proprio Orbem catholicum of 29 June 1923 established the Office of Catechist with this Sacred Congregation of the Council, whose duty it is to direct and promote the whole catechetical action in the Catholic Church.

6 The solicitudes of Bishops have been in harmony with the commands and exhortations of the Supreme Pontiffs, who either in plenary or provincial Councils, or in diocesan Synods, or in catechetical Congresses, whether diocesan or national, have striven to order catechetical instruction more carefully. Yet, notwithstanding these happily begun undertakings everywhere, it is established from the reports of these same Bishops that much still remains which impedes the force and effect of transmitting Christian doctrine. And in the first place to be lamented indeed is the negligence of parents, of whom many, being themselves ignorant of divine things, make little or nothing of the religious instruction of their children. Which is indeed grave, since, with parents negligent or opposed, there is scarcely any hope that children will be religiously educated.

7 This matter becomes even more serious when, as happens in some nations, on account of party conflicts, the right of the Church in the Christian instruction of children is either brought into jeopardy or denied. For parents, held back by negligence, or by fickleness of mind, or pressed by circumstances themselves, neither resist unjust laws nor bestow any care or solicitude upon the catechizing of their children. But in regions where Catholics live together with non-Catholics, and do not hesitate to enter into mixed marriages with them, it commonly happens from the shared custom of spouses that they themselves and their children fall into contempt of divine things, or depart from the faith.

8 To this is added the very negligence of children and adolescents, who, distracted by other concerns, and attracted by games and bodily exercises, or led on feast days especially to profane spectacles, in which morals are not rarely relaxed, neglect to attend the parochial catechetical instruction, so that from their earliest years there begins and daily grows worse that forgetfulness and neglect of divine things of which we complain so greatly.

9 This forgetfulness, this neglect, brings greater harm to the faith, because there have gone out into the world ravening wolves, sparing not the flock, and false teachers have crept in, who, devoted either to atheism or to neo-paganism, and indulging in human inventions and ravings, by their writings and works cunningly strive to overturn the Catholic faith in God, in Jesus Christ, in the ministry of the Church; to whom there attach themselves all those who, inflamed with the unfortunate zeal of propagating Protestantism, presenting the appearance of Christian doctrine and piety, deceive with incredible ease those ignorant and unworthy of Catholic doctrine, and the faithful themselves who are simple and unwary.

10 These difficulties, although Bishops and other pastors of souls resist them with many cares already, do not thereby relieve this Sacred Congregation of the burden of repeatedly stirring up their diligence, nor do they exempt them from the obligation of always bringing greater solicitude to bear upon that from which the eternal salvation of the sheep committed to them is known to depend. For this reason it has seemed fitting to this Sacred Congregation to urge all those to whom it pertains with new incentives, and to prescribe certain things to them, and to point out certain others, which being observed, there is hope that catechetical instruction will be advanced for the better.

11 First, therefore, Bishops, by virtue of the most grave right and duty committed to them, shall add greater effort and industry to the care and diligence which they have been accustomed to bring to bear upon catechetical matters heretofore, for its advancement: wherefore, according to the norm of canon 336 § 2, they shall take care "that the faithful, especially children and the uneducated, be provided with the nourishment of Christian doctrine, and that in schools of children and youth instruction be given according to the principles of the Catholic religion"; and since by the prescription of canon 1336, "it is the duty of the local Ordinary to decree in his diocese all things which pertain to instructing the people in Christian doctrine", let each Ordinary weigh in the Lord what is to be provided, what is to be prescribed for this most holy and necessary work, and in what manner he may more easily attain and accomplish what he wills, taking note, if the case should arise, of those negligent or refusing with ecclesiastical penalties according to the norm of canons 1333 § 2, 2182; but conferring rewards upon the diligent, in such wise that he make known that in the conferring of parishes and other benefices, the zeal and diligence applied to the work of teaching catechism shall hold very great weight and importance with him.

12 Pastors, then, and others having care of souls, let them always remember that catechetical instruction is the foundation of the whole Christian life, and that all their counsels, studies, and labors are to be directed to its proper transmission. Let them therefore faithfully keep and carry into effect all that is prescribed in canons 1330, 1331, 1332, and let all things, especially in this matter, be done by all, so that all may gain Christ, and that they themselves may prove to be faithful ministers and dispensers of the mysteries of God, carefully considering to whom milk is needed, to whom solid food; and let them provide to each those nourishments of doctrine which may increase the spirit, so that the Christian man may not merely be ignorant of those things which pertain to religion, nor hold them merely as something transmitted by hereditary custom, but may have them known and understood in such a way that they may bear fruit for himself and for others.

