Omnipotentis Dei

Bull on sorcerers, witches, and those who make a pact with the devil

Bull of Pope Paul V ·

CIV.
Against evildoers and sorcerers, making a pact with the devil, and apostatizing from the faith and harming others
Pope Gregory XV, for perpetual remembrance of the matter.

1 Of Almighty God and our Saviour, who, that He might free man from the snares of the devil, deigned to undergo the cross, holding His place, although unworthy, on earth, we apply ourselves with the utmost zeal, according to the apostolic office of service committed to us from above, to this end: that we may defend the flock of the Lord, redeemed at an inestimable price, against the frauds of Satan, interposing the parts of that same office from above, as we perceive it to be salutary in the Lord to expedite. § A. Truly, certain persons, forgetful of their condition and of the solemn promise made by them, by which they were admitted through the sacred washing of regeneration into the flock of Christ, do not fear to give themselves to the arts of Satan, whom they renounced, to witchcraft, superstitions, and wicked inventions; nay rather, imitating their master, who ceases never to lay snares for men with that capital hatred with which he pursues the human race, they do not cease to harm their neighbour. These delinquents, when denounced to the bishop or inquisitor, are commanded...

2 Contrary things are removed.

3 Transcripts are ordered to be believed.

4 This law, published in the City, he declares to bind all everywhere.

5 in various ways to harm, and do not fear to lose their own souls.

6 § 2. Wherefore, that such destructive crimes may be kept away from the Christian faithful, we have deemed them worthy of being punished with graver penalties. By our own motion, therefore, and from certain knowledge and mature deliberation of ours, and from the fullness of apostolic power, by the tenor of these presents we decree, command and ordain, that, it being established that someone has made a pact with the devil, and apostatizing from the faith has harmed one or more persons by witchcraft or sorcery in such a way that death has followed from the witchcraft or sorcery, even for a first offence, he shall be delivered to the secular court, to be punished with due penalties; but he who similarly, apostatizing, has made a pact with the devil, as aforesaid, and has committed witchcraft or sorcery, from which, although death has not followed, yet infirmity, divorces, impotence of generation, or notable damage to animals, crops or other fruits has resulted, ought to be immured or consigned to perpetual imprisonment, in the holy office of the inquisition, where it exists, to be constructed.

7 § 3. Those who have knowledge of similar delinquents are bound to denounce them to the bishop or inquisitor.

8 § 4. Notwithstanding apostolic constitutions and ordinances, and all other things to the contrary whatsoever.

9 § 5. We will, however, that transcripts of these presents, even printed ones, subscribed by the hand of some public notary and furnished with the seal of some person constituted in ecclesiastical dignity, shall everywhere receive the same credence as would be given to these same presents if they were exhibited or shown;

10 § 6. And that these same presents, after they have been affixed to the doors of the basilicas of St. John Lateran and of the Prince of the Apostles in the City and of the apostolic chancery, as well as in the open space of the Campus Florae, shall bind and affect all and singular to whom it pertains, just as if they had been personally intimated to each one.

12 Dat. die 20 martii 1623, pontif. an. iii. civ.

CIV.

9 § 5. Vogliamo inoltre che ai transunti delle presenti, anche stampati, sottoscritti di mano di alcun notaio pubblico, e muniti del sigillo di alcuna persona costituita in dignità ecclesiastica, sia prestata ovunque la medesima fede che si presterebbe alle medesime presenti, se fossero esibite o mostrate;
