FARINA, FILIPPO. - Papal general and Minister of Arms, b. at Ronciglione (Viterbo) in 1795, d. at Rome on 9 July 1857. On 27 Oct. 1816 he entered the corps of the papal carabinieri (gendarmerie), reaching the rank of colonel inspector of the arm, and distinguishing himself greatly especially from the organizational and administrative point of view. At the end of 1848, in order not to serve the Republic, he retired into private life, until in July 1849 he returned to service, being part of the Franco-Papal Commission charged with the reorganization of the army. For his merits he was appointed deputy of the Minister of Arms on 14 Febr. 1851, pro-minister in Aug. of the same year, and brigadier general on 5 July 1853.
To F. belongs the credit for the reconstitution of the Institute of Cadets, a good recruiting school for second lieutenants of the various arms, and that of having contributed to the formation of excellent cadres of officers both native and foreign, cadres of which both De Merode and De Lamoricière availed themselves, as did Kanzler. Rightly, therefore, Pius IX entrusted to him on 1 Dec. 1854 the entire responsibility of the dicastery of Arms, numbering him in March 1855 among his secret chamberlains of cape and sword.
