In allocutione
Motu Proprio establishing the Pontifical Work for the Preservation of the Faith and the Construction of New Churches in Rome
MOTU PROPRIO ON A NEW WORK IN PLACE OF THE LEONINE WORK FOR THE PRESERVATION OF FAITH. PIUS PP. XI
1 In the Allocution delivered in Consistory on the thirtieth day of the month of June now past, We proposed in summary a plan which had long been maturing in Our mind, to undertake appropriate measures by which We might provide for certain more pressing and graver spiritual necessities of Our most beloved Roman diocese. It pleases Us now both to explain those words and that plan of Ours more fully, and at the same time to give it effect in the manner which seemed to Us most suitable for achieving the proposed purpose.
2 And that We may proceed to the matter forthwith, We say that it is Our intention to erect by these Letters given Motu Proprio—as indeed We do hereby erect by Our own authority—the "Pontifical Work for the Preservation of Faith and for the Construction of New Churches in Rome." By this Work that which Our predecessor of happy memory Leo XIII had auspiciously established by his Letters given Motu Proprio on the twenty-fifth day of November in the year nineteen hundred and nine is changed and enlarged. It is changed, We say, inasmuch as that same Work, which a Commission of Cardinal Fathers, as they say, previously governed, now becomes a Pontifical Work, to be governed by laws which We shall in due time promulgate, suited to the manner and purpose of this renewal. It is moreover enlarged, since with the former Work of this kind is joined and coupled by an orderly connection—as the very nature of both matters demands—another work for the erection of new churches in the City, particularly in those parts and regions of Rome which are especially destitute of such provision. This "Pontifical Work for the Preservation of Faith and for the Construction of New Churches in Rome" is a juridical person, and the same, fittingly distinguished by the title "Pontifical" by which it is known, shall depend directly upon Our power and authority.
3 Its effective President, as they say, shall be one of the Cardinal Fathers, whom We Ourselves—in order to relieve somewhat the Cardinal Vicar of the City and its District, Our Vicar General in spiritual matters, from the many grave burdens with which he is laden—shall deliberately designate, to report to Us from time to time on the state of affairs. But the Cardinal President of the Work shall have very frequent dealings with the aforesaid Cardinal Vicar of the City and its District, Our Vicar General in spiritual matters, so that he may keep him informed of all matters and confer with him on appropriate counsels. The same Cardinal President shall bear the person of the Work in all respects which are called juridical and administrative.
4 Therefore the new "Pontifical Work for the Preservation of Faith and for the Construction of New Churches in Rome" consists of two sections, each of which pursues a certain and proper purpose, although, as is evident, one is closely joined with the other.
5 As regards the preservation of Faith, the Pontifical Work, besides continuing to promote those things which the former Work, which We call Leonine, has not ceased to promote, shall extend its cares and undertakings to new conditions of times and things, accommodating itself so that by ever more suitable and efficacious methods it may achieve that to which it tends, namely that the ancestral faith in this most beloved City and diocese of Ours may be kept safe. But as regards the construction of parochial churches—of which We wish to speak first and chiefly, if not solely—it shall be the duty of the Pontifical Work, as soon as it can be done, to erect, establish and endow new parishes, or old ones dismembered if occasion should require; to acquire land, to construct churches and adjoining buildings, and likewise to deal with the city magistrates concerning necessary permissions. Moreover, the Pontifical Work shall treat and agree with them concerning the manner and compensation, whenever old sacred buildings must be ceded and necessarily demolished for the sake of public utility.
6 The new Work shall pursue each of its proposed purposes through those sums of money which We wish to be assigned to each; but for the construction of churches and parishes there shall also be expended both the money received from the cession of old churches and the donations with which the children of Our most beloved diocese shall aid Us—as We said We were confident in the very Consistorial Allocution—when it is a matter which shall profit so greatly both themselves and their posterity.
7 The proper law of the Work for the Preservation of Faith, which Our predecessor of happy memory Leo XIII approved by Letters given Motu Proprio on the twenty-fifth day of November in the year nineteen hundred and nine, is abrogated by the promulgation of these Our Letters; likewise We wish the Commission, the Council of Consultors and all other things which had begun to exist from those Leonine prescriptions to cease to exist. Meanwhile, appropriate provision shall be made for the works and business which are in progress. In the section which shall care for the erection of new churches in Rome, there shall be associated with the Cardinal President a Commission, as they say, which shall consist not only of one of the urban curial officials and of such other ecclesiastical men as We shall soon choose to select, but also of one jurist and three architects, whom We Ourselves shall likewise appoint. But all things which We have mentioned above, in order that they may be duly carried into effect, We shall hereafter provide with appropriate norms.
8 Meanwhile we enjoy the most joyful hope that the Pontifical Work, which, after assiduous study and prayers, we have now established, will bear those most abundant fruits which we earnestly desire and fervently foretell, since the aid of the most benign God cannot fail us, with whom we have sought and do seek the intercession of the Mother of God, the Apostles Peter and Paul, and all the heavenly Patrons of the diocese of this nurturing City.
9 Let apostolic benediction be the reconciler of divine gifts, which we impart with special outpouring of heart to all those who have devoted themselves wholly to the former Leonine Work up to now, or who will protect the advantages of the newly erected Work, conspiring in its advancement through prayers, favor, and their generosity. We open the sentiment which no one will fail to read in our mind, when we say that we place great confidence in the pastoral zeal by which the urban parish priests, so dear to us, are able to work among their own flock, and we also rely greatly on the keen and active spirit of apostolate by which we know all our beloved sons of Catholic Action are inflamed. All things which have been established by us in these Letters we order to be firm and ratified, any contrary provisions notwithstanding.
10 Given at Rome at St. Peter's on the 5th day of the month of August, on the feast of the Dedication of St. Mary of the Snows, in the year 1930, the ninth year of our Pontificate.

MOTU PROPRIO DE NOVO OPERE IN LOCUM LE O NI ANI OPERIS DE FIDEI PRAESER- VATIONE STJFFICIENDO. PIUS PP. XI
Novembris an. MDCCCCIX auspicato condiderat.
Novembris an.
10 Datum Eomae apud Sanctum Petrum die v mensis Augusti, in festo Dedicationis Sanctae Mariae ad Nives, anno MDCCCCXXX, Pontificatus Nostri nono.

MOTU PROPRIO PER UNA NUOVA OPERA AL POSTO DELL'OPERA LEONIANA PER LA CONSERVAZIONE DELLA FEDE. PIO PP. XI
