BOGINO, GIAMBATTISTA LORENZO. - Born in Turin on July 21, 1701, and died there on February 9, 1784. A distinguished statesman, he was a faithful servant of the Piedmontese monarchy, both in peace and in war. A counselor of Charles Emmanuel III, he brought various negotiations with the Holy See to completion, also obtaining from it a generous allowance for the University of Turin. He received the title of count in 1737, in 1750 the office of Minister of War, and from 1759 to 1773 he was Minister of Sardinia. For the benefit of the island, which found itself in wretched conditions, he carried out work of the greatest importance, reorganizing justice, the economy, the finances, and public education, curbing feudal privileges, and obtaining reforms also in favor of the clergy, which at that time was very numerous, impoverished, and living too freely. His moral uprightness, which made him scornful of worldly considerations, rendered him hateful to the nobility and to the military; therefore Victor Amadeus III, as soon as he ascended the throne, dismissed him from every office. He then retired to private life, occupying himself with historical and political works.
