4 INNOCENT XII, POPE.

5 "To perpetual memory. The affection of constant faith and sincere devotion, which Our beloved sons, the community and people of Our city of Firmano, are shown to bear toward Us and this Holy See, merits that We should consult for their happy and prosperous government with such particular study of paternal charity as We are able with the Lord. § 1. Since therefore We, at an earlier time, namely in the very beginning of Our pontificate, being moved by just causes that stirred Our mind, appointed for the government of the said city of Firmano Our beloved son Fabrizio, Cardinal of the Holy Roman Church, called Spada, Our Secretary of State, and certain prelates of the Roman Curia distinguished by exceptional prudence, learning, integrity, and experience in affairs: these men, meeting together from time to time as the importance of matters and business required, have rightly and faithfully
