Bolla sull'istituzione della Tipografia Vaticana
LXXXIV.

LXXXIV.
1 Establishment of the Vatican Press. Pope Sixtus V, for perpetual memory of the matter. We have always deemed it necessary to keep before our eyes, from among all the immense duties and cares which we bear, that which is of the greatest utility and necessity, and to watch over it more diligently and to urge it forward especially, where we recognize that an opportune place can be opened either for detecting and trampling upon the execrable errors of heretics, or for propagating religion more widely. Considering indeed from that side, those gradually creeping in their errors, and perverting the sense and truth of the sacred scriptures with their insane fabrications, and twisting them against that sense which the holy mother Church has held and holds, and printing books also, as the fury of impious minds suggested to them, wrapping up the pristine truth in new lies of theirs beneath a cloud of words and corrupting it, and spreading the corrupted version throughout the world, and daring to seduce the flock of the Lord from the right path to their destruction and to infect them with their poison, by this means they have vomited forth a most pernicious plague of perverted scriptures especially in corrupted editions with impious savagery into Christian society; but from the other side, looking upon the lamentable calamity of many peoples, to whom, existing in distant and remote parts of the world or in regions of infidels, as if walking in darkness, the shining rays of the Catholic faith (with clouds of either heretical depravity or gentile blindness standing in the way) have not yet been permitted to penetrate and to illuminate their minds, we could not but diligently seek and provide salutary remedies for the aforesaid matters. Whence to us, God aiding, from among so many which we have long turned over in our mind, a most excellent and best remedy was recently offered, by means of which, we hope in the Lord to achieve happily both of the aforesaid ends to which we aspire.
2 § 1. Therefore, having perfected in every respect a printing office or press for the editing of books in any language whatsoever, with absolute care (having sought out for this purpose skilled and experienced men), we have proposed to establish it more perfectly than ever before in this our beloved City, and to decree and establish for it a certain seat and place in the Vatican near our Apostolic Palace, as we now by the tenor of these letters decree and establish, in which, so that the purity of the Gospel, with errors removed, may be perpetually preserved in its unimpaired brightness, sacred books, and the traditions, lives, deeds and miracles of the holy fathers, and the dogmas of pure Christian doctrine and other sacred works, not only in Latin and Italian, but also, for the common convenience and salvation of all peoples and all nations, in the idiom of diverse barbarous languages, with types cut and made for this purpose, most aptly suited to each of the foreign peoples whom we have striven to aid (which has been accomplished with laborious effort), may be printed and published in the light; so that thus printed and published, purged of all faults and errors to the confusion of heretics, and shining with the brightness of pure truth, coming forth into the light, at one and the same time they may lay bare their hidden stains and snares, and through diverse regions by the hands of pious religious wandering with fervent charity, may be carried about, disseminated and distributed; and with these thus diffused everywhere, stirred by the odor of heavenly doctrine, those who have fallen into errors and crooked opinions may be raised up, the weak in faith may be healed, the weaker may be strengthened, the rude may be instructed, and those walking in darkness may be illuminated to seize upon the paths of truth, and finally all, lifted up by the doctrine and examples of the saints, knowing what they truly ought to follow and what to avoid, may be able to consult more carefully for the salvation of their own souls.
3 § 2. Wherefore, having readily embraced this business, which brings great honor and wonderful increase to the Church of God, and having called to this purpose our beloved son Domenico Basa of Venice, very skilled and much versed in such a craft, whose faith and integrity have long been known and approved by us, and to whom the care of the aforesaid office and the whole sum of this matter has been entrusted and committed, as we also by the tenor of these letters commit and entrust it to him, and because we have granted him the aforesaid matters, as we grant by the tenor of the present, with all honors, burdens, rights, profits and emoluments arising therefrom in any way whatsoever, or which may be hoped to arise.
