Decree on pious associations of the faithful without public vows

1 The Catholic Church has this altogether, that it directs all its forces continually both to fostering Christian piety and to rooting out vices. Hence in our own age, not only have true religious Congregations grown to great benefit of Christian and civil society, but also various other pious societies of the faithful have been formed, which would follow the evangelical counsels and undertake the works of charity with greater freedom, from which the religious families are either almost or entirely prohibited by the wickedness of the times. Since, however, these pious societies of the faithful, no less than true religious Congregations, have been praised by the Holy See, and their statutes approved, and moreover new societies of this kind have sought approval, there has begun to be dispute concerning the nature of these same societies and the mind of the Holy See in approving them. For this reason in a general Congregation of the Cardinals of the Holy Roman Church, by mandate of our Most Holy Lord Leo XIII, these two questions were proposed:
2 I. Whether it be expedient that the Sacred Congregation of Bishops and Regulars grant a decree of praise or approval to those Institutes which, besides sisters living in community, have sisters bound by simple vows, whether temporary or perpetual, living in their own homes, without bearing any external sign by which it might be known that they are members of some regular Institute?
3 II. Whether it be expedient that the same Sacred Congregation grant a decree of praise or approval to those Institutes whose members, even if they live in community, nevertheless bear no sign of the same Institute, and indeed strive to conceal both the Institute and its nature?
4 Moreover, in a plenary Congregation held in the Apostolic Palace of the Vatican on 21 June in the year 1889, the Most Eminent Fathers decreed:
5 The Sacred Congregation, when it praises or approves such Institutes, even under the express name of Congregations, intends to praise or approve them not indeed as formal Religions of solemn vows, nor even as formal or true religious Congregations of simple vows, but only as pious sodalities, in which, besides other things which according to the present discipline of the Church are required, neither is religious profession properly so called emitted, but vows, if any are made, are reckoned private, not public, accepted in the name of the Church by a legitimate superior. Furthermore, the Sacred Congregation praises or approves these sodalities under the essential condition that they be fully and perfectly known to their respective Ordinaries, and be entirely subject to their jurisdiction. Finally, the members of these sodalities, although they bear no regular habit, nevertheless should strive that in themselves there be not... the adornment of apparel (I Pet. III, 3), nor anything that might offend anyone's sight, but what befits religious persons, promising piety through good works (I Timoth. II, 10); and let them beware lest what is concealed through spiritual prudence degenerate through carnal prudence into culpable dissimulation.
6 This decree His Holiness ratified and confirmed, and ordered it to be inserted in the statutes of Institutes of this kind, in an Audience held by me, Cardinal Prefect of the aforesaid Sacred Congregation of Bishops and Regulars, on 11 August 1889.

3 II. Utrum expediat, ut eadem S. Congregatio concedat decretum laudis aut approbationis Institutis illis, quorum membra,, etiamsi in communitate vivant, nullum tamen eiusdem Instituti signum prae se ferunt, quinimo student occultare tam Institutum quam eius naturam?
4 Porro in plenaria Congregatione habita in Palatio Apostolico Vaticano die 21 mensis Iunii anno 1889 Eminentissimi Patres decreverunt :
