BAILLY DE SURCY, EMMANUEL-JOSEPH. - French publicist and Catholic organizer, father of the two Assumptionists Emmanuel and Vincent de Paul (v.) and of Marie B. (1837-1906), superior general of the Sisters of St. Clotilde; died in Paris on 12 April 1861.

In 1819 he founded the "Bailly" boarding school, which was also attended by C. Baudelaire and F. Ozanam. As president of the Congregation of St. Clotilde he founded the "Société des études littéraires," absorbed in 1825 by the "Société des bonnes études"; he contributed to the founding of the "Société catholique des bons livres," of which he was later director; then he founded the "Association pour la défense de la religion catholique," from which emerged in 1829 the journal Le Correspondant, directed by B., which was succeeded in 1831 by the Revue européenne, also directed by him, absorbed in 1836 by l'Université catholique. In 1831 he had founded the Tribune catholique, which was succeeded by L'Univers, where in 1842 L. Veuillot made his first attempts.

B. was the creator and first president of the "Conferences of St. Vincent de Paul," begun in 1833 through the work of the "Société des bonnes études," which later became of worldwide importance.
