PRAESTANTIA SCRIPTURAE
ON THE JUDGMENTS OF THE PONTIFICAL COUNCIL FOR PROMOTING BIBLICAL STUDIES AND ON CENSURES AND PENALTIES AGAINST THOSE WHO HAVE NEGLECTED THE PRESCRIPTIONS AGAINST THE ERRORS OF THE MODERNISTS
1 Having set forth the excellence of Sacred Scripture and commended its study, Our immortal predecessor of blessed memory, Leo XIII, in the Encyclical Letter Providentissimus Deus given on the fourteenth day before the Kalends of December in the year one thousand eight hundred and ninety-three, prescribed laws by which the studies of the Sacred Books should be governed with proper method; and he defended the Divine Books against the errors and calumnies of the Rationalists, and at the same time vindicated them from the opinions of false doctrine, which is called higher criticism; which opinions are plainly nothing other than the inventions of Rationalism, as that most wise Pontiff wrote, distorted from philology and related disciplines.
2 But looking ahead to the danger growing daily, which was being prepared by the propagation of rash and erring opinions, by Apostolic Letters Vigilantiae studiique memores, given on the third day before the Kalends of November in the year nineteen hundred and two, that same predecessor of Ours established a Pontifical Council or Commission on Biblical Matters, comprising several Cardinals of the Holy Roman Church distinguished in learning and prudence, to whom, under the title of Consultors, were added many men of the sacred order, chosen from those learned in the science of theology and of the Sacred Books, of various nations, and differing in method and opinions of exegetical studies. Indeed, the Pontiff had in mind this advantage, most fitting for studies and for the age, that in the Council there should be a place for any opinions whatsoever to be proposed, weighed and discussed with complete freedom; and according to those Letters, the Cardinal Fathers should not settle upon any certain opinion before the arguments of the matter had been known and examined on both sides, and nothing had been passed over which could place in the clearest light the true and genuine state of the questions proposed concerning biblical matters: only after this course completed should the opinions be submitted to the Supreme Pontiff for approval, and then be made public.
3 After lengthy deliberations and most careful consultations, certain judgments have been happily issued by the Pontifical Council on Biblical Matters, genuinely useful for advancing biblical studies and directing them by a certain norm. But truly we do not fail to see that there are those who, inclined too much toward opinions and methods affected by pernicious novelties, and carried away by study beyond measure by a false liberty, which is indeed intemperate license, and proves itself in sacred doctrines to be most insidious and fruitful of the greatest evils against the purity of faith, have not received or do not receive such judgments, although approved by the Pontiff, with that obedience which is fitting.
4 To these matters, in order to repress the increasingly bold spirits of many modernists, who strive by sophisms and artifices of every kind to take away the force and efficacy, not only by the Decree Lamentabili sane exitu, which on the fifth day before the Nones of July of the current year the Holy Office of the Universal Church, at Our command, issued, but also by Our Encyclical Letters Pascendi Dominici gregis, given on the eighth day of the month of September of that same year, We by Our Apostolic authority repeat and confirm both that Decree of the Sacred Supreme Congregation and those Our Encyclical Letters, with the added penalty of excommunication against those who contradict; and We declare and decree that if anyone, which God forbid, should proceed to such boldness as to defend any one of the propositions, opinions or doctrines, condemned in either of the documents which We mentioned above, he shall be punished by censure ipso facto by the head of the Docentes Constitution of the Apostolic See, which is the first in excommunications of latae sententiae reserved simply to the Roman Pontiff. But this excommunication is to be understood without prejudice to the penalties into which those who have committed anything against the aforesaid documents may incur, as propagators and defenders of heresies, if ever their propositions, opinions or doctrines should be heretical, which indeed has happened more than once to the adversaries of either of those documents, and especially when they defend the errors of the modernists, that is, the collection of all heresies.
5 With these constitutions established, We again earnestly commend to the Ordinaries of dioceses and to the Moderators of religious associations that they be ever vigilant overseers, especially of the masters of Seminaries; and those found to be imbued with the errors of the modernists, zealous for new and harmful things, or less docile to the prescriptions of the Apostolic See, however they may have been issued, let them be altogether forbidden from teaching: likewise let them exclude from sacred orders young men who cast even the slightest doubt upon the doctrines they profess to follow or pursue the wicked novelties that have been condemned. At the same time We exhort them to take care diligently and without ceasing to observe books and other writings, which are indeed becoming far too widespread, which contain opinions and inclinations of such a kind as to agree with those disapproved through the Encyclical Letters and the Decree mentioned above: let them see to it that these are removed from Catholic bookshops and much more from the hands of studious youth and of the Clergy. If they shall have carefully attended to this, they will also have favored the true and solid formation of minds, in which the solicitude of the sacred Prelates ought chiefly to be engaged.
6 All these things We will and command to remain ratified and firm by Our authority, notwithstanding anything to the contrary whatsoever.
7 Given at Rome at St. Peter's, on the 18th day of the month of November in the year 1907, in the fifth year of Our Pontificate.

DE SENTENTIIS PONTIFICALIS CONSILII REI BIBLICAE PROVEHENDAE PRAEPOSITI AC DE CENSURIS ET POENIS IN EOS QUI PRAESCRIPTA ADVERSUS MODERNISTARUM ERRORES NEGLEXERINT
1 Praestantia Scripturae Sacrae enarrata, eiusque commendato studio, Litteris Encyclicis Providentissimus Deus datis XIV Kalendas Decembres a.

MOTU PROPRIO DEL SOMMO PONTEFICE PIO X
PRAESTANTIA SCRIPTURAE