4 § 3. And because We have also promised to supply the same to him by loan, for the enormous expenses which he must therefore bear, by apostolic authority We decree that twenty thousand scudi of currency are to be delivered and assigned to the said Dominic Basa, and through him to be restored to the hands of Our treasurer general for the time being, within a period of ten years from the date of these presents; the said Dominic Basa, first toward Us and Our Camera, for the restitution of such twenty thousand scudi, shall solemnly bind himself and his heirs and successors and all his goods, and shall provide suitable securities for this reason, and moreover for the support of the Apostolic See, each year, during the said ten-year period, shall freely offer to pay one thousand two hundred scudi likewise into the hands of Our treasurer general for the time being, and shall similarly bind himself and provide security as above. We therefore, perceiving that the sum of the said twenty thousand scudi can be easily provided for the said purpose without detriment or inconvenience to Us or Our Camera, and with the caution of Us and Our Camera all those who shall contribute money to this business and contract with Us for this reason can be abundantly secured, if indeed the said one thousand two hundred scudi to be paid each year by the said Basa are applied to the same Our Camera; and conversely an equal sum from the emoluments, revenues and income of Us and Our Camera aforesaid, constituting a like sum of scudi, namely one thousand two hundred, shall be gathered and set apart from the same Camera, which therefore, the said application and substitution remaining in force, shall suffer no diminution of emoluments and no detriment. And upon those thus gathered and separated, for the greater security of the contractors and the peace and satisfaction of their minds, one non-redeemable mount for the said sum of twenty thousand scudi requiring each year, at the rate of six scudi for each place, the said sum of one thousand two hundred scudi shall be erected, to be extinguished thereafter, as We now wish and ordain it to be extinguished, within ten years, from the said twenty thousand scudi to be paid by the aforesaid Basa at that time, which for this effect of extinction We now assign, grant, apply and appropriate to the said Apostolic Camera and, in its name, to Our treasurer general for the time being, and wish to be applied and appropriated, so that the said treasurer general for the time being may receive them, and give receipt for those received, and convert the same toward the extinction of this mount without further order or license from Us or the Apostolic See, and ought to do so entirely.
5 § 4. Wishing therefore to bring this Our deliberation, which concerns the salvation of the whole Christian commonwealth, to the desired conclusion, by Our own motion and from certain knowledge of Us, and from the fullness of apostolic power delivered to Us, We erect and institute by apostolic authority, by the tenor of these presents, one mount, commonly called the Stamp of the Vatican, of twenty thousand scudi of currency at ten julii per scudo, to be purchased upon the emoluments and revenues of the treasurership of Our province of Campania, at the rate of this sum, and of which portions and places shall not be vacant, and each of which shall be not less than one hundred scudi of the same kind, which indeed places of this mount shall be resignable and shall never be vacant in the manner of the other non-redeemable mounts, just as the Mount of Faith, of Alum, of Religion, of Peace, and the other non-redeemable portions and places of the mounts of this City, which are reckoned among stable things.
