PHILLIPS, GEORGE. - Jurist, b. Jan. 6, 1804 in Königsberg, d. Sept. 6, 1872 at Aigen near Salzburg. Extraordinary professor of German law at the University of Berlin, he abjured Protestantism in 1828, and having left Berlin he moved to the University of Munich.
A deputy to the Constituent Assembly of Frankfurt in 1848-49, he was then in 1850 a professor at the University of Innsbruck and from 1851 in Vienna, where he remained until his death. He enjoyed wide fame especially for his work, unfinished, Kirchenrecht, in 7 vols. from 1845 to 1872. In it he took up again the doctrine of the potestas indirecta of the Papacy over the State, contributing with this theory to putting an end to Josephinism in the Habsburg Empire, and he upheld pontifical infallibility in matters of religion.
