Quod singulari Dei concessu
Apostolic Letter instituting the Cross 'Pro Ecclesia et Pontifice'
1 That by singular concession and gift of God the years of Our age have so advanced that the fiftieth anniversary of Our priesthood could happily be celebrated by Us, this indeed delights Us not so much for Our own sake as for the sake of the Church and this Apostolic See. For the happy outcome of this event fully and abundantly confirms how with wondrous ardor of piety and with what consensus of wills Catholic people are accustomed to honor and revere the Vicar of Jesus Christ, and that the difficulties of things and times are unable to break or disturb the interchange of duties and endeavors which exists between Christian peoples and the Roman Pontiff. For from all parts of the earth, wherever the Catholic name has been carried, so many and so distinguished signs of love and obedience have been shown to Us, that there seemed to be instituted in a certain way among peoples an honorable rivalry of goodwill toward Us and of generosity. We speak of matters which all know, and which We refer as received from God, the Author of all good things. Moreover, there is no testimony of piety, no kind of service which Christian people, that occasion being offered to them, have not rendered to Us. Truly it is hidden from no one how in many places that day was kept as a festival on which We celebrated the fiftieth anniversary of Our priesthood: how for Our life and safety, as for a public good, thanksgivings and congratulations were decreed: how for the commemoration of that auspicious day not a few works full of Christian charity were undertaken; namely, aid was provided for the afflicted, refuges were opened for girls, boys were received into schools, captives were redeemed from servitude. Our beloved City of Rome is witness, to which a vast multitude of pilgrims flowed hither for so many continuous months, that they might have access to Us and profess before Us their distinguished sentiments of affection. We have indeed seen very many, unlike to one another in race, language and customs, not only from the regions of Europe, but even from the distant shores of Africa, Asia, America and Oceania, making their way to Rome to give testimony to the Supreme Pontiff of the same faith and equal reverence. A matter indeed both very wonderful in itself and most pleasing to Us, who embrace all nations with one and the same charity. But there are also other services; the memory and gratitude for which shall not escape Us: for We have received them with a mind as willing and grateful as they were delivered with obedience and readiness. We speak indeed of gifts and presents of every kind, which Catholic people from almost the whole world have taken care to confer upon Us as a tribute of piety. These are indeed many in number and various in kind, having regard to the dissimilarity of places and different circumstances; some of them reflect the riches and works of nature, others bear witness to the industry of craftsmen and the skill of art: many are very conspicuous in material or workmanship, many delight the minds of those who behold them by their very strangeness. Since such gifts have been collected and brought from all parts of the earth, and touch every order of citizens in such a way that the small gifts of the poor appear close to the precious donations of kings and nobles, We have deemed it not unimportant for the glory of the Apostolic See to gather all these things together and to set them forth for viewing in Our Vatican buildings. Which indeed has turned out well and prosperously, and the undertakings have had the outcome which We desired, and We rejoice greatly, and render and have the most abundant thanks to God, as is fitting. — But it pleases Us to profess Our mind, both mindful and grateful, also toward those men who were promoters of the honors to be paid to Us. For although We well know that on account of the happy outcome of the approaching event the zeal of peoples was more eager than it needed to be incited, We are nevertheless not unaware that in establishing the confraternities of the pious making pilgrimage to Us, in carrying, arranging and guarding the gifts, and in all the services of love and piety to be rendered, the diligence and industry of those men excelled wonderfully. And We know that pious women joined themselves as associates and helpers to them, who wished to claim their own part in imparting such signs of goodwill toward Us. From these matters it pleases Us that with all of them both the memory of the event and testimony of Our benevolence should remain. For this reason We will, and command that from silver metal, and also from gold and silver, an insignia be made having the form of a cross, which however shall be made octagonal by four interposed fleurs-de-lis. In the middle at the junction a small coin shall stand out, on whose obverse side Our name and image shall be engraved; on the reverse, however, the pontifical insignia shall be expressed, and inscribed "Pro Ecclesia et Pontifice". The extreme parts of the cross which are obverse shall be adorned with a comet, which together with the fleurs-de-lis forms the insignia of Our nation; on the reverse side shall be marked "Prid. Kal. Ian. MDCCCCLXXXVIII". By such a sign of honor, from which a ribbon of purple silk striped with a white and yellow line on either edge shall hang, We grant that the breast of the deserving may be decorated on the left side. And to all and each who shall have been deemed worthy of such honor, as an earnest of heavenly gifts We most lovingly impart the Apostolic Blessing in the Lord.
2 Given at Rome at St. Peter's under the Fisherman's Ring, on 17 July 1888, in the eleventh year of Our Pontificate.

Kal. Ian. MDCCCL XXX VIII ». Huiusmodi honoris signo quod e taenia serica purpurei coloris linea alba flavaque ad utramque oram virgata dependeat, merentium pectus sinistro latere decorari concedimus. Omnibus vero et singulis, qui tali honore digni habiti fuerint, auspicem caelestium munerum Apostolicam Benedictionem peramanter in Domino impertimus.
