1 Clement, Pope VIII, to all and each of those inspecting these present letters, greeting and apostolic benediction. The burdensome care of pastoral office, committed to us by divine disposition, though we are unworthy of it, demands that we direct the gaze of our mind not only to those near us, but also to the most remote peoples of the earth, and diligently provide for those things which pertain to their salvation and the propagation of the Christian religion.

2 1. Indeed, formerly, after the name and Gospel of Christ the Saviour had been announced in the furthest regions, islands, and provinces of all lands, and the peoples of those regions, the darkness of pagan superstition and errors having been driven out, had begun to be illuminated by the light of Christian truth and faith, our predecessor of happy memory, Gregory XIII, considering that no preachers of God's word, except the Religious of the Society of Jesus, had penetrated to the aforesaid regions and provinces, and that they alone had been the authors, teachers, and as it were parents of those nations in embracing that truth and faith; moved by these and other causes expressed at that time, he interdicted and forbade all patriarchs and bishops, even of the province of China and Japan, under the interdict of ecclesiastical censure and suspension from entering the church and exercising pontifical functions, and to other priests, clerics and ecclesiastical ministers, both secular and of any regular Order, of whatever status, grade, order and condition they might be, under the penalties of major excommunication incurred ipso facto, that they should not dare to proceed to those same regions and provinces of Japan for the purpose of preaching the Gospel, or teaching Christian doctrine, or administering the sacraments, or performing other ecclesiastical duties, without the express permission of his See and the Apostolic See, as is more fully contained in the letters of that same predecessor drawn up in the form of a brief, given at Rome at St. Peter's under the Fisherman's Ring, on 27 January, in the year of the Lord 1585, in the thirteenth year of his pontificate.

3 § 2. But since, as we have recently learned from the relation of our most dear son in Christ, Philip, the Catholic King of Portugal and the Algarves, both China and Japan, and other islands, regions and provinces adjacent and neighbouring to them, and the bordering kingdoms of the East Indies are most extensive and filled with peoples, and for such a multitude of souls to be brought to the Catholic faith and to be nourished with spiritual sustenance, more workers and ministers are necessary than can be had from the Society of Jesus alone, and therefore it seems worthwhile that professors of other Orders also, especially of the Mendicant Orders, distinguished in learning and approved in life and morals, be sent there to perform those duties, so that with the cultivators of the Lord's field increased there, the fruits of the Christian religion may also be increased:

4 § 3. We, for the sake of the duty of our office, wishing to provide for the Religious on the matters aforesaid, having the letters of our predecessor Gregory as if expressed in these presents, do by apostolic authority, by the tenor of these presents, indulge, grant and permit to all and each of the masters, ministers or priors general of the Mendicant Orders, now and for the time being, that, when necessity shall require, any religious of their Order of noted life and learning (whom they shall judge in the Lord to be suitable and useful for the aforesaid offices and ministries) may, through Portugal alone, and having undertaken thence navigation, be sent to the Indies and to the city of Goa, and to the superiors of the Orders existing in those parts; and both those thus sent and other religious of the aforesaid Orders existing in those same parts of the Indies, and chosen and approved by their masters, ministers or priors general, or other superiors for performing this duty, may proceed both to the aforesaid Japanese regions and to other nearby and adjacent islands, regions and provinces, even of China and the bordering kingdoms and the mainland of the East Indies.

5 § 4. We admonish the same masters, ministers or priors general of the Mendicant Orders that they take care that such missions be conducted by them in such a way that they may be useful and fruitful for the conversion of the infidels and the propagation of the Christian faith, without any contention among the ministers themselves, which might turn the infidels away from the purpose of conversion and provide matter of scandal to the converted.

6 § 5. But when those religious themselves shall have arrived at the provinces and places assigned to them, they ought to remain subject in those places to the obedience of their own superiors, according to their rules and constitutions, and there preach the word of God and administer the sacraments, yet under obedience concerning preaching and the administration of the sacraments only to that bishop in whose diocese they shall preach and administer the sacraments, and they may do so freely and lawfully, nor ought they to be molested, disturbed or disquieted on this account by anyone; and as long as they remain there, and their own province has not been constituted for them by their generals, they shall observe the aforesaid province.

