Ad abolendam
On the Suppression of Heresy
1 4 November 1184 - Pope Lucius III - Ad abolendam diversam haeresium pravitatem
2 In order to abolish the various perversity of heresies, which in many parts of the world has begun to sprout in these modern times, the ecclesiastical vigor must be aroused, which assuredly, with the aid of imperial strength supporting it, both the audacity of heretics may be crushed in their very attempts at falsehood, and the Catholic simplicity of truth shining in the holy Church may demonstrate it everywhere purified from every abomination of false doctrines. Therefore we, supported alike by the presence and vigor of our most dear son Frederick, the illustrious Emperor of the Romans, ever August, by the common counsel of our brethren and also of other patriarchs, archbishops and many princes, who have assembled from various parts of the empire, against these very heretics, to whom diverse profession has imparted diverse chapters of falsehoods, by the general sanction of the present decree we arise, and every heresy, by whatever name it may be known, through the series of this constitution we condemn by apostolic authority.
3 First therefore we decree that the Cathars and Patarines and those who falsely call themselves Humiliati or Poor of Lyons, Passagines, Josephines, Arnaldists shall perpetually lie under anathema. And since some, under the appearance of piety, denying its virtue, as the Apostle says, arrogate to themselves the authority of preaching: when the same Apostle says, "How shall they preach unless they be sent?" all who, whether forbidden or not sent, without authority received from the apostolic see or from the bishop of the place, have presumed to preach publicly or privately, and all who do not fear to think or teach otherwise concerning the sacrament of the body and blood of our Lord Jesus Christ, or concerning baptism, or concerning the confession of sins, matrimony or the other ecclesiastical sacraments, than the most holy Roman Church preaches and observes, and generally, whomever the same Roman Church or individual bishops through their dioceses with the counsel of clergy, or the clergy themselves with the see vacant with the counsel, if it be necessary, of neighboring bishops have judged to be heretics, with the same bond of perpetual anathema we bind.
4 Their receivers and defenders, and all likewise who have afforded to the aforesaid heretics any patronage or favor for fostering heretical perversity in them, whether they be called consoled, believers, perfect, or by whatever superstitious names they may be called, we decree shall be subject to a like sentence. But since it has sometimes happened, sin requiring it, that the severity of ecclesiastical discipline is despised by those who do not understand its virtue, by the present ordinance nevertheless we enact that, whosoever shall be manifestly detected in heresy, if he be a cleric or covered by any pretense of religion, shall be stripped of the prerogative of the entire ecclesiastical order, and thus despoiled of every office and ecclesiastical benefit alike, shall be left to the discretion of the secular power, to be punished with due severity, unless immediately after detection of the error he shall spontaneously return to the unity of the Catholic faith, and shall consent publicly to abjure his error at the discretion of the bishop of the region, and shall exhibit congruous satisfaction.
5 A layman, however, whom any of the aforesaid plagues shall have touched with notorious or private guilt, unless, as has been said, having abjured the heresy and exhibited satisfaction, he shall immediately flee to the orthodox faith, shall be left to the discretion of the secular judge, to receive due punishment according to the quality of the crime. Those who are found to be noted by suspicion of the Church alone, unless at the discretion of the bishop, according to the consideration of the quality of the suspicion and the condition of the person, they shall have shown their own innocence by congruous purgation, shall be subject to a like sentence. Those also who, after abjuration of error, or after they have, as we have said, purged themselves by examination of their own bishop, shall be found to have relapsed into the abjured heresy, we decree shall be left to secular judgment without any hearing whatsoever, the goods of condemned clergy being applied to the churches which they served, according to legitimate sanctions. Indeed the aforesaid sentence of excommunication, to which we command all heretics to be subject, we decree shall be renewed by all patriarchs, archbishops and bishops on the principal festivals, and as often as they hold solemnities or any occasion, to the glory of God and the reprehension of heretical perversity, establishing by apostolic authority that, if any of the order of bishops shall be found negligent or remiss in these matters, he shall be suspended from episcopal dignity and administration for the space of three years.
6 To these matters, by the counsel of bishops and at the suggestion and urging of the imperial majesty and his princes, we have added that any archbishop or bishop, either personally or through his archdeacon or through other honest and suitable persons, shall visit his own parish twice or once in a year, in which place there shall be rumor of heretics dwelling, and there shall compel three or more men of good repute, or even, if it shall seem expedient, the whole neighborhood, to swear an oath that, if anyone shall know heretics there or any celebrating secret conventicles, or living in dissent from the common conversation of the faithful in life and morals, he shall strive to inform the bishop or archdeacon. But the bishop or archdeacon shall summon the accused to his presence, who, unless they shall purge themselves at his discretion according to the custom of the region from the charge brought against them, or if, after purgation having been offered, they shall have relapsed into their former perfidy, shall be punished by the judgment of bishops.
7 But if any of them, rejecting the oath with damnable superstition, shall perchance be unwilling to swear, from this very fact they shall be judged heretics, and shall be struck down with the penalties which have been named aforesaid.
8 We decree moreover that counts, barons, rectors and consuls of cities and other places, at the admonition of archbishops and bishops, having taken a corporal oath, shall promise that in all the aforesaid matters they shall faithfully and effectively, whenever they shall be required therein by them, aid the Church against heretics and their accomplices and shall strive in good faith according to their office and ability to cause both ecclesiastical and imperial statutes concerning those matters which we have mentioned to be carried into execution. But if they shall be unwilling to observe this, let them be stripped of the honor which they hold and in no wise be assumed to others, nevertheless being bound by excommunication, and their lands being subjected to ecclesiastical interdict. But a city which shall have dared to resist these decretal institutions, or shall have neglected to punish resisters against the admonition of the bishop, shall be deprived of the commerce of neighboring cities and shall know itself to be deprived of episcopal dignity. We decree moreover that all supporters of heretics, as condemned to perpetual infamy, are to be repelled from advocacy and testimony and other public offices. But if there be any who, exempted from the law of diocesan jurisdiction, are subject solely to the power of the Apostolic See, nevertheless in those matters which have been instituted above against heretics, they shall be subject to the judgment of archbishops or bishops, and shall obey them in this part, as delegates from the Apostolic See, notwithstanding the privileges of their liberty.

1 1184-11-04- SS Lucius III - Ad abolendam diversam haeresium pravitatem
2 Ad abolendam diversam haeresium pravitatem, quae in plerisque mundi partibus modernis coepit temporibus pullulare, vigore debet ecclesiasticus excitari, cui nimirum imperialis fortitudinis suffragante potentia, et haereticorum protervitas in ipsis falsitatis suae conatibus elidatur, et catholicae simplicitas veritatis in ecclesia sanctas resplendens, eam ubique demonstret ab omni exsecratione falsorum dogmatum expiatam.

1 1184-11-04- SS Lucio III - Ad abolendam diversam haeresium pravitatem
