WALDECK-ROUSSEAU, PIERRE-MARIE-ERNEST. - French politician, b. 2 Dec. 1846 in Nantes, d. 10 Aug. 1904 in Paris.
He practiced law in St-Nazaire and in Rennes; a fervent republican, he was elected in 1879 as deputy to the Chamber in the first constituency of Rennes. He was a member of the Union républicaine. His oratorical gifts and his preparation earned him the esteem of Gambetta, who wanted him as Minister of the Interior in the "great ministry" (14 Nov. 1881-26 Jan. 1882). He again held the Interior and Worship portfolios in the second Ferry cabinet for two years (20 Feb. 1883 - 31 March 1885), and promoted several laws of a social character, among them that on the legal recognition of workers' associations and trade unions. Re-elected to the Chamber in 1885, he temporarily withdrew from public affairs in 1889, to return to the Senate in 1894. The grave crisis brought about by the Dreyfus affair (v.) led W. in June 1899 to the presidency of the Council of Ministers and at the same time to the ministries of the Interior and of Worship. On the pretext of defending the Republic from every threat, he made himself the promoter of a sectarian policy against the religious Orders, and with the law of 1 July 1901 on the contract of association he practically banished the regular clergy from France. W. was president of the Council until 3 June 1902.
