Bull appointing a governor of Rome and vice-camerarius
ROME Year C. Ibi
1 Leo, bishop, servant of the servants of God, for the perpetual memory of the matter, to our beloved son Master Amadaeus Berruto, our notary, governor for us and the Roman Curia or Church in our beloved City, greeting and apostolic blessing.
2 Although we ought to exercise careful and vigilant concern, insofar as it is granted to us from on high, for the prosperous and happy governance of the temporal dominion of all cities subject to the holy Roman Church, we must nevertheless think with so much greater care about our beloved City, consecrated to our Lord Jesus Christ by the blood of the blessed Apostles Peter and Paul, and about the diligent administration of its inhabitants and the offices of the Apostolic Chamber, inasmuch as that city is the head of the world, and in it the highest Priest has willed to place his principal and chief seat, to which the faithful of Christ flow together in great numbers from diverse parts of the world, and the matters which are transacted in that same Chamber are accustomed to be reckoned among the weightier affairs of the said Church, and it is fitting that they be expedited with careful attention and diligence.
3 § 1. Desiring therefore that the City itself and its citizens and inhabitants, our special and most devoted sons of the aforesaid Church, may be governed by provident and careful rule, and that those matters which pertain to the office of camerarius in the aforesaid Chamber, and are accustomed to be exercised there through our camerarius's deputy or vice-camerarius, may be expedited with the care that is fitting, and considering you, who are our domestic prelate, and in whom we know that singular learning, constant faith, magnanimity, circumspection, integrity of life, and other virtues have been accumulated by the author, the Lord, taking special confidence in the Lord that you will laudably execute all things, even those arduous and difficult, which you shall recognize pertain to the honor and happy and prosperous state of us and the Church and the aforesaid See, with divine clemency favoring: by our own motion, not at the instance of your petition or that of another made to us on your behalf in this matter, but from our mere deliberation and from certain knowledge, we do by apostolic authority, by the tenor of these presents, constitute and depute you as general governor in the city itself and its district and pertinences, and as vice-camerarius in the Apostolic Chamber, and as deputy of the camerarius of the aforesaid Chamber, with the customary care, discretion, power, honors, burdens, pertinences and emoluments, at our and the said See's pleasure, entirely revoking by this series any other commissions made heretofore concerning the said offices of vice-camerarius and governor.
4 § 2. And to you all and singular causes committed to the said Chamber, and matters through us and ours and criminal, in the form of brief letters or otherwise commissions made in any manner in general or in particular to your predecessor governor, according to the expression and tenor of those letters, you shall pursue. And in all other and singular causes, even those committed to you by us and our venerable brother Raphael, bishop of Ostia, our camerarius, as vice-camerarius for the time being and to be committed to auditors, your deputies and others as shall seem good to you, your powers, even up to and including the definitive sentence, and with power to execute, whenever it shall please you, committing. And both through yourself and through your auditors or deputies, exercising your powers in the same matters, and both in civil and in criminal, and both in spiritual and in temporal causes and all other whatsoever matters, both against Roman citizens and foreigners, ecclesiastical and lay, and inhabitants, as well as religious of whatsoever Order, status, grade, condition or dignity they may be, concerning actively and passively; and both in the Apostolic Palace and in the borough of St. Peter, and in our castle of St. Angelo, as well as in the Capitol, as elsewhere.
5 § 3. And for the purpose of restraining the intricacies of litigation as well as sparing the expenses, indemnities and losses of the litigating parties, in such causes and matters proceeding, even with no observance whatsoever of the order of law or of the style or custom of the said Chamber and Roman Curia, but with only the truth of the fact inspected, according to what is good and equitable and according to the contingency of things and the quality of the fact, whenever it shall seem good to you, even in fact, with royal hand and veil lifted, even according to your will and pleasure and disposition, to proceed and to judge and to exercise jurisdiction.
6 § 4. Moreover, on the occasion of those litigating before you, to promulgate and relax excommunication or other censures and penalties against them; and also to exercise the secular arm, even against Romans and others aforesaid, holding whatever authority and dignity; and in general to do, say, manage, and procure all other and singular things which in the aforesaid matters and which pertain to that office by law or custom or in any other way whatsoever, and which we ourselves are able to do in all and singular the aforesaid matters; and to do, command, ordain, correct, and execute all other and singular things which vice-camerarii and governors, who have been in office from time to time, have been accustomed to do, command, ordain, and dispose.
7 § 5. And against any of the aforesaid persons, even with no preceding infamy and no process, to inquire, correct, chastise them, and even punish them up to and including the ultimate punishment; so that as soon as a citation against any Roman citizen or any other of the aforesaid, delinquent in any way whatsoever, and his house has been made, you are to be considered as having forestalled any other judges, so that others in no way can proceed against the same person, as aforesaid, in any manner; nor even through them, concerning penalties against those bearing arms and other delinquents indicated or threatened by you, summarily, etc.

ROMA. Anno C. Ibi
