SECRET ALMONER OF HIS HOLINESS. - The s. a. of His Holiness is a palatine prelate and the first among the ecclesiastical secret participating chamberlains. He holds the archiepiscopal title; he is always numbered among the archbishops assisting the Pontifical Throne, ordinarily he is a canon of one of the four patriarchal basilicas and takes part in the functions at the papal chapels.
A sacellarius, with functions that are believed similar to what was later the elemosynarius, appears already from the 8th century (Ordo Rom., I, n. 13, ed. M. Andrieu, Les Ordines Romani, II, Louvain 1948, p. 71).
But it seems that Gregory X (1271-76) was the first to fix the attributions of the almoner prelate. He certainly appears in the Roll of the Pontifical Family of Nicholas III (1277).
The s. a. of His Holiness exercises his office also during a vacant see [cast. Vacantis Apostolicae Sedis, 8 Dec. 1945, in AAS, 38 (1946), p. 73], under the authority of the Sacred College, and the new pontiff is accustomed to confirm him. He has his residence in the Apostolic Palace, in which is located the Apostolic Almonry (v.), of which he is the head, and the office of the Rescripts of apostolic blessings, which are granted with his signature.
Dependent on the s. a. of His Holiness were the conservatory known as that of the Zoccolette, the Conservatory of St. Rocco and the Maestre Pie of the pontifical schools. At present he is the Ordinary of the Pontifical Institute of the Maestre Pie Venerini.
