MOTU
PROPRIO
ON THE PRAISE AND CONFIRMATION OF SECULAR INSTITUTES
PIUS PP. XII

1 Now that a year has happily elapsed since Our Apostolic Constitution Provida Mater Ecclesia was promulgated, as we have before our eyes the multitude of so many hidden souls "with Christ in God," who aspire to holiness in the world and joyfully consecrate their whole life "with great heart and willing spirit" in the new Secular Institutes to God, we cannot but give thanks to Divine Goodness for this new host, which has increased the army of those professing the evangelical counsels in the world; and likewise for the strong support by which the Catholic apostolate has been most providentially strengthened in these troubled and sorrowful times of ours.

2 The Holy Spirit, who unceasingly recreates and renews the face of the earth, desolated and disfigured by so many and such great evils day by day, has called with great and special grace many most beloved sons and daughters, whom we bless most lovingly in the Lord, so that, gathered together and

7 ordered in Secular Institutes, they may be the unfailing salt of this dull and dark world, of which they are not and in which nevertheless by divine disposition they must remain, salt which, renewed by the help of their vocation, does not lose its savor; the light which shines in the darkness of the world itself and is not extinguished; and a small but efficacious leaven, which, always and everywhere working and mixed with all classes of citizens, from the lowest to the highest, strives to touch and permeate each and all by word, example, and in every way, until it so informs the whole mass that it is entirely leavened in Christ.

8 In order that, through this consoling outpouring of the Spirit of Jesus Christ, so many Institutes arising everywhere among the nations may be effectively directed according to the norms of the Apostolic Constitution Provida Mater Ecclesia, and may bear most abundantly the excellent fruits of holiness which are hoped for; and likewise, that, solidly and wisely drawn up in battle array, they may be able to fight the battles of the Lord courageously in their particular and common apostolic works, confirming with great joy the aforesaid Apostolic Constitution, having employed mature deliberation, by Motu Proprio, with certain knowledge, and from the fullness of Apostolic power, we declare, decree, and establish the following:

9 I. Societies of clerics or lay persons professing Christian perfection in the world, which appear to have in a certain and full manner the elements and requirements prescribed in the Apostolic Constitution Provida Mater Ecclesia, ought not and cannot be left, by any arbitrary decision or under any pretext, among the common Associations of the faithful (cc. 684-725), but must necessarily be reduced and elevated to the proper nature and form of Secular Institutes, which corresponds most aptly to their character and needs.

10 II. In this elevation of Societies of the faithful to the higher form of Secular Institutes (cfr. n. I), and in the accomplishment of the ordering of all Institutes, whether general or also particular, that which must always be kept before the eyes is this: that the proper and peculiar character of Institutes, namely the secular character, in which the whole reason for their existence consists, must shine forth in all things. Nothing shall be taken away from the full profession of Christian perfection, solidly founded on the evangelical counsels and truly religious as to substance, but perfection is to be exercised and professed in the world; and therefore, as secular life in all things which are lawful and which

23 can be reconciled with the duties and works of that same perfection, it must be accommodated.

24 The whole life of the members of Secular Institutes, sacred to God by profession of perfection, must be converted into apostolate, which is to be exercised perpetually and holily in such a way that it proceeds from purity of intention, from interior union with God, from generous forgetfulness and strong self-denial, from love of souls, so that it manifests no less the interior spirit by which it is informed than it continually nourishes and renews it. This apostolate, which embraces the whole life, is customarily felt so deeply and sincerely in these Institutes that, by the help and counsel of Divine Providence, the thirst and ardor for souls not only happily gave occasion for the consecration of life, but in great part seems to have imposed its own proper reason and form upon it, and in a wonderful way to have demanded and created even the generic end from the specific end. This apostolate of Secular Institutes is to be exercised faithfully not only in the world, but as it were from the world, and therefore in the pressures, exercises, forms, places, and circumstances of things corresponding to this secular condition.

