He tirelessly waged the struggle against the unjust school legislation of the province of Manitoba and insisted on the right of the French Canadians to their language. For the very numerous immigrants (the number of Catholics rose from 29,000 in 1895 to more than 100,000 in 1915) he erected 80 new parishes, always aiming to safeguard the natural rights of the various nationalities to their own churches and priests. For the Ruthenians he procured priests of their rite, their own schools and a newspaper. He built the new cathedral of St-Boniface. He developed the Catholic schools by calling in other religious institutes and founding the Oblates of the Sacred Heart and of Mary Immaculate.
