FRANKENBERG, JOHANN HEINRICH. - Archbishop of Malines and cardinal, b. 18 Sept. 1726 at Glogau, of a noble and ancient Silesian family, d. 12 June 1804 at Breda. He entered the career ecclesiastical career as dean at Olomouc and then archdeacon of the cathedral of Wrocław; in March 1759 the empress Maria Theresa appointed him archbishop of Mechelen and Pius VI on 1 June 1778 created him cardinal. He administered his diocese with dignity and conscience.
But he could not get along with the imperial authority because of the caesaropapist meddling of the emperor Joseph II. F. opposed in every way the establishment of general seminaries in his diocese, and fought, though in vain, against state high-handedness, upheld however by the favor of the people. The situation became very tense, so much so that an imperial decree of Aug. 1789 granted the reopening of the episcopal seminaries. The political authorities' change of heart came too late, however, because shortly thereafter civil war broke out, which dragged on for over a year. The cardinal openly sided with the insurgents, yet upon the victorious return of the Habsburgs, on 13 Dec. 1790, he did not fail to urge upon the diocesans the necessity of obeying the constituted authorities.
