SULLA DISCIPLINA BIBLICA MAGISTERI PIO PP. XI

XI

3 II. Beneficium, in quo canonice insit onus Sacrae Scripturae populo explanandae, ulli ne conferatur, nisi, praeter alia, sit is licentia aut laurea in re biblica potitus.

4 III.

ON THE TEACHING OF BIBLICAL DISCIPLINE PIUS PP. XI

1 How greatly the Church of God has always valued the science of the Scriptures is testified by the writings issued from the very beginnings of Christian religion down to the present day for the teaching and defense of the faith. For in the sacred books, the other source of divine revelation, no less than in the doctrines handed down without writing, all that we know concerning God, concerning Christ the Redeemer of mankind, concerning the native constitution of the Church and the discipline of morals, rests upon and is supported by them. Wherefore the studies of biblical matters have flourished all the more as it was necessary to illustrate truth more keenly or to refute errors brought forth hostilely and harmfully against the divinity of Christ and against the Church; but when the non-Catholics and rationalists have proceeded to such a degree of temerity and audacity as to assail the very authority of Holy Scripture and its immunity from error, it has become necessary for us, instructed with great abundance of sound learning, to enter into the contest, that we might defend the divine gift of Heavenly Wisdom from the inventions of false science. In this arena, although all students from both the clergy, throughout the course of sacred studies, ought to be seriously instructed and exercised, yet those ought to acquire the most complete and uncorrupted knowledge of biblical matters who are seen to be suited and reserved by a certain peculiar inclination of their talent either for teaching such discipline in Seminaries and Universities of studies or for treating it in writing: for if these should deviate even slightly from the sense of the Church, the integrity of faith will already be brought into danger and peril among many others. When our recent predecessors weighed the importance of this matter with provident and attentive mind, having established a Commission, as it is called, of Cardinal Fathers and likewise the Biblical Institute, and having issued more than once decrees that the studies of Holy Scripture might be advanced, they also decreed to all the Bishops of the Catholic world in Letters, among other things this as well, that the teachers of this discipline should be chosen carefully and prudently, and that students of excellent promise, who appeared to be born apt for the study of the Scriptures, should be encouraged and helped to obtain even the honors of this discipline, to whom the teaching of the divine Letters might someday be entrusted. These exhortations and decrees of the wisest Pontiffs have indeed been of great benefit; nevertheless, that these same, with prescriptions added by us and incentives which the condition of the times demands, may bring forth more abundant and more solid advantages, it pleases us to decree the following by our authority:

2 I. Academic degrees obtained at the Biblical Commission or the Biblical Institute, after examination of knowledge, shall confer the same rights and the same canonical effects as degrees in sacred theology or in canon law conferred by any Pontifical Athenaeum and Catholic Institute.

3 II. A benefice in which there canonically inheres the duty of explaining Holy Scripture to the people shall not be conferred upon anyone unless, among other things, he has obtained a license or degree in biblical studies.

4 III. Likewise, no teacher of the discipline of Sacred Letters in Seminaries shall be appointed unless, having completed a special curriculum of the same discipline, he has legitimately obtained academic degrees at the Biblical Commission or the Biblical Institute. We will, however, that the title of bachelor conferred by the Biblical Institute upon those who have completed the first and second year of the curriculum there—receiving, namely, the more serious doctrines—shall be sufficient both for teaching biblical matters and for obtaining the benefice mentioned in n. II, with the right nevertheless preserved of preferring those who are adorned with a license or degree.

5 IV. Let the superiors of the highest Orders and of religious Societies know that we wish that those whom they find among their students, whether at Rome or elsewhere pursuing the curriculum of sacred disciplines, to be more apt for the study of the divine Letters, if not all, at least some of them, after completing the course in theology, should attend the Schools of the Biblical Institute.

6 V. Let this same be sacred and solemn for the Bishops of the Catholic world, who, moreover, will do us a thing most pleasing if they establish an annual sum of money, or cause it to be established by the liberality of others, for the support at Rome of one or more priests from each of their respective dioceses, for this purpose, that they may attend the schools of the Biblical Institute and there obtain academic degrees. Those whom the Bishops, for this reason, shall have sent to the City will certainly not lack hospices for their reception.

7 VI. That we may confirm by our own example what we have lastly exhorted, we bestow two hundred thousand Italian lire, the annual income of which we shall expend through the Sacred Congregation for Seminaries and Universities of Studies for the support of two priests at Rome as above: to which same Sacred Congregation we assign all things which we have decreed in the five preceding chapters, to be carried into effect and to be moderated according to prudent discretion.

8 We beseech Divine Wisdom in the meantime to favor our undertaking, with which the greatest good of religion is assuredly bound up and joined.

9 Given at Rome at St. Peter's, on 27 April in the year 1924, the third year of our Pontificate.
