BICHI, VINCENZO. - Cardinal, b. in Siena in 1668, d. in Rome in 1750. In 1703 he was sent as nuncio to Switzerland and from there in 1709 to Portugal. At first he was not in the court's favor, but afterward he managed to win over the mind of King John V to such an extent that, when B. was recalled to Rome, the king at first opposed it, then requested the cardinal's hat for him (1720). It was in fact the custom that nuncios leaving the courts of Vienna, Paris and Madrid were named cardinals, and John V wished to establish this custom for Portugal as well. Having received a refusal from the Pope, B. refused to come to Rome and the king would not receive the new nuncio Msgr. Firrao. B.'s disobedience provoked the wrath of the Sacred College and the consequent reprisals of the king, which, threatened several times, were put into effect in the summer of 1728, with the order for all Portuguese to leave Rome and to break off every relation with the Holy See, and in Lisbon the nunciature was closed. Since the matter dragged on with grave harm to religion, Clement XII finally consented to name B. cardinal provided that he justify his disobedience, as he did in Florence (1731). John V then withdrew his decrees of reprisal.