6 § 5. And to him thus erected and instituted, for the fruits of the said mountain, we assign the revenues of the treasury of the province of Campania; its dowry, and those of our people and of the Roman Pontiff's faith who have followed, monies into such a mountain have brought and placed, annual payment and honest fruit, of whatsoever quality and condition, dignity or status, secular or ecclesiastical, even regular, of any age, even illegitimate, incapable and unfit; as well as churches and any other places, religious and profane, the sum of one thousand two hundred scudi of the same kind out of three thousand five hundred twenty-five scudi, which are annually collected from the aforesaid treasury of the province of Campania lease, to the payment of which in the hands of our general depositary for the time being existing the beloved sons Horatius and Hieronymus Sabelli, Marcellus and others of the Filonardis, said lease conductors, are held and obligated to exist from the instrument on the 15th of September in the year of the Lord 1585, in the acts of the beloved son Scipio Pevelli of the same Camera notary, from which three thousand five hundred twenty-five scudi, deducted one thousand five hundred scudi for various expenses and burdens, as in the said instrument assigned, freely come into the hands of said our general depositary two thousand scudi and somewhat more; and from those thus freely remaining, the aforesaid sum of one thousand two hundred scudi assigned to this mountain, from all burdens, ordinary and extraordinary, deductions, diminutions, present and future, free, immune and exempt we wish and exempt and free, so that all those same who money in said mountain shall have placed for the rate of one hundred scudi, each year the sum of six scudi, and finished each two-month period, beginning from the calends of the month of June next coming, the rate of the same portion part, without any diminution whatsoever, may receive, we apply and appropriate; and the same sum of one thousand two hundred scudi, upon the emoluments of said treasurership of the province of Campania, as aforesaid, constituted and assigned by title of sale and alienation to the same mountain and of the same places to the buyers, whom we here wish to be held as singularly named, for themselves and whatsoever by them at any time to be named, even of either sex, persons, their heirs and successors, who among themselves a college constitute, as to individuals and to all, perpetually we assign, and in them all right, power and authority, in which we ourselves and the Apostolic Camera are, we transfer; and them in our and of the aforesaid Camera place, right and action as to the said sum of one thousand two hundred scudi and its exaction and perception we place and subrogate, and the said sum of six scudi for each place by whomsoever freely and lawfully to be exacted, and into the principal in no way to be computed we intend.
7 § 6. With faculty also to the said mountain dwellers and their college, after the manner of other mountains of the City, a secretary of the same mountain by themselves to be chosen, who letters patent to creditors described in said mountain may make and subscribe, and with the seal of the same mountain furnished, to them may grant and consign, and the rights of the same college in note may receive and preserve, to appoint and choose, who however for the expedition of letters patent beyond two julios may receive and exact in no way ought.
8 § 7. And also those contracting with us and the aforesaid Camera security to consult we wish, that the beloved son John Augustine Pinellus, our general depositary, and his in such office for the time being future successors, themselves and their heirs and goods, as long as and until the office of depositary aforesaid they shall have retained, for the said sum to this mountain, as above supposed, of one thousand two hundred scudi annually in full, and each two-month period at the end, beginning from the calends of the month of June next, as above, for the rate, without any retention or diminution whatsoever, of the same mountain for the time being to creditors and to each of them for the rate of places or credits to each one of them pertaining, or in their name in the hands of a merchant as depositary of said mountain through said Dominic Basa, for the first time, and afterwards through the college and mountain dwellers aforesaid to be named and chosen, as from now to Dominic and the aforesaid college and to each of them respectively, faculty we grant, freely to be paid, in the form of said Camera and other tight bonds of obligations to bind they ought, we establish and to them this expressly we enjoin by these presents.
9 § 8. And also that sum, which not yet assigned, and from all burdens of the mountain
10 aforesaid assignees remain free from the said lease, and whatever surplus remains beyond the said one thousand two hundred scudi assigned to this fund, and furthermore the annual eight hundred scudi of currency to be derived from a new lease to be made shortly, with a toll charter to be drawn from the Ecclesiastical State, and moreover the said one thousand two hundred scudi, to be paid annually by the aforesaid Dominic Basa to the said general depositary, and applied by us as above to the said Apostolic Chamber specially before all others, and furthermore also all and whatsoever emoluments of the said office or Vatican printing house, and whatsoever increases thereof resulting therefrom in any way for the time being, and finally all and singular moveable and immoveable goods and chattels of the same Chamber and rights, things and actions, present and future, existing everywhere and among all peoples, to the aforesaid fund and its college and persons, as individually and collectively, for the observance of all the foregoing, we bind and hypothecate jointly in a special and general manner, and we wish those who are obligated to keep the same always unharmed, and the ministers and agents of the same Chamber to be obligated to exempt the aforesaid persons from all molestation and detriment.