13 Sacred Congregation of the Council. In this most holy ministry, according to the norm of canon 1333 § 1, "let pastors employ the labor of clerics dwelling in the territory of the parish, or even, if necessary, of pious lay persons, especially those who are enrolled in a pious confraternity of Christian doctrine or another similar one erected in the parish". All of these, whether called or commanded, shall willingly, indeed most gladly, contribute their auxiliary labor to the work, as cheerful givers whom the Lord loves. Nor indeed shall aid be lacking to a work so salutary, so pleasing to God, so necessary for the good of souls, according to the norm of canon 1334, the assistance of religious, if it be requested by the local Ordinary; and let these same religious, when called, rejoice, indeed let them desire to be called, so that also in this part of the Lord's field, where the harvest is great but the laborers are few, they may do well for the salvation of souls.

14 Finally, parents and those in the place of parents, from whom effective aid and protection is to be expected and sought in the matter at hand, should remember that they are bound by canon 1113 by a most grave obligation to care for the education of their children, both religious and moral, and also physical and civil, to the best of their ability. This obligation they must fulfill according to canon 1335 by ensuring that their children are instructed in catechetical doctrine, and according to canon 1372 § 2 by taking care for their Christian education.

15 All these things which we have briefly summarized are indeed already known and understood; yet let this thought not escape the mind: repetition is helpful, especially when the matter at hand is one about which there can never be enough said.

16 In order that these same matters may be more easily carried into effect throughout the whole world, this Sacred Congregation, with the approval of His Holiness Pope Pius XI, commands that the following be executed in all dioceses:

17 I. In each parish, besides the confraternity of the Most Blessed Sacrament, a sodality of Christian doctrine, which is the principal of the others, shall be established according to the norm of canon 711 § 2, embracing all who are suitable for teaching and promoting catechism, especially schoolmasters, who are skilled in the discipline of instructing children.

18 II. Likewise in each parish, according to the norm of the circular letters of this Sacred Congregation to the Ordinaries of Italy of 23 April 1924, parochial catechetical schools, if they do not yet exist, shall be established, in which, with the parish priests themselves presiding, children and young people shall learn by a fixed method the rudiments of divine law and faith. In this matter, in order that the grave negligence of parents, which we mentioned before, who think that their children are not bound to attend parochial catechism because religious instruction is given at home or in public schools, may be corrected, the following must be carefully observed: a) parish priests shall not admit children to the sacraments of penance and confirmation according to the prescription of canon 1330 unless they have received suitable catechetical instruction according to the norm of the decree of the Sacred Congregation of Sacraments of 8 August 1910; and when they have received their first Communion, they should strive to instruct them more thoroughly and abundantly in catechism;

19 b) these same parish priests, preachers, confessors, and rectors of churches should apply themselves wholly to this end, that they admonish parents especially concerning the grave obligation by which they are bound to ensure "that all subject to or entrusted to them are instructed in catechetical doctrine" (can. 1335). In this matter Benedict XIV in his encyclical letter Etsi minime of 7 February 1742 § 7: "It is clear that the Bishop himself can and ought to commend most diligently to the sacred orators, that in their preaching they impress upon the ears and hearts of parents that it is their concern to imbue their offspring received in the mysteries of our religion; and if they should be less suited to this, their sons ought to be brought to the church, in which the precepts of divine law are explained";

20 c) likewise with all their strength parish priests and curates should strive to attract children to attend parochial catechism with willing spirit by those means which seem most suitable, for example, by celebrating Mass for children on each day of precept, by announcing catechetical contests with prizes proposed, and by employing moderate and honest recreations and activities;

21 d) finally, parish priests should carefully ensure that, at the time of pastoral visitations, children prepare themselves to undergo examination of their knowledge before the Bishop, who, having obtained this opportunity, may appropriately consult upon those things which in parochial religious instruction he shall see need to be corrected, amended, or praised.

22 III. However, lest religious instruction given to children be forgotten as age advances, and "because it has been found that not only adolescents and those already of confirmed age are in ignorance of divine things, but also men and even the elderly are entirely without knowledge of saving doctrine, either because they never received it, or because oblivion has gradually erased what was long ago received" (Bened. XIV, l. c., § 8), the Ordinaries of places should carefully watch that the prescription of canon 1332 be faithfully observed by parish priests, by which they are bound "on Sundays and other days of precept... to explain catechism to the adult faithful, in language accommodated to their understanding." — "In this matter," as Pius X commanded in the aforesaid encyclical letter Acerbo nimis, "they should use the Catechism of Trent, in such order that within the space of four or five years they treat the whole matter which concerns the Creed, the sacraments, the Decalogue, prayer, and the precepts of the Church," and likewise concerning evangelical counsels, grace, virtues, sins, and the last things.