7 of the East Indies of each Order shall be and are to be considered. 6. But if perchance any controversies should arise between the religious of the aforesaid religions (which God forbid), the bishops existing for the time being in those places, as delegates of the Apostolic See, shall decide and terminate them. But if any more serious matters should occur, they shall be referred to us and our successor Roman Pontiffs as quickly as possible by those same bishops, so that what ought to be established and decreed in them may be provided for with mature deliberation.

8 § 7. Moreover, to all and each of every status, rank, order and condition whatsoever in the islands called the Philippines, under the penalty of excommunication the greater (from which none except we and the Roman Pontiff, except in the article of death, can absolve them), and also of deprivation of voice both active and passive, and of dignities, administrations and offices whatsoever, and also of inability to obtain and exercise those and other things hereafter, incurring these penalties ipso facto, without any other declaration, we interdict and prohibit, lest from the islands called the Philippines, or any other of the Indies of the West, or which are now held for parts of the Indies of the West, any part pertaining to them, to the Japanese and other islands adjacent and bordering to them, the aforesaid provinces and regions, even of whatsoever privileges granted to them or their Orders by us and our Roman Pontiff predecessors, under whatsoever tenors and forms, in general or in particular, even concerning the faculty of preaching the word of God throughout the whole world, hitherto conceded, or hereafter even to be conceded, approved and renewed, unless in them special, specific and express mention of the present prohibition and interdict be made with sufficient derogation, or under any other pretext and sought color, they dare or presume to set forth and pass. And if any have done otherwise hitherto or shall do so hereafter, after they shall have been admonished, they are immediately bound under the same penalties, all delay and excuse ceasing, to return and come back to the said islands of the Philippines, or other parts of the Indies of the West, and to this they can be compelled and forced by whatsoever ecclesiastical judges, under the same and other penalties to be inflicted at their discretion.

9 § 8. Commanding therefore to all and each of the patriarchs, archbishops, bishops and other prelates of churches and places, even of the Regular orders, constituted throughout the whole world, that they cause these present letters to be inviolably observed by all in their respective provinces, cities, dioceses, chapters and jurisdictions, and as often as they shall be requested by the religious of the aforesaid Orders, cause them to be solemnly published.

10 § 9. Notwithstanding the interdict and prohibition of the aforesaid predecessors, and derogatory letters, and all other matters aforesaid, as well as apostolic and those special or general constitutions and ordinances issued in synodal, provincial and universal councils, and also the statutes and customs of the aforesaid Society of Jesus and of other Religious orders, provinces and regions aforesaid, confirmed by oath, apostolic confirmation, or any other firmness, privileges also, indults and apostolic letters, to them and to their prelates, superiors and persons, even particular ones, under whatsoever tenors and forms, and with whatsoever even derogatory clauses of derogatory clauses, and other more efficacious and unusual clauses, as well as irritant and other decrees, even by motu proprio and from certain knowledge, and from the fullness of apostolic power, in general or in particular, and otherwise in any manner whatsoever granted, approved and renewed. All of which, even if for their sufficient derogation it would otherwise be necessary to have special, specific, express and individual mention of them and of their whole tenors, and word for word, and not by general clauses importing the same thing, or any other expression, or if some other exquisite form were to be observed for this purpose, we, having these tenors as if word for word, with nothing whatsoever omitted, and the form transmitted in them observed, inserted in the present, considering them for this time specially and expressly sufficiently expressed and inserted, in so far as they are contrary to our prohibition and interdict and other matters aforesaid, by the tenor of these present we derogate, and it is derogated and to be considered derogated, nor do we wish and declare that those things shall avail them in any way whatsoever; and to all other things contrary whatsoever.

11 § 10. And because it would be difficult for these present letters to be shown and published wherever their use should come, we will that copies of them, even printed ones, subscribed by a public notary or by some secretary of the aforesaid Religious orders, and furnished with the seal of a person constituted in ecclesiastical dignity or of any of the aforesaid generals, shall receive the same faith entirely in judgment and outside of judgment as would be given to these present if they were exhibited or shown.

12 Given at Rome at St. Peter's, under the Fisherman's Ring, on 12 December 1600, in the ninth year of our pontificate.

13 Dated 12 December 1600, pontificate year 9.