11 § 9. And furthermore to the same fund members and likewise to their heirs and successors of whatever kind, both with respect to the persons themselves and the fund itself and the annual revenue as above assigned, as well as free perception and disposition both between the living and in a last will and of any other whatsoever fund members and successors aforesaid in any manner whatsoever concerning, so that with all and singular immunities, liberties, prerogatives, privileges, graces, favors, honors, exemptions, faculties and indults, which the funds of Faith, Alms, Religion and Peace instituted in the City long ago, in whatsoever tenors, formulas or confirmations and renewals they are clothed, which, as if inserted word for word in the present, we wish to be held as expressed, which and the same funds' registered creditors use, enjoy and possess, and whenever in the future shall use, enjoy and possess, even if a more special note were required than is expressed in the present, to use, enjoy and possess freely and lawfully may and are able, we grant and indulge; and the aforesaid fund, its places and portions with respect to the sum assigned to them, entirely from reductions, diminutions or other contrary dispositions, even under pretext of most enormous injury, urgent necessity or evident utility, or any other whatsoever cause, whether in general or in particular to be made, not subject, but firm perpetually and inviolably to persist, nor any one of the fund's creditors henceforth, or those having cause and right from them over the entire fruits and emoluments aforesaid in any manner whatsoever to be disturbed or impeded, but rather in their peaceful and quiet possession of free perception of fruits and disposition of price, or as if, against all persons to be defended, preserved and perpetually maintained, even if the aforesaid office or printing house from any foreseen or unforeseen event should effect in whole or in part not at all; or, that effected, now or whenever should fail, cease or be entirely removed in any manner whatsoever, whence the said Chamber concerning the substitution of the said one thousand two hundred scudi in place of the same number supposed to the said fund, neither from this nor from elsewhere consulted or provided should remain, because following our faith the aforesaid fund's creditors by the aforesaid or any other whatsoever foreseen or unforeseen future cases in no manner to be subject, nor likewise the same to prove or teach, in judgment or outside, monies placed in the said fund, or their part in the cause expressed above, or in another necessity or utility of the said See or Chamber to have been converted in no time ever to be held or in any manner whatsoever to be obligated, but those from now we entirely absolve, exempt and free from the foregoing.
12 § 10. Moreover, even if no utility whatsoever to the Apostolic See or Camera should result from the aforesaid privileges, but on the contrary it could appear entirely otherwise at any time, nevertheless lest anyone defraud us of the faith entrusted to us, but rather always be able to acquiesce gladly and contentedly, we will that all and singular creditors of the said mount existing for the time being remain perpetually secure by the sole and simple presentation of these letters, without it being necessary for them to demonstrate, seek or examine anything further, because thus by our motion, knowledge and aforesaid authority we will and decree entirely, and these our letters to obtain the force of a valid and efficacious contract solemnly entered into and stipulated between us and our successors, and to be observed by all the same, nor can it be departed from under any pretext or device sought, or be brought into judgment or controversy; and moreover, notwithstanding any oppositions whatsoever, the said general treasurer and also the general depositary and any of their successors are to be held and obligated to pay the aforesaid sum, as is aforesaid, assigned to the mount at the appointed times freely and expeditiously, and can be compelled and forced to do so by the appropriate remedies of law and fact; the faculty of redeeming the said mount for the same price being nevertheless perpetually reserved to us and our successors.
13 § 41. And thus in all and singular matters aforesaid by whatsoever judges, ordinaries and delegates, even cardinals of the Holy Roman Church, in any cause and instance, the faculty and authority of judging and interpreting otherwise being taken away from them and from each of them, they ought to judge and decide: and we decree and ordain that whatever is otherwise attempted concerning these things by anyone, by whatever authority, knowingly or unknowingly, is null and void.
14 § 12. Finally, that all things necessary for the execution of the aforesaid may proceed rightly in their proper order, we institute and depute our beloved son Guido Pepoli, our general treasurer, protector and administrator of the said mount with full and ample faculty and absolute authority to conduct, administer, care for and execute all and singular things which he shall deem to pertain to the progress, defense and utility of the same mount, and also in this first erection to grant and expedite letters patent to purchasers of places of the same, until the college shall constitute itself, under his name and seal, and meanwhile likewise to derogate.
15 secretary of the aforesaid we elect and appoint.
16 § 13.
