1 Condemnation and excommunication of Elizabeth, queen of England, and her adherents, with the addition of other penalties. Pope Pius V, for perpetual memory of the matter. He who reigneth on high, to whom is given all power in heaven and on earth, entrusted to one holy catholic and apostolic Church, outside which there is no salvation, one alone on earth, namely to Peter the prince of the Apostles, and to Peter's successor the Roman Pontiff, the governance thereof in the fullness of power. Him alone He constituted as prince over all nations and all kingdoms, who may uproot, destroy, scatter, disperse, plant and build, so that the faithful people, bound together by the bond of mutual charity, He may hold in the unity of the Spirit, and exhibit safe and unharmed to their Saviour.
2 § 1. In the discharge of which office, we, called by the divine will to the helm of the aforesaid Church, send forth no labour in vain into that kingdom, striving with all effort that in it the unity and catholic religion (which the Author, to prove the faith of his own and our correction, permitted to be afflicted by such storms) may be preserved intact. But the number of the impious has grown so great in power 1 that there is now no place left in the world which they have not attempted to corrupt with their most wicked doctrines, with the assistance, among others, of Elizabeth, servant of wickedness, pretended queen of England, to whom, as to a refuge, all the most hostile fugitives have found shelter. She herself, having seized the kingdom, monstruously usurped the place of the supreme head of the Church throughout all England, and its principal authority and jurisdiction, and recalled the kingdom itself, which had already been reduced to the catholic faith and good conduct, back again to miserable ruin.
3 In the year of our Lord 1570, it had come to pass that there was no place left in the world which they had not attempted to corrupt with their most wicked doctrines, with the assistance, among others, of that handmaid of shameful deeds, Elizabeth, the pretended queen of England, to whom, as to a refuge, all the most hostile fugitives found shelter. This same woman, having seized the kingdom, monstrously usurping for herself the place of the supreme head of the Church throughout all England, and its principal authority and jurisdiction, recalled that kingdom, which had already been restored to the Catholic faith and good conduct, once again into miserable ruin.
4 § 2. For by the use of true religion, Elizabeth, whom Henry the Eighth, that deserter of the faith, had once overthrown, the illustrious Queen Mary of blessed memory, by the protection of this See, had restored and corrected many errors, with a strong hand forbidding them; but she, embracing the errors of heretics, and having dissolved the royal council composed of English nobility, filled it with obscure heretical men, oppressed the cultivators of the catholic faith, restored wicked preachers and ministers of impieties; abolished the sacrifice of the Mass, prayers, fasting, the choice of foods, and catholic rites of celibacy; caused books containing manifest heresy to be set forth throughout the kingdom; impious mysteries and institutions, undertaken and observed according to Calvin's prescription, she commanded to be observed also by her subjects; dared to eject catholic bishops, rectors of churches and other priests from their churches and benefices, and to dispose of them and other ecclesiastical matters to heretical men; and concerning the causes of the Church decreed, forbidding the prelates, clergy and people not to acknowledge the Roman Church nor to obey its precepts and canonical sanctions; forced very many to come into her wicked laws, and to abjure by oath the authority and obedience of the Roman Pontiff, and to acknowledge herself alone as mistress in temporal and spiritual matters; imposed penalties and punishments upon those who would not obey her word, and exacted the same from those who persevered in the unity of faith and the aforesaid obedience; cast catholic bishops and rectors of churches into chains, where many, worn down by prolonged sickness and sorrow, miserably ended their last day. Since all these things are manifest and notorious among all nations, and are so confirmed by the most grave testimony of very many, that no place whatsoever is left for excuse, defence or evasion.
5 § 3. We, multiplying other and here therefore additional impieties and crimes, and moreover by the persecution of the faithful and the affliction of those adhering to heretics and religion, impelled and by the deeds of the said Elizabeth daily growing more grave; since we understand that her mind is so hardened and obdurate that not only has she scorned the pious prayers and admonitions of catholic princes concerning her health and conversion, but has not even permitted the nuncios of this See to cross into England on this account; converted of necessity to the weapons of justice against her, we cannot refrain from sorrow that we are brought to regard one whose ancestors so greatly deserved well of Christian commonwealth. Supported therefore by His authority, Who willed to place us on this supreme throne of justice, though unequal to so great a burden, by the fullness of apostolic power, we declare the aforesaid Elizabeth to be a heretic and a favourer of heretics and those adhering to her in the aforesaid sentence of anathema to have incurred, and to be cut off from the unity of the Body of Christ.
6 § 4. Moreover we deprive her of her pretended right to the kingdom and of all and whatsoever dominion, dignity, privilege and
7 authority.
8 § 5. And likewise the nobles, subjects and people of the said kingdom and all others whosoever have taken an oath in any manner, we do absolve them by the authority of these presents from such oath and from every duty whatsoever of dominion, fidelity and obedience, perpetually; and we deprive the same Elizabeth of her pretended right to the kingdom and of all other things aforesaid; and we command and forbid all and each of the nobles, subjects, peoples and others aforesaid that they dare not obey her or her admonitions, commands and laws. Whosoever shall act otherwise, we bind them with a like sentence of anathema.
9 § 6. But because it would be most difficult to carry these presents wherever they might be needed, we will that copies of them, sealed with the hand of a notary public and with the seal of an ecclesiastical prelate or his curia, shall have the same force everywhere among all peoples, in judicial proceedings and outside them, as these presents themselves would have if they were exhibited or shown.
10 Given at Rome at St. Peter's, in the year of the Lord's Incarnation 1570, on the 25th day of February, in the fifth year of our pontificate.