23 Besides these things, which must be observed by all, the same Sacred Congregation thinks it fitting to point out to the Ordinaries of places certain means which, as experience testifies, have been found suitable for the desired end, so that these or at least some of them the same Ordinaries may apply in their own dioceses, according to the circumstances of things and places, in the Sacred Congregation of the Council. For which reason:

24 1. Just as provision has already been made in Italy by letters of this S. Congregation of 12 December 1929, let the Ordinaries of places establish, if it be possible, a diocesan catechetical office, which, under their presidency, shall direct the entire catechetical work in the diocese. The principal duties of this office shall be to ensure:

25 a) that in parishes, in schools and in colleges Christian doctrine according to the form handed down by the Church, and by those who are qualified, be rightly taught;

26 b) that at fixed times there be held catechetical meetings and other gatherings for schools of religion, concerning which in the decree of this S. Congregation of 12 April 1924, to seek out the means more apt for promoting catechetical instruction;

27 c) that special series of lessons on religion be indicated from time to time for those to be more fully and more perfectly trained, who teach Christian doctrine both in parish and in public schools.

28 2. Let the Ordinaries also not fail each year to choose suitable Priests as visitors, who shall inspect all schools of religion in the diocese, and who shall accurately report on the outcome, progress or defects of religious instruction given in them. On this matter Benedict XIV (loc. cit., § 16): "Much also will be able to contribute to the instruction of the Christian people, if Visitors be chosen, some of whom, traversing the city, others the diocese, shall diligently inquire into all things, so that the Bishop, being made more certain, may either decree rewards or punishments according to the merits of each pastor."

29 3. But in order that the Christian people may sometimes turn their attention especially to religious instruction, a catechetical day, if it be not yet in use, shall be established in each parish, on which the feast of Christian doctrine be celebrated with as great solemnity as possible. On this occasion: a) let the faithful be summoned into the parish church, so that, refreshed by the S. Eucharist, they may pour forth prayers to obtain more abundant fruits of divine doctrine;

30 b) a special sermon be delivered to the people on the necessity of catechetical instruction, whereby parents especially may be admonished to teach their children the same, and to send them to the parish catechism, remembering the divine precept: And these words which I command thee this day shall be in thy heart, and thou shalt tell them to thy children (Deut. VI, 6);

31 c) books, booklets, leaflets, and other such things suitable to the matter be distributed to the people;

32 d) a collection be made for the promotion of catechetical works.

33 4. In places especially where, on account of a scarcity of clergy, the clergy themselves are not able to suffice for the task of teaching Christian doctrine, let the Ordinaries take care to provide suitable catechists of both sexes to assist the parish priests, who shall impart religious instruction in parish schools or in public schools and even in remote places of the parish. Among these let those hold the first place who are enrolled in associations of Catholic Action, which have already accomplished much worthy of praise in this matter, and some of which, with excellent foresight, have ordered in their statutes that lessons on religion be held each year, which all members are bound to attend.

34 Likewise, let there not be lacking for this task all those who are members of other associations and Catholic sodalities, and especially religious sodalities of both sexes which are dedicated to the instruction of youth, whom Our Most Holy Lord Pius XI addresses in the aforesaid Motu proprio Orbem catholicum: "We also greatly desire that in the principal seats of religious sodalities which are dedicated to the instruction of youth, there, with the presidents and leaders being Bishops, schools be opened, with youths chosen from both sexes, who shall be formed by an appropriate course of studies, and these same, after their knowledge has been tested, shall be duly declared fit to obtain the office of teaching Christian doctrine and sacred and ecclesiastical history." Which indeed will come to pass, if in Catholic schools and colleges, among the things to be learned by boys and youths, religious instruction hold, as reason itself suggests and demands, the first place, which shall be imparted both by priests skilled in teaching, and by an apt method of instruction.

35 If these means and efforts be employed, if all to whom the burden falls apply themselves with vigorous and steadfast spirit to this work than which nothing is more holy, nothing more necessary, it is right to hope that the Christian people, constantly protected by holy and uncorrupted doctrine from the attacks of errors, shall become an acceptable people, followers of good works, and shall experience those salutary effects which the Roman Pontiffs have more than once desired for the salvation of souls. Finally, with the approval of Our Most Holy Lord Pius XI, this S. Congregation commands all Bishops that every five years, in this matter derogating from the aforesaid Motu proprio Orbem catholicum, they accurately report to the same S. Congregation on catechetical instruction in their dioceses, according to the questions which follow, and observing the same order which is in canon 340 § 2 of the Code of Canon Law regarding the report to be made by Bishops on the state of the diocese committed to them.
