Citato in 2 voci dell'Enciclopedia ↓

4 II. Iisdem votorum simplicium Sororibus non liceat eleemosynas quaerere sive intra dioecesim in qua ipsae resident, sive extra sine licentia Ordinarii loci respectivae residentiae.

1 Those women who devote themselves to God in pious and religious Institutes certainly show themselves worthy of singular protection and assistance, so that they may exercise works of mercy for the good of their neighbours far and wide, not only directly, but also by seeking alms to sustain these same works, and thus bearing the excellent praise of humility, patience, charity and other virtues. Since, however, this ministry of collecting alms, on account of the nature of women who seek and the present condition of human society, is not free from dangers unless it be guarded by appropriate precautions, the Sacred Congregation of Bishops and Regulars, at the petition of certain Bishops, having carefully and maturely considered the matter, has established and decreed the following.
2 FROM THE S. C. OF BISHOPS AND REGULARS
3 I. In Institutes of simple vows, the pupils shall not undertake the work of seeking alms except in a spirit of faith, remembering that they seek alms not for themselves, but for Christ Jesus Himself, mindful of His words: As long as you did it to one of these my least brethren, you did it to me. Furthermore, they shall treat the Ordinaries of places, even if they pass through their territories, with obedience, reverence and devotion, as parents and patrons, to whom they may approach with confidence for counsel, assistance and protection in any necessity.
4 II. It is not permitted to these Sisters of simple vows to seek alms either within the diocese in which they reside or outside it without the permission of the Ordinary of their respective place of residence.
5 III. Those who seek alms outside their respective diocese of residence must moreover obtain permission from the Ordinary of the place in which they desire to seek alms.
6 IV. Nothing, however, prevents the Superioress, without requesting permission, from accepting alms offered from anywhere to relieve the poverty of the house or pious works over which she presides, or even from obtaining them by letters from honest and benevolent persons of any kind, so long as they are not prohibited by a legitimate superior for a reasonable cause.
7 V. The Ordinary of the place in which there is a house of Sisters wishing to seek alms shall not grant them permission, 1° if he is not assured of the true necessity of the house or pious work; 2° if the seeking can conveniently be done by others to be designated by the Ordinary himself. If, however, the necessity can be met by seeking in the place in which the Sisters reside, or within their own diocese, the Ordinary shall not grant them permission to collect alms outside the diocese.
8 VI. Both permissions shall be granted freely and in writing, in which each Ordinary may impose laws and conditions which he shall judge more opportune in the Lord according to the circumstances of places, times and persons. The permission of the Ordinary of the pious house of Sisters shall contain letters or commissions to the parish priests or other prudent persons, for Sisters seeking alms within the diocese, or letters of recommendation to the Ordinaries of other dioceses for Sisters seeking alms outside their own diocese. In both commissions it shall be mandated to the parish priests or other worthy persons that they be ready to assist the Sisters with counsel and the best help they can provide, that they watch over their manner of conduct, and if they learn anything improper in them, they shall immediately report it to the Ordinary. In the letters of recommendation the Ordinaries of places shall be urged to protect and assist in their own diocese the Sisters admitted to seek alms, as if they held them as their own subjects.
9 FROM THE S. C. OF BISHOPS AND REGULARS
10 mendations the Ordinaries of places are urged that each in his own diocese protect and assist the Sisters admitted to seek alms, as if he held them as his own subjects.
11 VII. Each Ordinary of a place shall not admit Sisters coming from another diocese to collect alms unless they first exhibit to him the permission of their own Ordinary. To Sisters presenting such permission, he shall grant his own permission to seek alms in his own diocese, if he judge fit. But where Sisters, even if provided with both permissions, conduct themselves badly in the seeking of alms, the Ordinary shall immediately order them to return to their own house, and shall compel them by appropriate means if necessary.
12 VIII. Superioresses, especially outside the place where they have houses, shall never send Sisters to seek alms unless in pairs, mature in age and spirit, not beyond one month within the diocese, not beyond two months outside the diocese, and always furnished with such a sum of money that, should any unforeseen necessity compel them, they may immediately return home. Sisters seeking alms shall always and everywhere shine forth with the modesty that is fitting, shall avoid familiarity with men and useless conversation; they shall avoid clamor, taverns and other unsuitable places; nor shall they remain longer in houses than is necessary for awaiting alms. Individual Sisters shall never travel alone, nor shall they be separated from one another, except when necessity compels. When traveling, if it can conveniently be done, they shall use the railway; but as much as possible, by night, and they shall neither depart from one place nor arrive at another. They shall give advance notice of their coming arrival to him to whom the Bishop's letters have been given; and when they have arrived, they shall present themselves to him and employ prayers, so that he may intercede for finding hospitality at some pious institute of women, or at least at some respectable woman, never however in a house where they might encounter some danger. They shall not omit morning and evening prayers: daily in the morning they shall seek out one of the nearer churches, and there assist at the Sacred Mass: each week they shall be refreshed by the sacraments of Penance and the Eucharist. Before sunrise and after sunset they shall not seek alms through places. When the time appointed for seeking alms has elapsed, without any delay they shall return by the direct route to their own Superioress. They shall never demand alms arrogantly or as if they were owed, but briefly and humbly having set forth their own need and that of pious works, if anything is freely offered they shall accept it, otherwise
13 FROM THE S. CONG. OF BISHOPS AND REGULARS.
14 they shall patiently trust in Divine Providence. Such other suitable norms as may be given by their own Superioress they shall observe most carefully.
15 Given at Rome from the Secretariat of the aforesaid Sacred Congregation of Bishops and Regulars on 27 March 1896.