25 III. Those matters which pertain to the canonical discipline of the religious state do not belong to Secular Institutes, nor should or can religious legislation generally be applied to them, according to the norm of the Apostolic Constitution Provida Mater Ecclesia (Art. II, § 1). Those things, on the other hand, which are found in Institutes joined together with their secular character, provided they in no way hinder the full consecration of the whole of life and cohere with the Constitution Provida Mater Ecclesia, may be preserved.

26 IV. The hierarchical interdiocesan and universal constitution in the manner of an organic body may be applied to Secular Institutes (ib., Art. IX), and this application should undoubtedly confer upon them internal vigor, a more ample and efficacious influence and constancy. Nevertheless in this ordering, to be adapted to individual Institutes, account must be taken of the nature and end which the Institute pursues, of the greater or lesser expansion of its purpose, of the degree of its own development and maturity, of the circumstances of affairs in which it is engaged, and of other such matters. Nor are those forms of Institutes to be rejected or despised which are founded upon confederation and wish to retain and moderately foster a local character in individual nations, regions, and dioceses, provided that it be correct and informed by the sense of the catholicity of the Church.

27 V. Secular Institutes, whose members, although they dwell in the world, are nevertheless consecrated from full dedication to God and souls, which they profess with the approval of the Church, and from the internal hierarchical interdiocesan and universal ordering, which they may have in various degrees, are rightly and deservedly numbered among the states of perfection juridically ordained and recognized by the Church herself, from the Apostolic Constitution Provida Mater Ecclesia. Deliberately therefore the Institutes have been assigned and entrusted to the competence and care of that Sacred Congregation, which has the governance and care of the states of public perfection. Hence, always saving, according to the tenor of the canons and the express prescription of the Apostolic Constitution Provida Mater Ecclesia (Art. IV, §§ 1 and 2), the rights of the Sacred Congregation of the Council concerning common pious sodalities and pious associations of the faithful (c. 250, § 2) and of the Sacred Congregation of Propaganda Fide concerning societies of ecclesiastics for seminaries for foreign missions (c. 252, § 3), all societies everywhere among all peoples — even if supported by ordinary or even pontifical approval — when they are found to have the elements and requisites proper to Secular Institutes, are necessarily to be reduced forthwith to this new form, according to the norms stated above (cfr. n. I), and, in order that unity of direction be preserved, we have rightly decreed that they be assigned and committed to one Sacred Congregation of Religious, in whose bosom a special Office for Secular Institutes has been established.

28 VI. To the moderators and assistants of Catholic Action and other associations of the faithful, in whose maternal bosom so many and select young people are educated together for an integral Christian life and are initiated into the exercise of apostolate, who are invited by heavenly vocation to attain higher things either in Religious communities and societies of common life, or also in Secular Institutes, we commend from a paternal heart that they generously promote such holy vocations; and that they not only lend a helping hand to Religious communities and societies, but also to these truly providential Institutes, and willingly, with their internal discipline preserved, make use of their works.

29 All these things which we have established by Motu proprio, we commit to the faithful execution of the Sacred Congregation of Religious and the other Sacred Congregations mentioned above, the Ordinaries of places and the Directors of the societies concerned — insofar as it pertains to each — by Our authority.

30 Moreover, those things which we have established by these Letters given Motu proprio, we order always to be valid and firm, any contrary matters notwithstanding. Given at Rome, at St. Peter's, on the 12th day of the month of March, in the year 1948, in the tenth year of Our Pontificate.

DE INSTITUTORUM SAECULARIUM LAUDE ATQUE CONFIRMATIONE
PIUS PP. XII

10 II.

26 IV. Hierarchica interdioecesana et universalis constitutio ad modum corporis organici Institutis Saecularibus applicari valet (ib., Art. IX), et haec applicatio absque dubio internum vigorem, ampliorem et efficaciorem influxumatqueconstantiam ipsis conferre debet. Tamen in hac ordinatione, singulis Institutis aptanda, ratio haberi debet naturae finis, quem Institutum persequitur, maioris minorisve ipsius expansionis propositi, eiusdem evolutionis et maturitatis gradus, rerum adiunctorum in quibus versatur, aliorumque id genus.

LETTERA MOTU PROPRIO DI PIO XII
PRIMO FELICITER
