FROM THE SACRED CONGREGATION OF PROPAGANDA FIDE
DECREE of the Sacred Congregation of Propaganda Fide for the Affairs of the Eastern Rite.
1 The exalted office of apostolic men requires that they walk in the cultivated field of the Lord all with one mind, and with equal spirits, undertake labors in a common cause. For whether an enemy man sows tares in that same field, or the malice of wicked men vexes and attacks the Missionaries themselves, or sudden turns of events compel them into grave straits and thickets of difficulties. Hence it is clear how useful and indeed necessary it is that these men, about to do battle with the vices and concupiscences of men, with the enemies of the Cross of Christ, be led as it were by one leader and protector, with prudent zeal and charity. Thus it will come to pass that more easily men, redeemed by the precious blood of Christ, whether sitting in the darkness of infidelity, or wasting away in heresy or schism, may be brought back into the bosom of holy Mother Church, to be nourished unto eternal salvation.
2 Moreover, Our Most Holy Lord Leo by Divine Providence Pope XIII, by that wisdom which he possesses and by the greatest solicitude for all Churches, especially the Eastern ones, by Letters given motu proprio on 19 March 1896, having added certain chapters of prescriptions and exhortations to his Constitution Orientalium as it were as a supplement, ordered that certain matters be established through the sacred Council for propagating the Christian name by its own decree, by which some things according to the mind of His Holiness be changed from the order of law still received concerning the manner of offices which intercede for the Apostolic Delegates with those who preside over missions through the Eastern regions. The Sacred Congregation, willingly obeying these commands, judged that these things ought to be declared and decreed.
3 I. Apostolic Prefectures of Missions among the Eastern Churches, instituted within the boundaries of another Mission or Diocese, which for this reason do not have separate territory, are abolished, with full right nevertheless remaining for already established Missions; and in place of the Prefects, Superiors of Missions shall be appointed.
4 II. The Superior General of a Religious Order to which some apostolic Mission has been entrusted shall propose to this Sacred Congregation some member of the same Order, outstanding in apostolic virtues and learning, whom this same Sacred Council, if it shall so judge safely in the Lord, shall place in charge of that Mission with the office and title of Superior.
5 III. Letters patent or documents of the Sacred Congregation to this Superior of the Mission thus designated and promoted, together with the Apostolic faculties which the same Sacred Congregation shall judge fit to grant to him, shall be delivered through the Apostolic Delegate in whose Legation the Mission is established.
6 IV. Besides the Superior of the Mission, there shall be named by the supreme head of the Religious Order a Regular Superior, whose duty and office it shall be to preserve and promote with constant and diligent vigilance and care the regular discipline of the Missionaries of his own Order; likewise to entrust the affairs of the Mission to individual Missionaries according to each one's strength of mind and body; which matters, however, he shall not undertake except after consulting with the Superior of the Mission, so that they may agree together in that provision which they shall judge conduces more to the benefit of the Catholic cause.
7 V. If it shall seem good to the Superior General of the Religious Order, in certain circumstances of times, places and persons, to combine more usefully the office of Superior of the Mission with the office of Regular Superior, he shall be able to do so, yet not without the authority and permission of the Sacred Congregation.
8 VI. It shall be the office of the Superior of Missions to administer ordinarily the Christian Communities which through the apostolic labors of the Missionaries have come from infidelity, from heresy or from schism to the true faith, or have returned to it; until, however, they can be handed over to the Bishops or Ordinaries of their own rite. To him also shall be the right to found new Mission Stations, yet after first consulting with the Apostolic Delegate.
9 Finally, it shall be the duty of the same Superior to establish and carry out whatever he prudently judges will conduce to the better governance of the Missions.
10 VII. The principal office of the Apostolic Delegate shall be to watch that the Missionaries never cease from their undertaking, but constantly and properly fulfill their office. Namely, that they continually visit in apostolic manner the villages subject to their Mission, strengthen the weak in faith, recall the fallen and the erring to the way of salvation; thus at last let them labor for the fruitfulness of the Lord's field, so that all may gain Christ, to whom their soldiers shall one day receive the crown of justice. Let the Delegate moreover take care that the Missionaries most diligently and faithfully observe and fulfill the mandates and institutions of the Holy See.
11 VIII. Likewise the Apostolic Delegate shall give every effort so that he himself and the Superior of the Mission may be in full agreement concerning opinions and matters to be done which pertain to the administration and progress of the Mission. And where it happens that they differ in opinion on more serious affairs of the Mission, the judgment of the Apostolic Delegate shall prevail, yet with the Superior of the Mission retaining the faculty to approach the Sacred Congregation with a request that it decree what it shall judge more conducive to the good of the Mission to be done.
FROM THE SACRED CONGREGATION OF PROPAGANDA FIDE
12 All and each of these matters having been reported to Our Most Holy Lord Leo XIII, he himself confirmed them by his authority, and appropriately derogated from all contrary provisions, while the other rights and duties which exist between the Ordinaries of places and the Missionaries remain firm.
13 Given at Rome from the Buildings of the same Sacred Congregation on 12 September 1896.

2 Porro Sanctissimus Dominus Noster Leo Divina Providentia PP. XIII, pro ea qua praestat sapientia maximaque sollicitudine omnium Ecclesiarum praesertim Orientalium, Uteris motu proprio datis die 19 martii 1896, aliquot praescriptionum hortationumque capitibus suae Constitutioni Orientalium veluti adiectis, iussit, quaedam per sacrum Consilium christiano nomini propagando constitui decreto proprio, quo nonnulla ad mentem Sanctitatis*suae immutentur de iuris ordine adhuc recepto circa rationem officiorum, quae Delegatis Apostolicis intercedant cum eis qui missionibus per Orientales praesunt regiones. Quibus iussis Sacra Congregatio libenter parens, haec declaranda ac decernenda censuit.
3 I. Apostolicarum Praefecturae Missionum apud Orientales Ecclesias, intra fines alterius Missionis aut Dioceesis institutae, quae idcirco territorium separatum non habent, abrogantur, pleno tamen iure manentibus iam fundatis Missionibus; et in Praefectorum locum sufficientur Superiores Missionum.
4 II. Superior Generalis Religiosi Ordinis, cui aliqua apostolica Missio credita est, Sacrae huic Congregationi proponet aliquem ex eodem Ordine alumnum, virtutibus apostolicis doctrinaque praestantem, quem idem Sacrum Consilium tuto eidem Missioni si ita in Domino iudicaverit, praeficiat Superioris Officio et nomine.
5 III.
8 VI.
